ESSENTIAL FUNCTIONS: This role is responsible for the strategic sourcing and procurement of a broad range of parts, materials, and specialized services that exceed the Micro-Purchase Threshold (MPT) and require competitive procurement. The position ensures full compliance with all applicable laws, regulations, and company policies throughout the acquisition life-cycle. Key responsibilities include managing acquisitions from planning through contract closeout; ensuring procurement actions are conducted fairly, transparently, and in the best interest of the government; maintaining contract files in compliance with the Federal Acquisition Regulation (FAR); and performing post-award contract administration. Post-award responsibilities include monitoring contractor performance, processing contract modifications, approving payments, and executing contract closeout procedures.
GENERAL DUTIES:
- This role is responsible for the strategic sourcing and procurement of a wide variety of complex parts, materials, and specialized services essential for company operations, ensuring strict adherence to Federal Acquisition Regulation (FAR), and all applicable laws and regulations.
- Oversee the entire life-cycle of a contract, from acquisition planning to contract close-out.
- Perform post-award contract administration duties, including monitor contractor performance, process modifications, approve payments.
- Work closely with internal stakeholders to understand the procurement needs and provide guidance on purchasing processes.
- Familiarity with Federal Acquisition Regulations (FAR) and (DFARS) is highly desired.
- Personal computer skills related to purchasing and associated software are desired; Costpoint experience is desirable.
- Demonstrated knowledge of the procurement process.
- Working knowledge of standard contract types.
- Prepare requests for proposals (RFP), conducts bidders conferences, develops evaluation criteria, evaluate suppliers’ proposals, negotiate internal customer and supplier requirements, selects and/or recommends suppliers.
- Create purchase order documentation to include Justification & Approval (J&A) to align with company policies and Federal Acquisition Regulations (FARs) and Defense Federal Acquisition Regulations (DFARS), regulatory requirements and administers the resulting purchase order (PO).
- Identify, evaluate, and select qualified suppliers to ensure on time delivery.
- Manage supplier relationships and monitor performance and oversee the purchasing process from requisition to delivery.
- Organize and implement strategies to accomplish Small Business and Disadvantaged Plan goals.

OTHER DUTIES: This position requires a National Agency Check with Investigation (NACI). Supports E-OMS operational objectives. Additional duties may be assigned to support contract/mission support requirements in job-related areas. All selected candidates must undergo and successfully pass a background investigation and drug test as a condition of placement into this position. Observes company Quality, Safety, Environmental, Security, and Administrative policies; supports Process Improvement.
EDUCATION/EXPERIENCE REQUIREMENTS: Associates or Bachelor's Degree in business related field is desired. Demonstrated supplier management skills. Minimum of 2 to 4 years in federal government contracting or procurement. Proficient in Microsoft Office Suite; Costpoint experience is desirable. Excellent organizational and communication skills are required (verbal and written). Must be able to use independent judgment to make decisions. Must be a self-starter that can multi-task. Requires a high level of professionalism and work ethics. CAC holder would be beneficial

WORK ENVIRONMENT: Work activities are normally performed in an environmentally controlled area in an office setting on Eglin AFB, FL.
PHYSICAL DEMANDS: This position will be subject to substantial movements (motions) of the wrists, hands, and/or fingers. Must be able to have close visual acuity to perform an activity such as preparing and analyzing data and figures; viewing a computer terminal; and requires very little lifting or moving of heavy objects or materials and require very little lifting or moving of heavy objects or materials. May require sitting for long periods of time.
