Position Summary
ANSER is seeking an Acquisition Analyst to provide direct support to an Intelligence Community customer. In this role you will provide acquisition lifecycle support, financial execution analysis, and program management assistance to enable the successful execution of research and development initiatives. In this role you will support acquisition planning, track financial performance, and develop process improvements that enhance acquisition program efficiency and oversight.
Day-to-Day Responsibilities
- Manage and maintain program spend plans and track financial execution against approved budgets.
- Monitor and track progress of interagency agreements through acceptance, funding, and execution phases.
- Review and analyze Program Funding Requests (PFRs) for completeness, accuracy, and compliance with applicable policies.
- Track and support resolution of Unliquidated Obligations (ULOs) associated with contracts and interagency agreements.
- Support Government Acquisition Team members in executing full lifecycle acquisition activities from planning through closeout.
- Conduct market research to inform acquisition strategies and procurement planning.
- Respond to data calls and prepare acquisition, financial, and program status reports for leadership.
- Draft and maintain standard operating procedures (SOPs), training materials, templates, and acquisition process documentation.
- Maintain acquisition and financial data within program management or acquisition tracking tools, ensuring accuracy and completeness.
Required Qualifications
- Active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance with polygraph
- Bachelors degree in business administration, acquisition management, finance, public administration, or a related field
- Minimum of 4 years of relevant professional experience supporting Federal acquisition programs, including experience supporting acquisition planning, financial tracking, and program execution activities
- Demonstrated experience supporting the Federal acquisition lifecycle, including acquisition planning, solicitation development, contract award support, and post-award administration in accordance with the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
- Experience managing or supporting program spend plans and financial execution tracking for government acquisition programs
- Demonstrated experience identifying, tracking, and assisting with the resolution of Unliquidated Obligations (ULOs)
- Experience maintaining acquisition or financial data within program management or acquisition tracking systems and preparing data for leadership briefings or reporting requirements
Preferred Qualifications
- Experience supporting research and development (R&D) acquisition programs
- Experience supporting interagency agreements within the Intelligence Community
- Experience developing acquisition-related SOPs, training materials, and process documentation
- Ability to operate effectively in a fast-paced, high-demand mission environment requiring flexibility and attention to detail
- Strong written and verbal communication skills with experience preparing executive-level materials
