VP, Cyber Programs

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a VP, Cyber Programs based in the United States.

This senior leadership role drives business development and capture strategy across the federal cybersecurity market, with a strong focus on the Department of Defense. You will manage the full opportunity lifecycle, from early customer engagement and qualification through capture and competitive proposal development. The role combines strategic account leadership, customer relationship management, solution development, and hands-on pursuit execution. You will work closely with business development leaders, operational teams, project managers, and technical subject matter experts to shape compelling solutions. Success requires a strong understanding of federal acquisition processes, cybersecurity priorities, and emerging technology directions. This is an opportunity to influence growth strategy while building relationships across government customers and industry partners.

Accountabilities:
  • Lead strategic business development and capture activities across assigned federal cybersecurity opportunities.

  • Develop and execute account and customer engagement strategies, including detailed customer call plans.

  • Establish and maintain strong relationships with key federal cybersecurity customers, particularly within the Army, Navy, Marine Corps, Combatant Commands, and service cyber organizations.

  • Monitor cybersecurity and cyberspace operations trends, technical priorities, and acquisition direction across the Department of Defense.

  • Gather, assess, validate, and communicate customer requirements, challenges, risks, and priorities.

  • Translate customer intelligence into differentiated solutions and compelling value propositions.

  • Identify and develop early-win strategies that strengthen positioning throughout the opportunity lifecycle.

  • Develop and execute capture plans, managing opportunities from identification through proposal submission.

  • Coordinate extended capture teams and collaborate with account leads, project managers, technical experts, and other internal stakeholders.

  • Lead or participate in white papers, RFIs, sources-sought responses, workshops, industry events, opportunity gate reviews, competitive assessments, collaboration sessions, and proposal reviews.

  • Build and manage industry partnerships and teams when appropriate to support strategic pursuits.

  • Assess opportunity positioning and capture progress while using established gate review processes to mature pursuits.

  • Shape customer acquisition strategies and ensure business development activities support competitive positioning.

  • Support the development of technically credible, customer-focused proposals and responses to statements of work/objectives and RFP, RFQ, and RFI requirements.

  • Apply knowledge of federal acquisition processes and contract structures to inform opportunity strategy and execution.

Requirements:
  • 10+ years of experience in business development, federal capture, or a closely related discipline.

  • Demonstrated track record developing, capturing, and winning large federal government opportunities.

  • Established relationships within the U.S. federal cybersecurity marketplace.

  • Strong understanding of the federal acquisition lifecycle and common government contract types.

  • Experience progressing opportunities through formal gate reviews and leading information-gathering activities to mature pursuits.

  • Thorough understanding of cybersecurity and cyberspace doctrine, strategic direction, and operational priorities.

  • Knowledge of federal information technology environments, including cloud migration and operations, agile development, infrastructure modernization, and cybersecurity.

  • Strong customer relationship management, strategic planning, capture management, and opportunity execution skills.

  • Ability to translate customer requirements and intelligence into practical solutions and differentiated value propositions.

  • Demonstrated leadership skills with the ability to coordinate cross-functional teams and industry partners.

  • Strong communication, presentation, analytical, organizational, and negotiation skills.

  • Ability to manage multiple simultaneous pursuits and proposals while maintaining attention to detail and deadlines.

  • Highly self-directed and comfortable operating in complex, fast-paced environments.

  • Ability to obtain and maintain a Secret security clearance.
