Position Summary:
ANSER is seeking a Program Control Analyst to provide direct support for an Intelligence Community customer. This role will support planning, budgeting, and execution (PB&E) activities. You will provide senior-level financial analysis, budget formulation support, and execution tracking to ensure research and development programs are resourced and managed effectively.
Day to Day Responsibilities:
- Support Planning, Budgeting, and Execution process activities.
- Assist Government officers with development of budget build documentation.
- Consolidate and review spend plans for Government leadership review.
- Reconcile Acquisition Lifecycle Management and Request for Contract Action with Funding requests for merit and authenticity.
- Monitor financial execution and provide budget status updates.
- Prepare financial reports and estimate future funding requirements.
- Track contract execution and support earned value management analysis.
- Develop data-driven analyses to support defense of budget recommendations.
- Draft responses to congressional inquiries and actions, assisting with the coordination of inputs from other offices or agencies.
- Ensuring process and project alignment with Intelligence Program Budget Submission Exercise and Congressional Budget Justification Book deadlines and milestones.
- Assisting the customer and partners with requirements development for new start up programs and providing cost estimates that are comprehensive and realistic.
- Analyzing the audit readiness of IC agencies and providing recommendations for areas of improvement to strengthen internal controls.
Required Qualifications:
- Bachelors degree.
- Minimum 8 years of experience supporting Intelligence Community budget or financial management activities.
- Demonstrated experience supporting Planning, Budgeting, and Execution processes.
- Demonstrated experience consolidating and managing spend plans.
- Demonstrated experience supporting cost estimation and execution tracking.
- Demonstrated experience responding to congressional inquiries and actions, assisting with the coordination of inputs.
- Demonstrated experience ensuring process and project alignment with Intelligence Program Budget Submission Exercise and/or Congressional Budget Justification Book deadlines and milestones.
- Demonstrated experience with requirements development for new start up programs and providing comprehensive, realistic cost estimates.
- Demonstrated experience analyzing the audit readiness of IC agencies and providing recommendations for areas of improvement to strengthen internal controls.
- Active Top Secret/Sensitive Compartmented Information clearance with polygraph.
Preferred Qualifications:
- Experience supporting research and development programs.
- Experience supporting earned value management reporting.
- Experience supporting a demanding, fast-paced customer environment requiring flexibility, professionalism, and attention to detail.
- Strong analytical and written communication skills.
