About This Position

Under general supervision and direction of the Manager of Operations and Maintenance (Manager of O&M), the Assistant Manager of Operations and Maintenance (Assistant Manager of O&M) is responsible for supervising activities related to the District’s Operations and Maintenance functions. The Assistant Manager of O&M is a managerial position that makes decisions regarding O&M programs, maintenance, and operations activities. The Assistant Manager of O&M provides internal direction and external coordination to ensure that the District remains in compliance with applicable State and Federal requirements and may oversee support activities needed by other Departments and contractors.

The Assistant Manager of O&M is a member of the executive management team, working closely with the Manager of O&M, Deputy General Manager, and managers of other departments on budgeting, planning, coordinating, and other organizational and administrative processes critical to implementing the District’s mission.

  • Assist in determining resource needs and plan, prioritize, organize, direct, and review employee work.
  • Assist in establishing preventative and predictive maintenance programs for pipelines, pump stations, pressure and flow control facilities, metering stations, hydroelectric generators, water storage facilities, wells, water treatment facilities, and process control systems.
  • Ensure necessary and sufficient opportunities for and access to employee training and certification.
  • Develop and maintain O&M procedures, manuals, documentation, reports, and records.
  • Annually assist in the preparation of the O&M components of the District budget, oversee the Department’s expenditures, and approve purchases and invoices.
  • Conduct studies and develop plans for the current and future needs of the O&M Department.
  • Interface with the District’s retail purveyors and personnel from cities, counties, and outside agencies to coordinate support or solve problems relating to the water distribution systems and its related facilities, water supply, treatment, metering, and general policies and procedures.
  • Coordinate with the Engineering Department to ensure that plans and specifications for projects in the District’s capital improvement program are reviewed by appropriate O&M staff for compliance with the District’s O&M practices and standards.
  • Regularly update the Manager of O&M regarding maintenance, operations, field activities, policies, and administrative information.
  • Provide support to the Manager of O&M in making presentations regarding O&M activities for the Board of Directors.
  • Be responsible for his or her own safety, and the safety of coworkers, by recognizing hazards and potentially hazardous situations and ensuring safe work practices.
  • Manage and oversee work order development, completion, and reports.
  • Perform other duties as assigned.

  • Ability to work effectively under pressure and adjust work schedules with rapidly changing priorities. Ability to plan, organize, and direct the work of others.
  • Ability to make decisions on matters of significant importance to the District and to interface effectively with professional, technical, and non-technical personnel.
  • Ability to reach agreements with groups internal and external to the District while knowing when to be uncompromising regarding protecting the District’s infrastructure, water quality, integrity, and reputation.
  • Ability to write routine reports, work plans, and internal memoranda and be able to communicate effectively with employees, managers, coworkers, and colleagues at retail member agencies and other organizations.
  • Ability to make clear, concise, and informative presentations to staff, the Calleguas Board of Directors, retail member agency staff, and other groups within the water community as necessary.
  • Ability to interact and communicate clearly, tactfully, and effectively with employees, regulatory authorities, water agencies, utilities, government agencies, consultants, and the public.
  • Ability to read and interpret complex documents, such as safety rules, O&M instructions, procedure manuals, plans, specifications, and schematic diagrams.
  • Thorough knowledge of water distribution systems and their operational and maintenance requirements.
  • Extensive knowledge of methods, materials, equipment, and tools used in maintenance of water distribution systems and associated components.
  • Knowledge of hydraulic, pneumatic, electrical, electronic, and mechanical systems.
  • Knowledge of safety requirements for working with heavy equipment, power equipment, and high voltages in underground confined spaces and street traffic.
  • Ability to command respect of associates through knowledge of work, personal and professional conduct, good judgment, sound decisions, team building, and integrity.
  • Ability to organize large volumes of technical paperwork and data.
  • Knowledge of principles and practices of personnel administration, organizational management, planning, staffing, supervision, and employee engagement and development.
  • Effective time management and critical thinking skills, exercising good judgment and accuracy.
  • Strong communication skills.
  • Attention to detail and self-motivation.
  • Ability to leverage computer systems to maximize efficiency.
  • Ability to establish and maintain cooperative working relationships with colleagues, outside agencies, and the public.
  • Operate a vehicle observing legal and defensive driving practices.

The requirements listed below are representative of the knowledge, skill, and/or ability required. The successful candidate must have supervisory and management training and/or experience which clearly demonstrates the ability to effectively apply the skills listed.


Education and Experience

  • A Bachelor of Science or Bachelor of Arts, a minimum of five years of related experience and/or training, or an equivalent combination of education and experience.
  • Three years of supervisory/managerial experience is desirable.
  • Three years of progressive experience in managing complex tasks requiring a coordinated, multiple-team effort.
  • Three years of experience with a water provider.
  • State Water Resources Control Board Water Distribution Operator 5 and/or Treatment Operator 5 certification is highly desirable.
  • Possess the following Association for Materials Protection and Performance (AMPP) certifications within 12 months of hire:
    1. Cathodic Protection Tester (CP1)
    2. Coating Application Specialist (CAS) Prep Course
    3. Coatings Application Specialist (CAS) Level 1

EQUIPMENT TO BE USED
Must be able to use radio and telephones to communicate. Must be able to operate a vehicle to travel to other District facilities for maintenance, inspection, and testing. Competently use computer equipment to monitor the status and operation of the distribution and treatment processes as well as office equipment and devices. Must be proficient in Microsoft programs, such as Outlook, Word, and Excel.

The employee is frequently required to sit. The employee is occasionally required to climb stairs and ladders; balance; stoop, kneel, crouch, or crawl; and taste and smell. The employee must be able to regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
The employee usually works under typical office conditions and the noise level is usually quiet. Employee is a designated Emergency Services Worker and is occasionally called upon to work overtime or odd schedules.
The employee occasionally works in the industrial environment of the water treatment plant, wellfields, support structures, and confined space environments.
The employee in this position is occasionally exposed to interior wet and/or humid conditions, high, precarious places, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, vibration, and moving mechanical parts. The noise level in the work environment is occasionally loud.

SPECIAL REQUIREMENTS
  • Possess a California Motor Vehicle Operators License and provide proof of a good driving record, i.e., a driving record provided by the DMV showing less than 2 points assessed in the last 36 months and/or no serious or multiple traffic violations or accidents or failure to appear notices within the last 36 months.
  • Agree to authorize background reference checking with past employers and personal references.
  • Agree to submit to and pass the District’s pre-employment, post-offer medical examination performed by a physician chosen and paid for by the District.
