Assistant Clerks must be highly responsible as this position plays a key role in working with the public to deliver exceptional customer service. This is done by accurately and efficiently processing the activities of the City Clerk’s office, including duties and tasks related to basic bookkeeping, records management, and collection of fees.
Responsibilities
- Provides respectful and courteous customer service at the front counter, by phone, via mail and email, in a fast-paced, multitask office with frequent interruptions.
- Processes payments for property taxes, excise taxes and other municipal fees.
- Acts as a certified agent for the Bureau of Motor Vehicles (BMV); processes and updates all motor vehicle registrations.
- Acts as a certified agent for the Department of Inland Fisheries and Wildlife; processes and updates all licenses and registrations for boats, ATVs, and snowmobiles.
- Processes a variety of municipal licenses and permits, including (but not limited to) business licenses, dog licenses, hunting and fishing licenses, mooring permits, beach permits and shellfish licenses.
- Prepares and issues complex and confidential birth, marriage and death certificates and marriage licenses, and maintains all vital records in accordance with State laws.
- Performs Notary Public services to the public.
- Maintain accurate financial and transaction records; prepare daily reconciliation and deposits.
- Assists the City Clerk with election duties including voter registration, updating voter records, absentee ballot processing, and acts as a Deputy Voter Registrar at the polls on Election Day (extended hours for voter registration, early absentee processing, and Election Day preparation may be required); and
- Performs other related duties as directed by the City Clerk.
- High school diploma or GED;
- 1 - 3 years of related experience with any combination of the above, OR The equivalent mixture of related education and experience.
- Working knowledge of personal computers and basic computer functions, including:·
· Microsoft Word and Excel
· DAVE
· MOSES
· CVR
· Pet Point
· Civic Clerk
· MUNIS
· The Bureau of Motor Vehicles
· The Department of Inland Fisheries and Wildlife statutes
- Remain current on all changes in applicable Maine State Law;
- Willing to find answers or know where to refer someone when answers cannot be found;
- Ability to keep varied records, to assemble and organize data, and to prepare standard reports from such records;
- Ability to work with a high level of detail, efficiently manage time and organize work, prioritize multiple tasks, and deal effectively with interruptions;
- Can cooperatively as a team member and participate in creating a positive and constructive work environment for everyone; willingness to support and assist other staff members towards overall success of the department and the City;
- Ability to maintain confidential information;
- Ability to sort and file material alphabetically;
- Comfortability working with a diverse population, particularly in supporting customers that speak a variety of languages
- A willingness to demonstrate a commitment to the City of Biddeford's work around diversity, equity, accessibility, and inclusion.
Preferred Qualifications
- 1 year of experience with Vehicle Registrations
- 1 year of experience within a municipality/local government
