Job Description

EEC Solutions is seeking an experienced Federal Government Contracting Accountant / Pricing Specialist to manage day-to-day accounting functions while providing financial, pricing, contract-management, and compliance support for federal government contracts and proposals.

The ideal candidate will have hands-on experience with bookkeeping, accounts payable (AP), accounts receivable (AR), financial reconciliations, government contract billing, indirect-cost management, contract financial analysis, and federal proposal pricing.

This position requires working knowledge of the Federal Acquisition Regulation (FAR), FAR Part 31 cost principles, and government contracting accounting practices. Experience supporting Department of Defense (DoD) contracts and familiarity with DCAA accounting expectations are highly desirable.

The successful candidate should be comfortable working in a small-business environment where accounting, contract administration, pricing, and financial analysis frequently overlap.

KEY RESPONSIBILITIES

Accounting & Bookkeeping:

• Maintain accurate general ledger and bookkeeping records.
Record and properly classify company financial transactions.
Perform monthly bank and credit-card reconciliations.
Maintain the chart of accounts.
Prepare monthly Profit & Loss, Balance Sheet, and Cash Flow statements.
Maintain supporting documentation for audit readiness.
Assist with monthly, quarterly, and annual accounting close activities.
Coordinate with CPA/tax professionals as needed.
Maintain accounting records consistent with company policies and federal contracting requirements.

Accounts Payable:

• Review and process vendor and subcontractor invoices.
Verify invoices against contracts, purchase orders, funding, and approvals.
Maintain AP aging reports and process payments.
Reconcile vendor statements and track subcontractor costs.
Maintain supporting documentation for government contract costs.
Identify potentially unallowable, questionable, or improperly allocated costs.

Accounts Receivable & Government Billing:

• Prepare and track customer invoices.
Maintain AR aging reports and follow up on outstanding receivables.
Reconcile payments against invoices.
Support federal contract invoicing and billing.
Track obligated funding, expenditures, invoices, and remaining balances.
Monitor burn rates and funding requirements.
Maintain contract-level revenue and cost tracking.

Federal Contract Accounting & FAR Compliance:

• Apply FAR and applicable FAR Part 31 cost principles to accounting and pricing activities.
Identify allowable, allocable, reasonable, and potentially unallowable costs.
Maintain accounting records supporting government reviews and audits.
Track costs by project, CLIN, labor category, and other cost objectives.
Support contract financial reporting and compliance requirements.
Assist with government financial reviews, audits, and accounting-system evaluations.
Apply familiarity with DCAA accounting expectations.

Indirect Rates & Cost Accounting:

Assist management with developing, monitoring, and analyzing:
Fringe, overhead, and G&A rates.
Indirect cost pools and allocation bases.
Fully burdened labor rates and wrap rates.
Provisional and forecast indirect rates.
Actual versus budgeted indirect rates.

Prepare periodic indirect-rate reports, identify significant variances, and support forward-looking assumptions for proposals, budgeting, and financial planning.

Federal Proposal Pricing:

• Develop labor-rate and multi-year pricing models.
Calculate direct labor, fringe, overhead, G&A, fee/profit, fully burdened rates, and wrap rates.
Apply escalation assumptions.
Analyze salary ranges and labor-category requirements.
Prepare CLIN-level pricing.
Support FFP, T&M, and cost-reimbursement pricing structures.
Develop subcontractor, consultant, travel, and Other Direct Cost (ODC) pricing.
Conduct sensitivity, scenario, competitive, and price-to-win analyses when sufficient data is available.
Evaluate proposed salaries against bill rates and company indirect costs.
Calculate anticipated contract profitability.
Assist with Basis of Estimate (BOE) and pricing narratives.
Review solicitation pricing instructions for risks or inconsistencies.

Contract Financial Management:

• Establish and maintain financial tracking for government contracts.
Monitor funded versus expended amounts.
Track labor utilization, burn rates, and contract ceilings.
Forecast revenue, expenses, and cash flow.
Identify potential funding shortfalls or overruns.
Monitor subcontractor expenditures.
Provide contract-level profitability analysis.
Support contract modifications and funding changes.
Reconcile financial records during contract closeout.

REQUIRED QUALIFICATIONS"

• Bachelor’s degree in Accounting, Finance, Business Administration, or a related field; equivalent directly relevant experience may be considered.
Minimum 3–5 years of accounting, bookkeeping, finance, or financial-management experience.
Demonstrated experience with: General ledger accounting, Accounts payable and accounts receivable, Financial reconciliations, Financial reporting, and Budgeting, financial modeling, and Microsoft Excel.
Strong attention to detail and organizational skills.
Ability to maintain accurate financial documentation.
Ability to appropriately handle confidential financial and company information.
Strong analytical and problem-solving skills.

FEDERAL CONTRACTING EXPERIENCE:

Candidates should have experience or demonstrated knowledge in several of the following areas:

• Federal Acquisition Regulation (FAR).
FAR Part 31 Cost Principles.
Government contract accounting.
DCAA accounting expectations.
Indirect cost allocation.
Fringe, overhead, and G&A calculations.
Federal proposal pricing.
Fully burdened labor-rate calculations.
Contract funding and burn-rate analysis.
FFP and T&M contracts.
Cost-reimbursement contracting.
Government invoicing.
Contract and CLIN financial tracking.

PREFERRED QUALIFICATIONS:

• Prior U.S. military or Department of Defense financial-management, comptroller, finance, resource-management, contracting, or acquisition experience.
CPA, CMA, CGFM, CDFM, or similar certification.
Experience with a small or mid-sized federal contractor.
Experience supporting DoD contracts.
Knowledge of 8(a), SDVOSB, HUBZone, or other federal small-business contracting programs.
Government proposal-pricing experience.
Advanced Microsoft Excel skills.
Experience with government-contractor accounting and timekeeping systems.
Experience with Wave Accounting, QuickBooks, Unanet, Deltek, or similar platforms.
Experience preparing indirect-rate calculations and financial forecasts.
Experience supporting DCAA audits or accounting-system reviews.

Preferred backgrounds may include former:

• Army Finance or Comptroller personnel.
Air Force Financial Management & Comptroller personnel.
Navy financial-management personnel.
Marine Corps financial/resource-management personnel.
DoD civilian financial-management professionals.
Budget Analysts or Resource Managers.
Comptrollers or Finance Officers/NCOs.
Contracting or acquisition personnel with significant pricing/financial experience.

IDEAL CANDIDATE:

The ideal candidate is more than a traditional bookkeeper. EEC Solutions is seeking someone who can move comfortably between accounting, contract finance, compliance, and federal proposal pricing.

The candidate should understand the financial progression:

Salary → Direct Labor → Fringe → Overhead → G&A → Fully Burdened Cost → Fee/Profit → Customer Bill Rate → Contract Margin

A particularly strong candidate may be a former DoD finance/comptroller professional who transitioned into government contractor accounting and developed experience with FAR cost principles, DCAA expectations, indirect rates, contract financial management, and federal proposal pricing.
