Business Analyst - Requirements Management
Location: Norfolk, VA (On-site at NATO HQ SACT)
Employment Type: Full-time, contractor support (contingent upon contract award & customer approval)
Security Clearance: Active/eligible for NATO or National SECRET (or higher)

Target Base Salary Range: $83,000 - $121,000
Travel: Up to 30 days/year (including travel outside NATO boundaries as required).
Role Overview
Provide specialized business analysis and requirements management support to the Requirements and Architecture Management Branch. You will lead elicitation, documentation, validation, and lifecycle management of capability requirements, ensuring coherence, traceability, and alignment with strategic architectures and reference frameworks across NATO capability development programmes.

Role Overview
Provide specialized business analysis and requirements management support to the Requirements and Architecture Management Branch. You will lead elicitation, documentation, validation, and lifecycle management of capability requirements, ensuring coherence, traceability, and alignment with strategic architectures and reference frameworks across NATO capability development programmes.
Key Responsibilities
- Elicit, capture, and document capability requirements from operational and regulatory needs.
- Coordinate with stakeholders across the NATO enterprise to identify constraints and regulatory requirements.
- Analyze requirements for clarity, completeness, consistency, and alignment with programme objectives.
- Maintain version-controlled requirements repositories with traceability across the lifecycle.
- Prioritize and document trade-offs across functional, non-functional, and regulatory requirements.
- Facilitate requirements validation and deconfliction with stakeholders and approval boards.
- Implement QA measures for requirements documentation and monitor gaps/overlaps/dependencies across programmes.
- Support meetings and conferences as required; other duties as assigned by the COTR.
- 5+ years (within the last 10) of hands-on business analysis and requirements management experience.
- Proficiency with professional requirements tools (e.g., Sparx Enterprise Architect, ARIS, Jira, DOORS, Jama).
- Working knowledge of industry standards/best practices (e.g., IREB, SAFe, BABOK).
- Certification or formal training in requirements management / business analysis methodologies (e.g., IREB, SAFe, IIBA).
- Ability to present requirements, processes, and architectures clearly to non-technical audiences and senior boards.
- Demonstrated minimum NATO or National SECRET clearance for the contract duration.
- English proficiency equivalent to STANAG 6001 SLP 3333; strong briefing and stakeholder coordination skills.
- Citizen of a NATO member nation; valid NATO nation passport with no travel restrictions.
- Experience aligning requirements to strategic enterprise architectures and reference frameworks.
- Experience with requirements validation and conflict resolution in multinational environments.
- Prior experience supporting NATO capability development programmes.
