Project Specialist Senior

The Opportunity

TSPi is seeking a Project Specialist Senior to support professional and scientific work for the National Institutes of Health (NIH). The successful candidate will provide senior-level technical and project leadership supporting the development, implementation, management, and ongoing assessment of complex projects and project components. This individual will work closely with NIH stakeholders and multidisciplinary teams to identify technical and operational needs, address systems and capacity challenges, strengthen planning and implementation, and ensure technical initiatives and support are aligned with project objectives.

The ideal candidate is a recognized expert in their professional discipline who can independently address unusually complex challenges, develop innovative technical solutions, establish operational approaches, and provide strategic technical guidance to clients, project leadership, and other stakeholders.

Core Responsibilities

  • Lead the development, implementation, management, and ongoing assessment of technical aspects of complex projects and project components.
  • Provide expert technical guidance and support to address systems, capacity gaps, operational challenges, and other needs identified through project assessments.
  • Develop and implement technical approaches, processes, standards, and operational plans to support successful project execution.
  • Work closely with NIH stakeholders, project leadership, and multidisciplinary teams to improve planning, management, implementation, and delivery of project activities.
  • Ensure technical ideas, initiatives, recommendations, and support are effectively coordinated with appropriate stakeholders.
  • Manage large or complex projects, processes, or technical workstreams with limited oversight.
  • Independently identify complex technical and operational challenges and develop innovative solutions and courses of action.
  • Establish project and operational plans, priorities, and approaches and monitor progress toward expected results.
  • Serve as a senior technical advisor and subject matter expert to clients, project teams, and organizational leadership.
  • Coordinate activities across technical teams and stakeholders to ensure alignment of priorities, resources, deliverables, and project objectives.
  • Assess project performance, identify risks or implementation challenges, and recommend corrective actions or improvements.
  • Coach, review, and provide technical guidance to lower-level professionals and delegate work as appropriate.
  • Develop and communicate technical recommendations, findings, plans, reports, presentations, and other project deliverables for senior internal and external audiences.
  • Contribute to the development of innovative technical approaches and capabilities that strengthen project delivery and organizational capabilities.

Position Requirements & Preferences

Required Qualifications

  • Master’s degree plus 13 years of relevant experience, or PhD plus 8 years of relevant experience.
  • Demonstrated experience supporting programs, projects, or initiatives for the National Institutes of Health (NIH).
  • Extensive experience leading the technical development, implementation, management, and assessment of complex projects or major project components.
  • Demonstrated expertise identifying and addressing complex technical, operational, systems, or capacity challenges.
  • Experience developing and implementing technical approaches, processes, standards, work plans, or operational plans.
  • Demonstrated experience managing large or complex projects, processes, or technical workstreams with limited oversight.
  • Experience advising clients and senior stakeholders on complex technical and project matters.
  • Demonstrated ability to develop innovative solutions to unusually complex problems and independently determine appropriate courses of action.
  • Experience coordinating work across multidisciplinary teams and stakeholder groups.
  • Experience coaching, reviewing, and providing technical guidance to other professionals.
  • Strong project planning, problem-solving, analytical, and decision-making capabilities.
  • Excellent written and verbal communication skills, including the ability to communicate complex technical information and recommendations to senior audiences.

Preferred Qualifications

  • Experience supporting NIH scientific, health research, science policy, or related programs.
  • Experience supporting complex projects or programs within HHS or other federal health and scientific agencies.
  • Experience developing or improving technical processes, operational standards, systems, or methodologies.
  • Experience leading cross-functional initiatives involving scientific, technical, research, policy, or programmatic stakeholders.
  • Experience contributing to technical solution development, proposals, or other activities supporting new or expanded work.

Salary Range

$96,000 – $152,000
