About This Position

Performs immediate professional and responsible administrative work providing administrative and management assistance to the Chief of Police. Work is performed under the supervision of the Chief of Police. This is work which involves walking, running, and/or standing, exerting up to one hundred fifty (150) pounds of force intermittently, routine keyboard operations, the ability to continuously wear/carry up to 30 lbs. of equipment, the exertion of up to 50 pounds of force occasionally, up to 25 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires crouching, reaching, standing, lifting, grasping and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word, and conveying detailed or important instruction to others accurately, loudly, or quickly; hearing is required to perceive information at normal spoken work levels, and to receive detailed information through oral communications and/or to make fine distinctions in sound; visual acuity is required for depth perception, color perception, night vision, peripheral vision, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surrounds and activities; the work is subject to inside and outside environmental conditions, extreme cold, extreme heat, noise and hazards. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.
•Must be able to perform all essential functions listed in the Police Officer job description, Police Sergeant job description, and Police Captain job description to be an Assistant Police Chief.
•Plans, directs, and oversees the operation of the following divisions: Uniformed Patrol Division, Criminal Investigations Divisions, Support Services.
•Assists the Police Chief in varied administrative, planning, or coordinating functions; assists in preparing the annual operational budget for the Police Department; receives and carries out special assignments.
•Effects change in organizational and operational procedures to obtain desired results.
•Confers with commanding officers to transmit departmental directives and objectives; effects authorized procedural changes; provides advice or assistance with difficult or unusual problems.
•Takes personal charge of major incidents where unusual or very difficult circumstances exist in the absence of the Police Chief.
•Studies crimes and other reports to determine trends.
•Conducts special studies and investigations. Recommends selection, placement, promotion, transfer, training, development, safety, and discipline of departmental personnel.
•Knowledge of modern principles and practices of police administration and police operations.
•Knowledge of federal, state, and local laws, ordinances, and court rulings that govern and affect police operations and practices.
•Knowledge of the City, including its geography, types of business activities, and areas of high crime incidence.
•Knowledge of the principles of management, including functions concerned with personnel, public finance, budgeting, and administrative and supervisory practices and methods.
•Skill in dealing with public relations problems and fostering public confidence and interest in the department's work.
•May be required to work alternate hours as necessary for the efficient operation of the department.
•Position is designated as Emergency and Essential.
•Performs duties and responsibilities of the Chief of police in his/her absence.
•Conducts review of internal affairs investigations, supervises the I.A. process, and maintains all records associated with internal affairs and complaints against members.
•Assists in the development of departmental goals and objectives consistent with the strategic plan.
•May act as the Public Information Officer in absence of the Chief of Police.
•Reviews expenditures for equipment and supplies.
•Liaisons with other law enforcement and public safety organizations, State and Federal law enforcement partners, City of Bartow departments, other local municipalities, and non-governmental organizations.
•Supervises and conducts evaluations on employees.
•Supports and implements the community-oriented policing concepts.
•Performs related work as required.
•This role has emergency response responsibilities. This position is subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than normal work locations, and may include duties other than specified in the employee’s official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.

Supervisory Responsibilities:
Supervision is exercised over sworn and civilian personnel, pursuant to the organizational chart.
•Knowledge of modern principles and practices of police administration and police operations.
•Knowledge of federal, state, and local laws and ordinances, as well as court rulings that govern and affect police operations and practices.
•Knowledge of the City, including its geography, types of business activities, and areas of high crime incidence.
•Knowledge of the principles of management, including functions concerned with personnel, public finance, budgeting, and administrative and supervisory practices and methods.
•Ability to plan, organize, and effectively direct the operations of divisions of the Police Department.
•Ability and willingness to effectively speak before public groups on topics related to the Department and law enforcement.
•Ability to conduct research and prepare clear and comprehensive reports and letters.
•Ability to communicate with the general public or other members/appointees to secure understanding, cooperation, or agreement on sensitive or technical matters where tact and diplomacy are required or to negotiate with or influence the public.
•Considerable knowledge of administrative and supervisory practices, including personnel, public finances, and budgeting.
•Knowledge of Florida Statute 119 (Public Records).
•Ability to read, write legibly, and speak English fluently.
•Meets Criminal Justice Standards and Training Commission (CJSTC) requirements, including moral character (Florida Rule 11B-27.0011)

Education and Experience:
Bachelor’s degree from an Accredited College or University with major coursework in criminal justice, criminology, public management or criminal justice administration. Master’s degree preferred. Advanced training such as the FBI National Academy, University of Louisville Southern Police Institute’s Administrative Officers Course (AOC), Northwestern's School of Police Command and Staff, Leadership in Police Organizations (LPO), and/or Police Executive Research Forum’s Senior Management Institute for Police (SMIP), or graduate-level training in leadership, law or public administration is also preferred. Minimum 10 years’ law enforcement experience, holding the minimum rank of Police Captain; or an equivalent combination of relevant education and experience which provides the necessary intermediate knowledge, skills, and abilities and other competencies necessary for the position.

Licenses, Certifications, Special Requirements:
•Must possess a valid state of Florida’s driver’s license.
•Must maintain a valid telephone number.
•Must maintain certification as a Law Enforcement Officer from the Florida Criminal Justice Standards and Training Commission.
•Applicants will be required to pass an extensive background investigation which includes, but is not limited to, a polygraph exam, physical agility test, drug screening examination, physical exam, psychological testing, credit checks, and be of good moral character, etc., prior to being offered employment with the Bartow Police Department.
•Must be able to pass mandated psychological testing to perform duties and responsibilities of the position.

Physical and Mental Demands:

•Requires the ability to successfully qualify with department-issued weapons.
•Requires the ability to chase on foot in the course of law enforcement/criminal apprehension activities.
•Requires the ability to physically restrain persons in the course of law enforcement activities.
•Requires the ability to lift and/or move heavy objects or persons in the course of rescue activities.
•Requires the ability to wear and/or operate personal protective equipment, including, but not limited to, belts, ballistic vests, shields, and helmets.
•Requires the ability to sit and stand longer than six (6) hours.
•The job risks exposure to traffic, high-stress levels, electricity, violence, extreme weather conditions, pollen, dust, pathogens, chemicals, bodily fluids, heights, and unknown chemicals.
•The job requires normal visual acuity, field of vision, hearing, speaking, color perception, sense of smell, depth perception, and texture perception.
•Requires the ability to maintain awareness and vigilance commensurate with officer safety responsibilities.
•Requires the ability to use various communication skills to interact formally and informally with various community and ethnic groups.

Essential Physical Skills:
