At First Place for Youth, inclusivity reigns, creating a workplace where all voices are heard, respected, and empowered.POSITION OVERVIEW:The Human Resources Manager provides day-to-day HR management and support to First Place for Youth programs and administrative departments. Reporting to the VP of People, the Manager is responsible for HRIS administration, recruitment and hiring practices, leave administration, benefits support, employment-law compliance and reporting, and HR training and onboarding.

This is a hands-on, tactical management role for a detail-oriented and proactive HR professional who can exercise sound judgment, handle confidential matters with discretion, and build trusted working relationships across a multi-site nonprofit organization.

DUTIES + RESPONSIBILITIES

HR Systems and Data

Administers the Human Resources Information System (HRIS): develops and implements system requirements, configures and modifies workflows, and maintains system security, data integrity, and audit readiness.Produces and maintains routine and ad hoc HR reports for leadership, funders, and audits.

Talent Acquisition and Onboarding

Partners with the Recruiter to manage recruiting efforts and ensures consistent, fair, and legally compliant hiring practices.Creates, analyzes, and updates job descriptions in partnership with recruiter and hiring managers.Manages the new hire process in coordination with the HR Generalist, ensuring accuracy and integrity of employee data and records.Plans and conducts new employee orientation with the HR Generalist.

Employee Relations and Performance

Supports the VP of People/Director of Human Resources in resolving employee relations matters, including workplace investigations and disciplinary actions.Supports a constructive and timely performance evaluation cycle; in collaboration with the VP, develops the strategy, workflow, and management of the Employee Performance Review (EPR) process.

Leaves, Benefits, and Payroll Coordination

Administers mandated and non-mandated leaves of absence in collaboration with the HR Generalist, ensures compliance with applicable federal, state, and local leave laws; processes and maintains leave documentation.Leads benefits open enrollment, including planning, employee communications, and system administration.Coordinates with Payroll on employee changes, leave pay, benefit deductions, and related matters to ensure accurate and timely processing.

Compliance and Reporting

Prepares and submits required employment reporting, including EDD, EEO-1, and California Civil Rights Department (CRD) filings such as pay data reporting.Maintains compliance with federal, state, and local employment laws and regulations; reviews policies and practices against current requirements and recommends updates.Maintains current knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

Training and Development

Delivers HR-related training to staff and management as needed in collaboration with VP of People.

Supervision

Supervises the Human Resources Generalist and the Recruiter: sets goals and priorities, provides coaching and feedback, and completes performance evaluations. Other duties as assigned.QUALIFICATIONS:

Bachelor’s degree and at least five (5) years of progressively responsible Human Resources experience required.Minimum 2-4 years of supervisory experience required.Experience supporting a multi-site or multi-county workforce preferred. Demonstrated working knowledge of California and federal employment law, including leave, wage and hour, and anti-discrimination requirements.Hands-on experience administering an HRIS and maintaining employee data.Proficiency with the Microsoft Office Suite, including Word, Excel, PowerPoint, and Outlook.Strong written and verbal communication skills, including the ability to present information and data clearly to a range of audiences.Ability to maintain strict confidentiality regarding personal, financial, and medical information.A strong dedication to cultural competency that creates conditions that remove barriers and increase a sense of belonging.Availability for occasional evening and weekend work and some travel as needed.
