About This Position

The Kings County Community Development Agency is seeking an energetic and motivated GIS Technician to join their team. GIS Technician performs a wide variety of highly responsible and complex technical work designing and developing Geographic Information System (GIS) databases and applications. There is one immediate vacancy to be filled. Future vacancies for this position may be filled from the eligible list established. The expected life of the eligible list is six months.

Please note: This position requires regular in-person attendance.

CLASS CHARACTERISTICS

GIS Technician II - This is the journey-level classification in the GIS Technician classification series. Incumbents perform a variety of the more complex duties related to electronic mapping systems and drafting work and receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Positions in the GIS Technician class series are flexibly staffed and positions at the II-level are normally filled by advancement from the next lower level, after gaining the knowledge, skill, and experience which meet the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

Some duties, knowledge, skills, and abilities may be performed in a learning capacity for entry-level (I Level) positions.


  • Maintains spatial database systems; analyzes system malfunctions and implements solutions.
  • Develops digital thematic maps using records of survey, Assessor's parcel maps, deeds, and other hard copy or digital maps or pertinent data sources.
  • Integrates electronic map data imported from outside sources with in-house data.
  • Researches, organizes, and interprets title and other recorded documents and related information to modify maps and reconcile differences between maps, deeds, and surveys; ascertains proper property ownership based on available recorded information.
  • Identifies property location, area and ownership described in legal documents using all accepted forms of property descriptions.
  • Prepares custom reports, diagrams, signs, and other graphics at the request of County departments or customers upon request.
  • Maintains metadata and genealogy on graphic data utilized in GIS; maintains records of survey and parcel map indexes, map books, and files of Assessor's maps and related records.
  • Provides technical assistance to system users or other staff in the development and implementation of new or automated operations.
  • Reviews procedures for creating, maintaining and distributing map data and makes recommendations for modification when necessary.
  • Evaluate the availability and quality of map source data.
  • Write import/export, quality control, and edit programs to convert AutoCAD or other format electronic maps into GIS format.
  • Develops, modifies, and maintains automated systems and geo-referenced databases from a variety of sources; creates and updates custom programs and scripts for department needs.
  • Maintains and operates equipment such as plotter, digitizer, and scanners.
  • Provides training to experienced staff and volunteers as assigned.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE


Education:
  • Equivalent to an associate degree from an accredited college or university with major course work in planning, engineering, computer science, or a closely related field. (Substitution: Additional relevant work experience in GIS automated mapping, civil engineering, land surveying, geography, cartography, or computer science may be substituted for the required education on a year-for-year basis.) Experience:

  • GIS Technician II – Two (2) years of experience working with GIS software and associated computer hardware, preferably including project design, coordination, and operation; OR one (1) year of experience at a level equivalent to the classification of GIS Technician I.


LICENSES AND CERTIFICATIONS


Licenses:

  • Possession of a valid California driver's license issued by the Department of Motor Vehicles at the time of appointment.


SPECIAL REQUIREMENTS


Qualify for security clearance through a background investigation and fingerprint check.

Note: The top 40 written test scoring applicants with passing scores will be invited to participate in the oral examination interview process.
