Job Description
- Under general supervision, this position is primarily responsible for providing safe and secure custody of and humane treatment of persons incarcerated by law enforcement and Courts in the Clear Creek County Jail. To accomplish this role, a person in this position must be capable of performing a wide range of duties, including physically subduing and/or restraining violent subjects and defending themselves, fellow employees, and incarcerated individuals against assaults by individuals or multiple assailants, using interpersonal and team skills to carry out intake, detention, care, and release of inmates by Standard Operating Procedures of the Clear Creek County Sheriff’s Office and of the Rules of the Colorado Peace Officer Standards and Training, Colorado Jail Standards, and Constitutional requirements.
- Supervises all prisoner activities inside and outside the facility and during visitation, medical and psychological evaluations and treatment, court appearances, attorney meetings, and other meetings as required or provided by law;
- Addresses incidents as a first responder during riots, injuries, and in-custody deaths, including suicides and murders; maintains the crime scene;
- Establishes a rapport of caregiver and counselor with prisoners to manage behavioral and attitudinal issues as well as to deliver disciplinary action for misconduct;
- Provides one-on-one counseling with inmates regarding behavioral issues, personal safety concerns, suicide threats, injury threats to self and/or others, disciplinary action, and accountability for actions by the inmate;
- Enters and retrieves data from various computer systems, questions inmates to gather data necessary to process and book inmates; builds, maintains and updates physical and electronic records; interprets and updates court orders.
- Responds to telephone inquiries and/or greet the public, law enforcement personnel, and other criminal justice system members, directing them to the appropriate personnel.
- Enters and locates law enforcement-related data from various local, state, and national computer systems.
- Sends and receives information with local, regional, state, and national law enforcement or related agencies by telephone, fax, and NCIC law enforcement computer systems.
- Receives bail money and bonds; enters and disperses money from inmate accounts.
- Communicates general information in written and verbal form and verifies data for and with various people, including law enforcement officers, dispatchers, courts, attorneys, the public, and inmates.
- Maintains and tracks court-ordered inmate treatment.
- Operates security doors from a touch panel computer system as assigned.
- Observe, correct, and report security concerns to the supervisor.
- Verifies warrants as requested by law enforcement personnel.
- Performs cell checks in Booking and records the condition and behavior of inmates.
- Maintains organization of inmate property in the Property Room; tracks personal property of inmates sentenced to State Prison and coordinates the release and disposition of State inmate property.
- Books arrestees, photographs and accurately fingerprints prisoners, and inventories, stores and enters prisoner property on computer entry;
- Classifies and houses prisoners based on the nature of the crime of the inmate, court orders, medical and psychological condition, sexual preference, disposition, and prior records, provides hearings for due process during disciplinary action and determines final action toward inmate infraction, records the infraction and process used and the outcome arrived at and passes on information to shift Sergeant for briefing;
- Interprets, understands, and upholds court procedures and processes regarding types and classification of bonds, court orders, and bail procedures, court proceedings as they pertain to the classification and handling of the inmate, transition to probation, rights, and responsibilities of attorneys, and initiation and serving of court-ordered warrants;
- Updates electronic and manual prisoner files, including classification, medical condition, and under court orders;
- Communicates to the inmates and ensures that the facility rules and policies are followed and that the appropriate disciplinary action is taken when these rules are not followed using due process;
- Communicates with the courts, the public, and other law enforcement agencies regarding inmate status and condition;
- Delivers regularly scheduled meals;
- Ensures hygienic and healthful conditions are maintained;
- Provides timely transport for a variety of out-of-facility prisoner appointments, escorts prisoners within the facility, and transports them to and from outside commitments;
- Maintains timely and significant communication with prisoners to deal with legitimate prisoner/inmate concerns;
- Performs facility perimeter checks to detect security breaches, trespassers, unsecured buildings and vehicles, and suspicious persons, items, or circumstances.
- Conducts random checks for contraband;
- Pats and strip search prisoners collect urine samples for drug screening inmates for court and Work Release;
- Reports and handles disciplinary problems. Writes incident reports;
- Provides witness testimony as required by the court;
- Assesses, observes, and attends to suicidal, mentally ill, and anti-social prisoners;
- Investigates prisoner complaints and rule violations
- Executes court, Governor's, and arrest warrants and extradites inmates in all states.
- Administer medication to identified inmates according to State Medical Administration regulations.
- Complete medication administration documentation.
- Accurately record and report incidents, errors, or accidents in appropriate documents on the eMAR system.
- Observe and report changes in inmate physical condition and cognitive/emotional status to the appropriate medical or mental health professionals.
- Take inmate vital signs as directed by the Jail Nurse.
- Performs other duties as assigned.
Pay Rate: $69,967.90 to $84,015.04 DOQ

Clear Creek County is currently pursuing enhanced retirement benefits through FPPA (Fire & Police Pension Association) for all sworn Sheriff's Office employees, with anticipated implementation in late 2026.

Requirements:REQUIRED EXPERIENCE / EDUCATION
- High School diploma or equivalent.
- Requires a level of knowledge and ability to independently accomplish tasks or projects of typical complexity consistently, accurately, and in various situations.
- An essential aspect of this level is the creativity and innovation required to enhance the mere application of skill.
- Such a level is generally acquired by at least one (1) year of law enforcement experience.
- LANGUAGE SKILLS: Ability to read, analyze, and interpret documents, manuals, publications, and information. For example, general business periodicals, professional journals, technical procedures, operations manuals, policy and procedure manuals, or governmental regulations; to write original reports, business correspondence, and procedure manuals; to effectively present information and respond to questions in one-on-one situations and from groups of managers, clients, customers, and the general public. Excellent oral and written communication skills, including the ability to verbally defuse and control violent individuals. Ability to read, write, hear, and speak in English.

KNOWLEDGE, SKILLS & ABILITIES
- Detailed knowledge of constitutional and case law as related to law enforcement practices and the operation of a detention facility.
- Detailed knowledge of the department's policies, procedures, and methods.
- Must possess the ability to understand and interpret laws and regulations relating to the care and custody of inmates, rules of evidence, and the detention and treatment of adult prisoners; understand and analyze the Colorado Jail Standards; observe incidents and situations accurately, remembering names, faces, numbers, circumstance, and places; secure information from witnesses; demonstrate proficiency in the use and care of firearms.
- Detailed knowledge of the Inmate Handbook as it relates to the operation of the detention facility. Ability to communicate effectively and give complex instructions both verbally and in writing. Ability to establish and maintain effective working relationships with superiors, court officials, other agency officials, inmates, officers of other law enforcement agencies, and the general public. Ability to remain calm and respond appropriately to emergency and/or threatening situations.
- Knowledge and proficiency in the use of computers used by the department.
- Ability to act tactfully and impartially when dealing with the public, other agencies, co-workers, and inmates.
- Proficiency in operating department vehicles under typical and adverse weather and road conditions.
- Proficiency in the use of firearms according to department standards. Proficiency in non-lethal control techniques adequate to physically subdue and control unruly and resisting subjects.
- Ability both physically and psychologically to protect oneself and others in threatening situations.
- Ability to perform law enforcement duties requiring good judgment under pressure and good physical condition.
- Must be attentive, observant, emotionally secure, a good listener, and able to perform multiple tasks; work rotating shifts, work holidays, and weekends; and be available to cover deployment demands dictated by job circumstances and staffing shortages.

SUPERVISORY:
This position has extensive direct supervisory responsibilities over inmates and, dependent upon assignment, over other department personnel (for example, as a Field Training Officer).
PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT:
Must be in good health and physical condition. Must possess adequate physical strength to drag an unconscious subject a distance of fifty feet across a smooth level surface. Must climb decent stairs quickly and repeatedly throughout a work shift. Spends approximately 90% of the time standing, walking, or running and approximately 10% sitting while working in the Housing, Control, or Booking areas. Must possess sufficient strength to carry a human from a hazardous area (average - 150 lbs.)Frequently pushes, pulls, climbs, balances, stoops, kneels, crouches, reaches, handles, and feels in the daily performance of duty. Must possess sufficient physical capability to overcome and restrain a combative or resistive subject.
Oral and auditory capacity enables interpersonal communication through automated devices such as the two-way radio, intercom system, and telephone. Visual and fine/gross motor skills allow using firearms and office and field equipment. Visual capacity, including color vision, to monitor movement within and around the facility utilizing close circuit monitors. Visual and fine/gross motor skills enable the operation of control panels within the facility. Ability to detect criminal/hazardous situations. WORK ENVIRONMENT: Work is performed in circumstances involving hazards such as assault by inmates, biohazards transmitted by inmates, and the possibility of fires and disturbances that may be threatening to life or cause bodily harm. Extremely stressful environment during peak activity periods demanding full attention and coordination of numerous tasks simultaneously.
