Job Description Summary
Enterprise Community Partners is seeking a Program Manager to join our National Programs team. This role will help drive innovative solutions to the nation’s housing challenges by supporting programs that incubate, accelerate, and scale housing innovation, including the Housing Affordability Breakthrough Challenge.Job Description
The Program Manager will contribute to the design, development and delivery of all aspects of complex, multi-faceted national initiatives. Key responsibilities include supporting grantmaking and grant management activities, coordinating and executing program activities, developing of tools and resources, and facilitating collaboration among multidisciplinary teams of Enterprise staff, partners, and grantees. The role also supports program evaluation, impact measurement and the development of high-profile communications that elevate program outcomes and shared lessons learned across the sector.
The ideal candidate will be a skilled program developer and leader, with experience supporting the design and implementation of innovative, national-scale programs that advance production of and access to affordable homes across the United States. This role will provide critical support to the Housing Affordability Breakthrough Challenge, a national grant competition designed to identify, accelerate, and scale implementation-ready breakthrough ideas that promise new ways to create housing affordability across three focus areas: Design & Construction, Finance, and Service Delivery & Programs. As the demand for affordable housing nationwide continues to exceed the supply, the Housing Affordability Breakthrough Challenge aims to catalyze breakthrough ideas that help close the affordability gap, and foster a more inclusive, accessible housing system.

Job Responsibilities
Provide support to planning and implementation of competitive grantee selection processes, which include work evaluating potential grantees through written materials and in-person engagements:
Responsibilities include supporting the development of selection process materials, evaluation criteria for decision making, managing a process for input from funders, internal and external experts in selection competition winners, as well as communications, coordination and scheduling.
Provide support to grantmaking and grants management activities, including award notifications, activity reporting, disbursements, and grant closeouts.
Support delivery of programming that is adaptive and responsive to grantee needs, and is designed to foster shared learning for grantees, Enterprise staff, and others, including in-person and virtual convenings as well as industry convenings. Act as a proactive point of contact and facilitate cross-functional support across other Enterprise markets and divisions, including marketing, resource development, impact and evaluation, as well as industry leaders.
Support thought leadership activities as needed, including:
gathering innovation-specific data on an ongoing basis
delivering regular summary reports and materials to funders, Enterprise leadership, and other key stakeholders; and
collaborating with Enterprise colleagues to pursue media and communications opportunities to disseminate findings and affect industry change.
Prepare and deliver public presentations as well as facilitate group conversations during peer learning sessions, public webinars, internal and external meetings, and competition information sessions.
Carry out additional responsibilities or projects as needed.
Qualifications
Bachelor’s degree and a minimum of four years of experience in community development, affordable housing, housing finance, public policy, real estate or related field. Graduate degree may be substituted for up to 2 years of experience.
Demonstrated experience supporting or leading large-scale programs that include multiple components, including developing and scaling initiatives.
Experience working with a diverse range of communities and people.
Excellent critical thinking and creative problem-solving skills.
Strong facilitation skills, with the ability to guide diverse stakeholders through discussions that result in clear next steps and decisions.
Exemplary communication skills, with the ability to clearly express ideas, thoughts, and concepts verbally, in writing, and through visual communications and other forms of expression.
Ability to work independently, to solve problems, and to take responsibility for moving tasks forward with minimal supervision.
Strong organizational skills and ability to coordinate complex activities, prioritize conflicting demands, meet deadlines, and communicate effectively among widely dispersed partners.
Successful experience working in a collaborative team setting, with experience working effectively with “virtual” teams, including multi-disciplinary colleagues and clients located across multiple offices and geographies.
Demonstrated professionalism, composure, flexibility, and adaptability to a variety of situations.

Enterprise offers a comprehensive total rewards package for you and your family. The base salary for this role is $83,000 to $95,000 depending on the level of skills and experience.
The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance. The salary range is just a part of the total rewards package provided to employees at Enterprise, and other rewards may include annual performance bonuses and generous paid leave programs.
