DIVISION OVERVIEW:
Goodwill SWPA’s Human Services division is responsible for making Goodwill’s overarching vision a reality: enhancing people’s dignity and quality of life by strengthening communities and helping those with barriers to employment reach their full potential through workforce education and support. The Human Services division fulfills this mission providing high quality, outcome-oriented services for program participants by utilizing a comprehensive service delivery model covering a broad array of social programs.
DEPARTMENT OVERVIEW:
Within the Human Services Division is the Adult Workforce Programming department, which focuses on employment-related education and workforce development services for individuals aged 18+ who experience significant barriers to employment.
PROGRAM SUMMARY:
The Workforce Innovation and Opportunity Act (WIOA) is federal legislation that was created to strengthen and improve the US workforce. WIOA functions as a funding stream for workforce development programs that serve individuals with barriers to employment at the state and local level. WIOA programs help job seekers succeed in their local labor market by providing supportive services, training, and education needed to find and retain meaningful employment. WIOA also supports local labor markets funding programs that match employers with the skilled workers they need to compete in the global economy.
POSITION SUMMARY:
The Service Coordinator will be the main point of contact and support for participants in Adult WIOA Workforce Programs. They will provide strength-based, holistic case management services related to all aspects of a participant’s life. The services provided by the Service Coordinator will include working with the participant to assess strengths and barriers, develop goals, select and connect to most appropriate program services, and provide resources and referrals – as well as the support needed to access them.
Status: Regular, Full-time, Non-exempt.
Location: Workforce Development Center - 118 52nd St, Pittsburgh, PA 15201.
External Hiring Range: $18.11–$21.16.
Schedule: Monday - Friday, 8:30 AM- 4:30 PM. Occasional evening or weekends based on program needs.
Travel: Travel to events, partner sites, and to meet participants in their communities is required.
RESPONSIBILITIES:

Assessment:
- Conduct initial, basic assessment to determine the level of services needed.
- Conduct comprehensive and specialized assessments to determine strengths, barriers, resources/referrals needed, appropriate services and career pathways.
- Administer and interpret results of approved assessment tools. Communicate assessment data with participant and service team to inform plan for services.
Goal and Service Planning:
- Develop comprehensive goals and service plans that address barriers to employment. This will include the creation of Individualized Employment Plan (IEP) in CWDS.
- Ensure all participants have a Planning Meeting, at least once per month, to update IEP.
Service Coordination:
- Develop and maintain relationships with Goodwill personnel, community providers, funders, and other stakeholders.
- Maintain up-to-date knowledge of community resources as they relate to the needs of Goodwill participants.
- Use flexible and mobile approach to service delivery – such as meeting participants in the community, utilizing virtual platforms like Zoom and CareerLink, and offering flexible service hours. Ensure service delivery is most appropriate and accessible for participant.
- Advocate for the participant with internal and external providers, ensuring their voices and priorities are fairly considered.
Documentation:
- Enter all required data and documentation into the Commonwealth Data System (CWDS).
- Maintain strong mastery of CWDS utilization.
Policies and Standards:
- Be aware of and follow guidelines for all applicable regulatory entities such as Department of Human Services, Department of Labor, and PA Department of Education
- Communicate production/job specific expectations to the participant; meet regularly with site management to ensure communication of business needs.
QUALIFICATIONS:
Education and Years of Experience:
- High School Diploma and 5 years of experience. OR
- Associates Degree and 3 years of experience. OR
- Bachelors Degree and 1 year of experience.
Required:
- Experience in a customer oriented position.
Preferred:
- Experience locating resources and services for diverse populations, such as supportive services pertaining to poverty, goal planning, child care, transportation, food and housing insecurity, unemployment, underemployment, criminal history, or mental health, D&A and ID/DD.
REQUIRED CLEARANCES, LICENSES, AND CERTIFICATIONS:
- Qualified candidates must have a valid driver's license, active insurance policy, and reliable transportation for local travel.
- Candidates are expected to complete background checks assigned by Goodwill SWPA, including a National Criminal Background check, prior to their first day of employment.
