The CQC System Manager serves as the designated Quality Control authority for this federal VA hospital construction project involving replacement of legacy pneumatic and DDC building automation controls with a new Siemens Desigo BACnet IP system across a 7-floor, 125,000 SF occupied medical facility encompassing 17 Air Handling Units, 68 VAV Boxes, 187 Fan Coil Units, 20 Reheat Coils, and associated network infrastructure. The CQC System Manager holds full authority to act on all quality control matters on behalf of Accord Federal Services and is required to be on site at all times during active construction operations.
Key Responsibilities
• Serve as the primary CQC authority; prepare, maintain, and submit the Quality Control Plan (CQC Plan) to the VA COR for approval prior to construction start.
• Attend and co-lead the preconstruction coordination meeting and all subsequent CQC coordination meetings with the VA Contracting Officer's Representative.
• Conduct and document three-phase control inspections (Preparatory, Initial, and Follow-up) for each definable feature of work.
• Review and approve all submittals and shop drawings prior to forwarding to the COR; maintain the submittal register and track VA approval turnaround timelines.
• Coordinate quality verification across all trades: Siemens BAS/DDC installers, electrical subcontractors, mechanical subcontractors, TAB agency, and the Commissioning Agent.
• Support the Superintendent with general conditions work, including scheduling, ICRA/infection control documentation, and daily site coordination in an occupied hospital environment.
• Maintain daily quality control logs; submit monthly HS&E and exposure-hour reports to the COR.
• Identify and document non-conforming work; ensure corrective actions are implemented and recorded before proceeding.
• Support CPM schedule tracking and monthly updates; ensure the baseline schedule and required submittals are delivered on time.
• Coordinate with the Commissioning Agent (CxA) on Pre-Functional Checklists, Systems Functional Performance Test procedures, and Commissioning Issues Log resolution.
• Ensure all site personnel maintain current TB screening, OSHA training certifications, and site-specific safety briefings prior to commencing work.
• Serve as the Accord-designated alternate representative in the absence of the Superintendent.
• Identify and designate a qualified Alternate CQC System Manager (same qualifications required) to serve during planned absences.

Preferred Qualifications
• Prior experience on VA, DoD, or federal healthcare construction projects.
• Familiarity with HVAC, BAS/DDC, or controls system construction in hospital or clinical settings.
• Experience managing submittals, shop drawings, and three-phase QC inspections per USACE or VA standards.
• Proficiency with CPM scheduling tools (Microsoft Project, Primavera P6) and document management platforms.
• OSHA 30-Hour Construction Safety certification (within the past 5 years).
• Working knowledge of Siemens Desigo, BACnet, or similar BAS platforms is a plus.
