About This Position
Under general supervision, an employee in this class performs routine budget preparation and analysis in the preparation of budget requests for a large department or agency. Work is reviewed by a Senior Budget Analyst or department head through discussion, reports and observation of work in progress and upon completion. Does related work as required.
OPEN COMPETITIVE
Graduation from a New York State or regionally accredited college or university with a Bachelor's Degree in Public Administration, Business Administration, Finance, Accounting or a related field, and one (1) year of experience in budgetary review and preparation.
NOTE: Relevant additional education from a New York State or regionally accredited college or university will be substituted for experience on a year-for-year basis.
PROMOTIONAL
Two (2) years of permanent competitive status as a Budget Technician.
- Assists in the preparation of departmental budget estimates and justifications
- Analyzes program plans of operating agencies and departments utilizing workload trends, cost factors, cost data from prior years and character and quality of services provided
- Assists supervisors in the preparation of plans for program changes
- Reviews and summarizes accounting control reports
- Prepares reports and summaries
- Good knowledge of the principles, practices, methods and techniques of public administration, public finance and budgeting
- Good knowledge of statistical methods and of modern office practices
- Ability to read and interpret written instructions and to accept general direction
- Ability to analyze facts and to exercise sound judgment in arriving at conclusions
- Ability to keep records and prepare and submit reports
- Ability to implement and analyze computer ledger sheets
- Ability to express oneself clearly and concisely, both orally and in writing
- Physical condition commensurate with the demands of the position
