About This Position

Banner Quality Management Inc. (BQMI) is searching for a Public Relations Specialist to support internal & external communications, social media, text-based & multi-media content creation, and PowerPoint development.  Write talking points, scripts, news articles, and develop content in support of all social media platforms.

Essential Duties & Responsibilities:

The Successful candidate shall support and collaborate with NSWC Crane Division's Corporate Communications Office with events in support of NSWC Crane Command, and in support of NSWC Crane's mission. The Successful candidate shall support the planning and coordination of virtual and in-person NSWC Crane events and meetings. The Successful candidate shall provide support as the primary point of contact to the Corporate

Communication Office in event scheduling and planning of varying size to final execution. The Successful candidate shall liaise with Government clients to identify the needs and to ensure customer satisfaction. While many of the events are planned months in advance, some will require planning and coordination with minimal advance notice. The Successful candidate shall propose ideas to improve provided services and event quality and should conduct "pre" and "post" event evaluations and report on outcomes. The Successful candidate shall follow and update Distinguished Visitor (DV) and event Checklists.

The Successful candidate shall be responsible for executing strategic communications plans and recommendations related to support NSWC Crane external and internal communications and shall contribute to the development of communications strategy and visibility initiative for NSWC Crane. The Successful candidate shall develop articles for submission to internal publications and external publications to include national and

local news media, as required to execute high profile events. The Successful candidate shall support the execution of proactive media relations strategies for NSWC Crane, and coordinate with the Corporate Communications team. The Successful candidate shall write news releases, pitches, one-pagers and other background/media kit materials relevant to promoting NSWC.

The Successful candidate shall strategize and maintain social media presence for NSWC Crane related to

Facebook, Twitter, Instagram, Flickr, and LinkedIn or any other social media environment required by the Government. Support includes content creation and media strategy, content posting, visual graphics, tracking metrics, and assisting with overall effort to define and promote NSWC Crane’s brand within social media environments. The Successful candidate shall recommend content for social media campaigns and websites to support external relations activities. The Successful candidate shall provide support for the NSWC Crane News website, Digital Signage, iNFUSION tool set, SharePoint interface documents, SharePoint DISA Web Site content management, SharePoint intranet document development, tracking of SharePoint intranet activity and other developmental aspects of SharePoint usage and any other virtual platforms.

Successful candidate shall develop text-based articles and graphical publication materials for distribution to

NSWC Command personnel. This publication shall be in the form of communication media (such as magazine, newsletter, etc.) including color text, graphics, and pictures. This support shall extend to the areas of photography and video support to capture various events on film or video tape.

The Successful candidate shall create NSWC Crane-branded graphics, design business and technical briefings, banners, web graphics, posters, brochures and technical capability videos for NSWC Crane's Corporate Communications Office on a recurring basis.

The Successful candidate shall generate multimedia products that incorporate design, photo, audio and video elements, and shall research and coordinate content independently. The Successful candidate shall develop, prepare and edit briefings, covers, brochures, presentations and posters for distribution to NSWC Command personnel.

The Successful candidate shall review, edit, and incorporate articles into the local military and civilian news publications that cover command level efforts. IAW Exhibit A – Exhibit M, the Government shall have unlimited data rights to all data generated IAW DFARS 252.227-7013 unless an assertion is provided and accepted by the Government with the offer IAW DFARS 252.227-7017. All data generated under this procurement has been paid for, in full, by the Government.

The Successful candidate shall provide support for the design, development, and presentation of graphics, displays, brochures, posters, publications, exhibits, and other graphic design functions. The Successful candidate shall work with project managers and team members to develop ideas, concepts, and campaigns to design, produce, and create multifaceted communication materials in print, and other mediums for a

variety of instructional, promotional, development, and recruitment projects. Upon the Government's project identification, the Successful candidate shall take each task from inception to completion, to include proofs, comps, and final production and electronic soft copy of all preliminary and final electronic files.

The Successful candidate shall provide professional recommendations for concept, design, art direction, and

production. The Successful candidate shall monitor and track production projects to ensure proper and timely completion to meet Government schedules.

The Successful candidate shall capture videos, edit and finalize technical capability videos, employee profiles, news stories, event recap videos, leadership messages and multi-purpose educational videos for promulgation throughout NSWC Crane. The Successful candidate shall deliver final digital video files to Government upon two peer reviews for quality checks. The Successful candidate shall aid with storyboarding, video editing, script writing, file transfer and final deliverable to customer. The Successful candidate shall provide support to include configuration management related to file storage, transfer and delivery. Video deliverables shall be in standard format such as.WMV, MOV, MP4, and MPEG, as well as appropriate export sizes best suited for social media and digital use. The Successful candidate shall provide

database support and configuration management for the organization of graphic design

files such as, but not limited to, graphics and soft copy documents. The Successful candidate

shall be responsible for photo and video archiving procedures. The Government shall have unlimited data rights to all data generated IAW DFARS 252.227-7013 unless an assertion is provided and accepted by the Government with the offer IAW DFARS 252.227-7017. All data generated under this procurement has been paid for, in full, by the Government.

Experience/Education:

• Bachelor’s degree or Master’s level of skill or experience in a communications-related field

• Communicate effectively, both orally and in writing, with an ability to clearly articulate ideas.

• Build interactive web pages with sophisticated functionality, create a bullet or number list to organize information: use the clipboard to store elements that you want to move around or copy, and format your paragraphs to better organize your ideas and make your text more readable. Add structure to a web page by adding columns, headers, and headings with the text layout and styles tools.

Microsoft Teams

• Create and join meetings, send, and receive messages, and use basic features of the Teams interface.

• Create and manage teams, use advanced features of the Teams interface, and collaborate with others on events and projects.

• Customize the Teams interface, develop add-ins for Teams, and manage the permission levels of

Teams.
