SALARY INFORMATION

Financial Services Manager I Annual Range: $128,273.60 - $150,800.00

Anticipated Starting Rate: $128,273.60

TELEWORK/ON-SITE OPPORTUNITY

The job classification of Financial Services Manager I is eligible for a limited combination of telework and on-site work assignments after 6 months of employment for employees who are in good standing. Telework must be completed from a pre-designated home-based location within the State of California, and employees may be required to report on-site to address business needs.


Telework is at the sole discretion of the Court and may be rescinded with 48 hours' notice, based on the needs of the Orange County Superior Court.

ABOUT THE POSITION
The Accounting Services Manager is assigned to work in our Finance Office, reporting to the Accounting and Fiscal Services Director and manages, oversees, and supervises a wide range of activities within the Accounting Services unit. Some of the major areas of responsibility include policy, cash control, payroll, accounts payable, general accounting, and administration within the assigned area, and coordinates assigned activities with other divisions, departments, outside agencies and other stakeholders.


Duties for the classification may include, but are not limited to:

  1. Develops, recommends, and implements accounting policies and procedures in accordance with legal and professional requirements, and practices.
  2. Supports system development, modification, and implementations related to financial and case management systems.
  3. Manages business process development and implementation to ensure efficiency and consistency.
  4. Establishes and executes unit priorities, goals, and objectives consistent with the Court's mission, values, and vision.
  5. Interprets legislation and analyzes its impact on Court financial operations and the distribution of funds collected.
  6. Responsible for ensuring compliance with State, Federal, Judicial Branch, and trial court rules, regulations, and policies and procedures, including GAAP and GASB.
  7. Coordinates audits and ensures that appropriate internal controls and procedures are in place.
  8. Manages, trains, motivates, develops, and evaluates professional and clerical staff.
  9. Oversees and participates in the development and administration of the unit budget; manages expenditures and budgetary adjustments as appropriate and necessary.
  10. Periodically reviews accounting procedures to ensure compliance with sound internal control practices; recommends and corrects any weaknesses in the internal control system.
  11. Represents the Finance Office team on committees and special projects.
  12. Works collaboratively with other departments and functional units to support the Court's strategic goals and missions.
  13. Compiles, interprets, and presents data and reports to support trial court operations and best business practices.

REQUIRED EDUCATION:

High school diploma or GED equivalent.


REQUIRED EXPERIENCE:

Three (3) years of full-time (or equivalent) progressively responsible experience in the area of accounting and finance.

EXPERIENCE SUBSTITUTION:

Successfully completed accredited college or university course work in the field of business, public administration, accounting, finance, economics, or a closely related field may be substituted as follows:
  • Bachelor's degree may substitute for one (1) year of the required experience
  • Master's degree may substitute for up to two (2) years of experience

DESIRED QUALIFICATIONS:

  • Possession of a Bachelor's or Master's Degree in Accounting, Finance, or a closely related field
  • Experience with financial statement preparation, analysis, and principles and practices of financial reporting
  • Experience with data analysis using advanced Excel functions, including macros, Microsoft Power BI, Tableau, or similar software
  • Experience with evaluations of internal controls
  • Experience with governmental accounting and Governmental Accounting Standards Board (GASB) pronouncements
  • Experience with project management
  • Experience with cost studies, grant accounting, and billing
  • Experience with accounts payable processing and related best practices
  • Two (2) years of supervisory experience including staff selection, training, and performance evaluations
  • Possession of an active Certified Public Accountant license from the State of California
  • Knowledge of Court and/or government financial case management systems, accounting practices, and reporting requirements
  • Knowledge of payroll practices and systems
  • Knowledge of SAP computer systems/software
  • Ability to communicate clearly and concisely, both orally and in writing
  • Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals
