About This Position

The Parks Supervisor is responsible for the supervision of related work crews and implementation of maintenance programs and development projects, recommends Park Division needs, staffing requirements, and equipment/supplies to be purchased and assists in the overall planning, development and maintenance of City park lands, Community Center, and recreational facilities as well as other public areas/facilities that may be assigned.

  • Supervises progress of daily maintenance or development project work within assigned City areas and recreational facilities. Oversees the maintenance, preparations, and use of The City Market and The Amp.
  • Plans, prioritizes, assigns, schedules, directs, and assists with reviews the work performance of staff in park and playground maintenance and repair. Assists with the selection of part-time/seasonal employees, training staff and conducting safety programs, monitoring work in progress and evaluating job performance.
  • Establishes and maintains a high level of cleaning/custodial standards in all facilities, including development and use of evaluation and quality assurance measures; assigns and evaluates related staff and oversees any maintenance agreements to ensure compliance.
  • Initiates or approves invoices for payment; assures effective and efficient use of budgeted funds, personnel, materials, facilities, and time; maintains inventory of materials, supplies and equipment.
  • Administers and enforces policies, work rules and regulations consistent with City policy.
  • Assists in preparation of budget and resource allocation of equipment and materials based on maintenance and safety standards and user needs, and maintains accurate records material and equipment use.
  • Conducts regular inspection tours of grounds and facilities and evaluates maintenance procedures on a regular basis.
  • Assists in the development of project and equipment specifications, inspects and maintains inventory and maintenance records of all vehicles and equipment used by the department, and recommends equipment and materials to be purchased. Confers with the Director of Parks & Recreation as to scheduling major capital improvements involving parks and recreation facilities.
  • Assists in maintaining and recommends park plantings for new and redesigned sites.
  • Coordinates and supervises set-up and clean-up for City-wide festivals and other special events; coordinates with community service organizations on the planning and set-up needs for each event.
  • Establishes and maintains effective working relationships with staff, other departments and the general public.
  • Respond to citizen’s concerns, problems or complaints in a timely manner, maintaining a customer service philosophy that is responsive and strives to improve park safety, security and accessibility.
  • Prepares written reports of Park Division activities, correspondence and work assignments.
  • Assists the City Forester in the coordination of park-related tree planting projects and coordinates planting of trees, shrubs, flowers and related projects on properties within Park and Recreation Department jurisdiction.
  • Works cooperatively with Recreation Supervisors to support program facility/equipment needs.
  • Works cooperatively with other city agencies/officials, community groups and school districts
  • Ability to effectively supervise, motivate, evaluate and communicate work related assignments and customer service to full-time and part-time staff.
  • Works closely with the Recreation and office staff on the scheduling and set up of facilities for recreation programs and community events sponsored by the City and community organizations.
  • Schedules and prepares set up/take down of supports systems and staffing for community center and park shelter rentals and community events.
  • Oversees snow and ice control operations within the park system and ensures they are completed in a safe and timely manner.
  • Develop and implement park division and departmental goals, objectives, policies and procedures.
  • Performs other duties as assigned.

Supervisory Responsibilities
Supervises and assigns the activities of Parks Maintenance Coordinators, part-time and seasonal maintenance employees. Carries out supervisory responsibilities in accordance with the City's policies and applicable laws. Responsibilities include assistance with interviewing, and training employees, planning, assigning and directing work, appraising performance, addressing complaints and resolving problems.

Position Type and Expected Hours of Work
This is a full-time position. Days and hours of work are established within each department to meet operational requirements. Ability to be accessible by cell phone and/or to report to the worksite outside of regular office hours, including, but not limited to, nights, weekends, holidays, etc. Ability to work nights, weekends, overtime, and odd hours when situations require such duty.

Travel
This position requires minimal travel.


Required Education/Training and Experience
Degree in Park Management, Forestry, Landscape Architecture or a related field preferred, or any equivalent combination of training and increasingly responsible experience which provides knowledge of park operations and maintenance, general building and electrical maintenance, grounds and turf maintenance, athletic field maintenance, park equipment maintenance and construction, fleet equipment maintenance, landscape design, weed/insect control, and tree/shrub/flower planting and care.

Preferred Education/Training and Experience
B.A., B.S. or Master’s degree in Park Management, Forestry, Landscape Architecture or a related field, or any equivalent combination of training and increasingly responsible experience which provides knowledge of park operations and maintenance, general building and electrical maintenance, grounds and turf maintenance, athletic field maintenance, park equipment maintenance and construction, fleet equipment maintenance, landscape design, weed/insect control, and tree/shrub/flower planting and care.

The City of Greenfield reserves the right to utilize equivalencies where deemed appropriate with regard to education and experience requirements and may consider combinations of education and experience likely to lead to success with essential duties and responsibilities.

Other Qualifications
Excellent interpersonal/communication skills. Possession and maintenance of a valid Wisconsin driver’s license. Ability to deal diplomatically with the public, departmental employees and other city departments. Must possess a current Wisconsin Pesticide Applicator license category 3 (Turf and Landscape). CPR, AED and First Aid certifications required.

Preferable Certificates/Licenses
Certified Playground Safety Inspector or ability to obtain within one year of employment. National Recreation & Park Association (NRPA); Certified Park & Recreation Professional (CPRP); Wisconsin Parks & Recreation Association (WPRA) membership.

Equipment Used
In general: telephone, calculator, copy machine, computer terminal, appropriate software, fax machine, measuring devices, first aid equipment and two-way radios. Job specific: dump truck, cargo van, pick-up trucks, tractors, front-end loader, and snow plows, none of which shall require a valid commercial driver’s license (CDL). Various landscaping tools are also utilized which do not require a CDL.
