JOB SUMMARY:
Under general supervision, performs a variety of control system design and modification duties including planning, design, development, implementation, modification, and maintenance of the Utilities Department’s computer-based process control and Supervisory Control and Data Acquisition (SCADA) systems, as well as performing data network tasks as required.

CLASS CHARACTERISTICS:
This is a journey level classification requiring the skill and ability to design, develop, implement, modify, program and maintain Utilities Department computer-based process control and SCADA systems and the associated City data network. Provides hands-on modification and maintenance to these systems while exercising a high level of independence.


SUPERVISION RECEIVED AND EXERCISED:
Receives general supervision from the Network Services Supervisor. Incumbents in this classification may work independently while on mandatory standby/callout.


EXAMPLES OF DUTIES AND RESPONSIBILITIES:
(Any one position may not include all of the duties listed nor do the listed examples include all tasks that may be found in positions of this class.)
  • Performs a variety of control systems duties including planning, design, development, implementation, modification, and maintenance of the Utilities Department’s computer-based process monitoring and control systems and the associated SCADA data networks.
  • Works closely with the Information Technology Systems Engineers to ensure that new SCADA systems will integrate with the existing City and SCADA data networks.
  • Prepares control systems specifications, drawings sketches, and other supporting documentation for proposed projects.
  • Updates and maintains technical specifications and documentation for the Utilities Department’s control systems.
  • Provides support for Utilities Department control systems engineering installation projects; assist in the inspection of contractor installations as necessary; provide technical support during project installation, including design changes, submittal review and request for information from contractors.
  • Works closely with Information Technology Systems Engineers in providing support, training and assistance for difficult and complex control systems projects and repairs.
  • Serves as a technical lead for control systems-related projects assigned by the Network Services Supervisor. This can include control systems-related project management, design work and contract management.
  • Performs duties such as configuring, programming, testing, installing, and maintaining networked data and control systems; connect peripherals to system; monitor system integrity.
  • Troubleshoots problems related to SCADA: control systems network, servers, firewalls, computer workstations, operating and system software and data communications equipment.
  • Provides technical hardware and software support to users; identify, diagnose, and resolve technical problems.
  • Assists with specific recommended CIP projects as directed.
  • Assists in the development of related CIP budgets and long-range CIP planning.
  • Participates in the design or modification of computer or programmable logic controller (PLC) programs used in process control or SCADA systems.
  • Programs, installs, and maintains PLCs.
  • Installs, maintains, and repairs telemetry communication devices, such as modems, digital service units, fiber optic, and both Ethernet/ 900 MHz MDS radios.
  • Serves as technical resource on control systems and data network problems.
  • Analyzes, troubleshoots and repairs electronic and mechanical instrumentation and control system hardware or software. Review drawings, plans, and other work submitted by consultants, engineers, and contractors for conformance with Department specifications and standards.
  • Prepares accurate and clear reports, compose correspondence and maintain appropriate records.
  • Performs complex electrical control system repairs.
  • Follows applicable safety rules and regulations.
  • Participates in a mandatory standby/call out rotation that provides 24-hour coverage to emergency control systems.
  • Performs related duties similar to the above in scope and function as required.
KNOWLEDGE AND ABILITIES:
Knowledge of:
  • Principles and practices utilized in the design, application and modification of a variety of electronic, process monitoring, process control, and related computer-based systems, instrumentation and equipment.
  • Control system theory and design concepts for electronic process control systems.
  • Operational characteristics of electronic control systems hardware and software.
  • Operational characteristics of local area networks and supporting platforms.
  • Operational characteristics of specialized test equipment used to diagnose and troubleshoot control systems malfunctions.
  • Various operational and data software programs used in Utilities including program logic, HMI screens, graphs, & data migration.
  • Virtual and physical servers, clustering, network switching, fiber networks, wireless networks, VPNs and storage systems.
  • Local and wide area network and data communication systems, including cabling, workstations and peripherals, interface cards, switches, routers and firewalls.
  • Wireless infrastructure protocols and associated access control technologies.
  • Programming software.
  • Water and Wastewater systems.
  • Principles and practices of control systems and related data network.
  • Pertinent Federal, State and local laws, codes and regulations.
Ability to:
  • Design and modify various control system software and hardware.
  • Support users by providing assistance, training and equipment servicing quickly and efficiently with minimal disruption.

  • Provide control systems technical support to Utilities Department operations and maintenance staff.
  • Perform accurate engineering calculations.
  • Maintain technical expertise and competence.
  • Use sound judgment, especially in unusual and emergency situations.
  • Effectively communicate orally and in writing, using technical language appropriate to the audience being addressed.
  • Deal effectively with those contacted in the course of work.
  • Perform complex control system work and exercise a high level of independent judgment.
  • Travel to alternative work locations and off-site meetings.
  • Meet the physical requirements necessary to safely and effectively perform the required duties.
  • Work in potentially hazardous working conditions and confined spaces.
  • Successfully pass a Police background investigation.

EDUCATION AND EXPERIENCE:
Equivalent to graduation from a four-year college or university with major course work in control systems engineering, electronics or computer science, or a related field;
and
Two years of experience planning, designing, developing, implementing, modifying or maintaining computerized control systems related to Utilities operation and maintenance.

An equivalent combination of education and experience.
POSSESSION AND MAINTENANCE OF:
  • A valid California class C driver's license and a satisfactory driving record.
  • Possession of an International Society of Automation (ISA) Certified Control Systems Technician Level I certification (or attainment within one year of hire). Level II certification is desirable.
  • Possession of or ability to obtain CWEA Grade 2 Electrical/Instrumentation Technician within two years is highly desirable.
  • Possession of an ISA Certified Automation Professional Tech 2 is desirable.
  • Microsoft Certified Engineer (MSCE) or VMware Certified Professional (VCP) is desirable.
  • Possession of Inductive Automation Ignition Core or Gold Certification is highly desirable.
