WHO WE AREHunger Free Oklahoma is a statewide nonprofit established to leverage the power of collaboration to solve hunger in Oklahoma by improving systems, policies, and practices, facilitating public/private partnerships, and providing backbone support to organizations addressing hunger.

Hunger Free Oklahoma works collaboratively with community-based organizations, government agencies, businesses, and other stakeholders that directly serve individuals. We provide technical assistance, convening, research, and policy guidance to nonprofit, government, and other partners statewide.

The Double Up Oklahoma Program matches SNAP dollars at participating grocery stores and farmers markets—$1 for $1—for the purchase of fruits and vegetables. Since 2019, DUO has provided more than $21 million in free fruits and vegetables to SNAP participants in Oklahoma. DUO is a fast-paced, high-profile program that advances food access, retail innovation, and systems change across the state.

OVERVIEW

Hunger Free Oklahoma is seeking a strategic, highly capable Senior Program Manager to lead a major statewide portfolio within Double Up Oklahoma (DUO). This role is designed for an experienced leader who can independently manage complex grocery-retail partnerships, operational systems, data and reporting obligations, vendor relationships, and high-visibility implementation work.

The Senior Program Manager will serve as a principal relationship manager for DUO’s large- and medium-scale grocery and retail-vendor portfolio. The role requires sound judgment, business fluency, strong operational discipline, and the ability to translate between retail partners, technology vendors, internal program teams, data functions, and external stakeholders. The successful candidate will lead work with substantial financial, operational, and reputational impact; anticipate and mitigate implementation risk; and help shape the strategy and long-term performance of a fast-paced, high-profile statewide program.

WHAT YOU’LL DOThe Senior Program Manager reports to the Program Director, Double Up Oklahoma, and is based in Tulsa or Oklahoma City. This role will evolve with the program’s needs. Core responsibilities include:

Strategic retail partnership leadership

Serve as the primary relationship manager for a statewide portfolio of large- and medium-scale grocery, point-of-sale, loyalty-card, and other implementation partners involved with the Double Up program.Build and sustain trusted, business-to-business relationships with senior leaders and stakeholders.Lead partnership strategy, planning, implementation, and performance management that comes with substantial operational and financial scope.Assess future partner readiness and other program growth opportunities; recommend strategies that strengthen state-wide program reach, customer participation and impact.

Operational leadership and systems management

Lead complex partner discussions involving point-of-sale processes, vendor capabilities, data exchanges, and program requirements.With guidance from retail partners, develop and execute project timelines, implementation roadmaps, operating procedures, escalation protocols, and marketing initiatives.Identify risks to program delivery, partner performance, customer access, financial stewardship, data quality, compliance, and timeline execution; develop and implement mitigation strategies.Translate program functionality into practical operating procedures for retailers and their staff, partners, and internal HFO teams.Drive process improvement across operational controls, training, signage, and issue resolution.Exercise independent judgment in prioritizing competing demands, making operational decisions within delegated authority, and escalating matters that require leadership input.

Data, analytics, financial stewardship, and reporting

Partner with HFO’s Data Team to establish accurate reporting processes, address data discrepancies, improve data quality, to translate data into actionable program insights.Monitor invoices, payment workflows, reconciliations, and other financial processes associated with retail partners and vendors; identify discrepancies and coordinate timely resolution.Support budget planning, monitoring, and forecasting for assigned program activities, contracts, and partner initiatives.Manage and monitor grant deliverables, reporting calendars, required documentation, and performance measures associated with Double Up.Draft, coordinate, and review grant reports and supporting documentation to ensure accuracy, timeliness, and alignment with funder requirements.

Cross-functional leadership

Lead coordination among internal teams and external partners to align Double Up strategy, implementation, reporting, and outreach.Manage contractor relationships connected to retail data review, site evaluations, research studies, pilot programs, and other program support.Operate with a high degree of independence while exercising discernment to escalate, seek input, or align with leadership on sensitive decisions.Contribute to HFO’s long term strategy, organizational learning, systems-change efforts, and the development of scalable practices that strengthen DUO’s statewide impact.

WHO YOU ARETo qualify for this position, you will have:

Have 8 or more years of progressively responsible, directly relevant experience; or 8 years in a combination of post-secondary education, specialized training, and relevant work experience; High school diploma or equivalent required.Significant experience in one or more of the following areas: grocery or retail technology, loyalty programs, point-of-sale systems, vendor management, business operations, government administration, project or portfolio management, finance, grant administration, or complex program implementation.Demonstrated experience managing executive-level stakeholder relationships.Strong business and systems acumen, including the ability to understand operational workflows, technical dependencies, data requirements, and implementation risk.Strong data and analytical fluency, including the ability to interpret data, identify meaningful trends and exceptions, and make sound, data-informed recommendations.Experience managing or supporting budgets, invoices, grants, contracts, vendors, deliverables, reporting obligations, or compliance requirements.Exceptional written, verbal, relationship-management, and presentation skills.Demonstrated judgment, discretion, initiative, and ability to operate independently in a fast-paced environment with competing priorities.Proficiency using Microsoft Office 365, Excel, Smartsheet or comparable data/project tools, and Microsoft Planner or a similar project-management platform.Experience working with grocery retailers, multi-site retail operations, retail technology vendors, loyalty-card programs, or point-of-sale systems. (preferred)Experience with SNAP, nutrition incentives, food access, public benefits, public-private partnerships, or government-funded programs. (preferred)Experience leading staff, contractors, workgroups, or matrixed project teams.

This position is full-time and based in Tulsa or Oklahoma City, Oklahoma. The role requires the ability to independently travel to sites across Oklahoma, generally about one day per month, and may occasionally require evening or weekend work to support programming, partner needs, launches, or events. This position requires the ability to perform medium physical effort, including occasionally handling, lifting, or moving objects weighing 20–30 pounds for resources and supplies, and the ability to sit or stand to complete office-oriented work for an average of eight hours per day.
