Program Manager
THIS IS A TEMPORARY EMPLOYMENT OPPORTUNITY
Location: Onsite in Indiana

Position Summary
Tidal Basin has an immediate need for an experienced Program Manager to support the implementation and day-to-day management of a disaster response program designed to assist individuals and households impacted by emergency events. This role provides oversight of eligibility-related operations and associated functional teams, supports interdepartmental coordination, and helps ensure consistent service delivery aligned with program goals, stakeholder expectations, and applicable requirements. The position is responsible for overseeing designated program functions, supporting policy and procedure development, maintaining operational effectiveness, and coordinating with leadership, staff, and partners to achieve program objectives. This role also supports process improvement, staff guidance, performance monitoring, and implementation of program updates in response to new guidance or operational needs.

Job Duties and Responsibilities
  • Provide oversight and management support for disaster response eligibility and applicant service operations.
  • Coordinate with program leadership, internal teams, and external partners to support effective program implementation.
  • Oversee functional teams involved in eligibility review, quality assurance, applicant support, appeals, case processing, or related activities.
  • Support the development, implementation, and maintenance of program policies, procedures, and standard operating protocols.
  • Provide technical assistance and operational guidance to teams carrying out program activities.
  • Monitor workflow, productivity, and service quality to help ensure program goals and deadlines are met.
  • Identify operational challenges and develop practical, solutions-oriented strategies to improve efficiency and outcomes.
  • Track program updates, guidance, and regulatory changes, and support the incorporation of those changes into operations and documentation.
  • Develop and maintain management tools, reports, and performance tracking mechanisms.
  • Coordinate with training and leadership staff to support consistent communication and implementation of current policies and procedures.
  • Help resolve program service, procedural, and operational issues as they arise.
  • Maintain confidentiality of sensitive information and uphold data integrity standards.
  • Prepare clear, concise reports, summaries, and other communications for leadership and stakeholders.
  • Perform other duties as assigned in support of program needs.

Skills and Competencies
  • Excellent organizational skills and attention to detail
  • Strong interpersonal, analytical, and problem-solving abilities
  • Demonstrated experience in program, project, or operations management
  • Ability to manage teams and support cross-functional coordination
  • Ability to communicate effectively, both verbally and in writing
  • Strong time management skills with the ability to meet deadlines in a fast-paced environment
  • Ability to work independently and proactively to support client and program outcomes
  • Experience developing, implementing, or maintaining policies and procedures
  • Ability to monitor performance and support reporting and process improvement efforts
  • Strong client relations skills and understanding of local, state, and federal government structures
  • Experience working in grant-funded, publicly funded, or government-supported programs

Education and Experience
  • Associate or bachelor’s degree in a relevant field, or equivalent combination of education and experience
  • 5+ years of experience in program operations, case management, application processing, financial management, grants administration, public programs, or related fields
  • Experience managing professional staff or functional teams
  • Proficiency in standard business software applications
  • Experience supporting disaster response, recovery, housing, human services, or other public assistance programs preferred


Field Work/Physical Demands/Work Schedule:
  • Able to work as early as 6:00 a.m. to 9:00 p.m. seven days a week during the response period
  • Approximately 12 to 14 hours per day
  • Able to work up to 70 to 90 hours per week as needed including weekends.
