Monday - Friday | 8AM - 5PM | HYBRID

The Facility Professional Services (FPS) Division provides professional public works project management, energy efficiency and facility planning services to effectively meet the needs of its customers in support of their service to Washington.

About the Opportunity:
As a Senior Project Manager within the Facility Professional Services Division, you will lead and oversee public works design and construction projects that support Bellevue College in delivering services to Washingtonians. In this supervisory role on the Engineering & Architectural Services (EAS) Team A, you will manage complex repair, renovation, and new construction projects; provide expert guidance in public works processes; support and supervise project managers; and collaborate with internal and external stakeholders to deliver successful outcomes. Your leadership will help ensure high-quality, cost-effective solutions through sound project management, contract administration, and strategic problem-solving.
Some of What You’ll Enjoy Doing Includes:
  • Manage all phases of public works project delivery, including planning, budgeting, design, permitting, bidding, construction, and close-out.
  • Conduct site visits and inspect state-owned or managed facilities to assess conditions and progress.
  • Develop, review, and track project scopes, schedules, and cost estimates for capital and minor works projects.
  • Oversee consultants and contractors, ensuring adherence to defined scopes, timelines, and budgets.
  • Review and evaluate design documents, permits, technical specifications, cost estimates, and other project-related materials.
  • Approve project invoices, contract amendments, change orders, and field authorizations.
  • Supervise and provide guidance and formal training to assigned Team A Project Managers, ensuring effective project delivery and staff development.
  • Oversee and approve project-related documents, including financial plans, contracts, amendments, change orders, and field authorizations, to maintain budget and policy compliance.
  • Support the Assistant Program Manager in project oversight, staff assignments, and ensuring adherence to DES, Bellevue College, RCW, and WAC requirements.
  • Serve as a technical resource and advisor to clients and professionals, supporting capital program development through regular meetings, project planning, and review of capital project requests.
  • Other duties as needed.

Required Qualifications:
  • Bachelor’s degree with major study in architecture, engineering, or construction management from an accredited institution. NOTE: Related experience may substitute this education requirement, year-for-year.
  • Six (6) years of progressive relevant professional experience. NOTE: Related education may substitute this experience requirement, year-for-year.
  • Two (2) years of experience as an Architect 2, Civil Engineer 3, Facilities Engineer 3, Construction Project Coordinator 3, or other demonstrated equivalent position.
  • Demonstrated expertise in managing all phases of capital construction projects, including critical decision-making in design, construction, and budget procedures.
  • Strong knowledge of architectural design principles, building materials, construction methods, scheduling, and contract administration.
  • Proven ability to lead and oversee multiple projects, assign and review work, and direct consultants and contractors effectively.
  • Proficient in software tools such as spreadsheets, scheduling programs, email, and word processing; skilled in clear and effective communication with diverse stakeholders.
  • Collaborative, adaptable, and customer-focused, with a strong work ethic, initiative, and ability to build relationships and resolve complex issues.

Preferred Qualifications:
  • Licensed as a Professional Engineer or Registered Architect in the State of Washington
  • Familiar with Washington State legislative processes.
  • Familiar with LEED objectives and practices.
  • Familiar with the Statewide Environmental Policy Act (SEPA) process.
  • Experience in quality assurance efforts, constructability checks, and lifecycle cost analyses.
  • Experience resolving contractor disputes.
  • Familiar with database software and digital communications.
