*This is a full-time, hybrid role requiring employees to work from their local Housing Connector office at least one day per week.

The Program Manager improves how Housing Connector and its community organization partners help people remain housed after placement. Building on an established housing program, this role identifies gaps in current support, develops resources for case managers and other partner staff, and tests ways to engage residents and prevent housing loss. The Program Manager works with community partners and internal teams to measure what works and help adopt effective approaches across markets. This role reports to the SVP of Stability and System Innovation.

What you will do
  • Lead improvements to existing partner support and housing stability practices, centered on what community organizations need to help residents remain housed.
  • Use data and feedback from community partners, residents, property staff, and internal teams to identify where people disengage or face barriers to remaining housed.
  • Design and manage focused pilots that improve resident engagement and support, with clear goals, measures, responsibilities, and handoffs.
  • Create guidance, training, and practical tools that help community partner staff support residents after placement and respond to emerging risks.
  • Work with internal teams to develop resources that help property staff respond to resident barriers and coordinate with community partners.
  • Work with resident support, product, and local market teams to improve communications, workflows, and tools used to support residents; recommend system changes where needed.
  • Coordinate implementation across teams and community partners, address barriers, document what works, and establish ownership for ongoing delivery.
  • Track program measures and qualitative feedback, assess whether changes improve engagement and help prevent housing loss, and recommend adjustments or expansion.
What you will bring
  • Typically three or more years of experience improving programs or services delivered with community organizations or other frontline partners.
  • Understanding of how case managers and partner staff support people facing barriers to housing stability, and the ability to turn their feedback into useful resources and processes.
  • Strong program and project management skills, including the ability to design a pilot, set meaningful measures, coordinate implementation, and use results to improve the approach.
  • Ability to build effective working relationships with community partners, frontline staff, property teams, and colleagues across functions without direct authority.
  • Clear writing and facilitation skills, including experience creating guidance, training, or communications for different audiences.
  • Ability to analyze program data alongside resident and partners feedback, identify patterns and make programmatic recommendations to drive outcomes
  • Sound judgment, curiosity, and respect when working with households experiencing housing barriers and the organizations that serve them.
Preferred experience
  • Experience in housing stability, homelessness response, case management partnerships, or another program serving people facing complex barriers.
  • Experience with partner training, service design, or improving workflows across multiple markets.
  • Familiarity with Salesforce or similar CRM tools used to coordinate services and track outcomes.
