This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Skills Development Partner based in South Africa.
This is a strategic learning and development role focused on building critical capabilities across a fast-growing fintech environment.
You’ll own the organisation’s skills development strategy while ensuring compliance with South African legislative and transformation requirements.
The role combines programme design, governance, stakeholder management, reporting, and data-driven decision-making.
You’ll work closely with leadership, Human Capital teams, SETAs, and external partners to identify skills gaps and deliver impactful development initiatives.
Your work will span learnerships, internships, apprenticeships, leadership development, upskilling, and the development of a future Learning Academy.
You’ll also use analytics, automation, and process improvements to strengthen learning outcomes, reporting accuracy, and return on investment.

Develop, implement, and govern the organisation’s skills development strategy in alignment with business and people priorities.
Ensure compliance with the Skills Development Act, NQF Act, SAQA Act, BBBEE Act, and other relevant labour and skills development legislation.
Monitor regulatory developments, communicate potential impacts, and maintain readiness for audits and compliance reviews.
Partner with leadership and Human Capital Business Partners to align the annual Workplace Skills Plan with organisational strategy.
Identify current and future critical skills gaps and design targeted solutions to address them.
Lead the delivery and evaluation of learnerships, internships, apprenticeships, leadership development programmes, and other strategic upskilling initiatives.
Support the organisation’s journey toward becoming an accredited Learning Academy.
Build and maintain strong relationships with relevant SETAs and other learning and development stakeholders.
Prepare and submit Workplace Skills Plans, Annual Training Reports, discretionary grant applications, and other statutory documentation accurately and on time.
Identify available funding opportunities, manage grant processes, and track recoveries to maximise the value of development investments.
Oversee statutory and internal reporting related to skills development, employment equity, and BBBEE Skills Development requirements.
Develop meaningful dashboards, analytics, and insights that support decision-making and demonstrate the return on learning investments.
Review and improve skills development processes, systems, and workflows to increase efficiency and data accuracy.
Champion automation and system integration to improve the tracking and monitoring of learning outcomes.
Act as the internal subject matter expert on learning compliance, skills development best practices, and related regulatory requirements.
Train, guide, and support managers and Human Capital teams in implementing development initiatives effectively.
Promote a strong learning culture by positioning employee development as both a strategic and operational priority.
Manage training budgets responsibly and ensure development resources are used efficiently.
Support internal teams through knowledge-sharing, problem-solving, system improvements, and effective stakeholder engagement.
Bachelor’s degree in Human Resources, Learning & Development, Industrial Psychology, or a related discipline.
Registered Skills Development Facilitator (SDF) accreditation is essential.
Minimum 5 years of professional experience in skills development, learning and development, or a closely related field.
Strong practical experience managing Workplace Skills Plans (WSP), Annual Training Reports (ATR), and SETA-related submissions.
Demonstrated experience engaging with SETAs and managing discretionary grant applications and funding opportunities.
Experience contributing to BBBEE scorecard compliance, particularly within the Skills Development pillar.
At least 3 years of experience working with learning-related reporting, data analysis, and insights.
In-depth knowledge of SAQA, NQF, BBBEE, SETA frameworks, and relevant South African skills development legislation.
Strong experience designing, implementing, and evaluating impactful learning and development programmes.
Excellent reporting, data analysis, presentation, and storytelling capabilities, including proficiency with Excel, PowerPoint, and dashboards.
Strong stakeholder engagement, facilitation, negotiation, and relationship management skills.
Project management and change enablement capabilities; formal project management certification is advantageous.
Experience in the financial services sector is beneficial.
Highly analytical and data-driven, with a practical, action-oriented approach to problem-solving.
Strong communication and presentation skills, with the ability to influence stakeholders at different levels.
Creative, innovative, and solutions-oriented, with an interest in continuously improving learning processes.
