Position Summary
The Project Director is the senior leader of AAD BSEOC, a five-year federal TRIO Educational Opportunity Center serving 1,000 eligible adults and youth age 19 and older each year in the I-95 / U.S.-1 corridor from Deerfield Beach to central Fort Lauderdale. The Director is responsible for the project's results on its four federal objectives: 30% secondary-diploma completion, 72% college admission applications, 56% financial aid applications, and 62% postsecondary enrollment.
The Director runs day-to-day operations, supervises staff, manages the $280,000 annual federal budget, oversees four subgrant partners (Top Score Tutors, AI Guys, CBI Hub, Career Bound Institute), and represents the project to the U.S. Department of Education, institutional partners, and the community. The position requires full command of TRIO regulations, federal grants management, and the Florida postsecondary and workforce landscape, including Registered Apprenticeships and Workforce Pell.
Essential Duties & Responsibilities
Leadership & Program Management
- Lead the project and serve as its day-to-day decision-maker, ensuring compliance with 34 CFR Part 644, EDGAR, and 2 CFR Part 200.
- Deliver the Plan of Operation as approved: outreach, eligibility and selection, needs assessment, Individual Success Plans (ISPs), and the full § 402F service catalog.
- Make final eligibility determinations and ensure at least two-thirds of participants are both low-income and first-generation.
- Ensure every participant has an ISP within 30 days of intake and a review every 90 days.
- Chair the monthly Performance Review Meeting; direct corrective action when any fidelity indicator or objective falls below its milestone.
- Lead Plan–Do–Study–Act improvement cycles with the Project Evaluator and document each one.
Staff Supervision
- Recruit, hire, onboard, and supervise all project staff on the approved timeline (Director Months 1–2; Counselors and support staff Months 2–4; first participants Month 5).
- Manage Counselor caseloads of about 500 participants each (acceptable range 450–550).
- Conduct performance evaluations, coaching, and professional development; ensure staff complete required background checks and annual trainings.
- Apply the project's structured, rubric-based hiring process, including a hiring committee member who is a former TRIO participant or current adult learner.
Fiscal & Grants Management
- Manage the annual budget within federal allowability and the $280 per-participant ceiling.
- Approve expenditures and coordinate drawdowns, financial reports, and audit readiness with AAD's Director of Finance.
- Maintain time-and-effort documentation for all project personnel under 2 CFR 200.430.
- Administer subgrants and the evaluator contract under AAD procurement and subrecipient-monitoring procedures (2 CFR 200.331–.332); approve every subgrant deliverable.
- Issue written corrective-action notices to subgrantees that miss deliverables.
Partnerships & Coordination
- Execute and maintain MOUs with institutional partners, including Broward College, FAU, NSU, Keiser University, Atlantic, McFatter, and Sheridan Technical Colleges, BCPS and BCPS Adult & Community Education, CareerSource Broward, and MIASF.
- Execute coordination agreements with TRIO Talent Search, Upward Bound, GEAR UP, and WIOA Title I to avoid duplication and track shared participants.
- Oversee WIOA co-enrollment and data-sharing agreements (FERPA-compliant) with CareerSource Broward and BCPS.
- Liaise with the U.S. Department of Education program officer.
Evaluation & Reporting
- Own the Annual Performance Report (34 CFR 75.110 and 75.118) with the Project Evaluator and Administrative Assistant; complete Florida Department of Education co-reporting.
- Review the Evaluator's quarterly formative reports and the fidelity dashboard; protect the Evaluator's methodological independence.
- Execute Year 1 evaluation setup: NSC StudentTracker subscription, FETPIP data-use agreement, and evaluation fields in the participant management system.
- Send the Executive Director a monthly written summary and hold a quarterly oversight meeting.
Technology, AI Governance & Privacy
- Oversee privacy, fairness, and AI-governance compliance, consistent with the NIST AI Risk Management Framework.
- Review AI assistant interaction logs monthly; ensure AI never determines eligibility or replaces counselor judgment.
- Lead Talent Marketplaces Invitational Priority milestones: skills-first ISP, counselor dashboard, learner-wallet procurement (W3C Verifiable Credentials), publication of AAD micro-credentials to the Credential Engine Registry, and the Privacy and Consent Policy.
- Publish the annual Algorithmic Fairness Statement with the Evaluator.
Representation
- Represent AAD BSEOC publicly; attend the COE National Conference and FAEOPP state conference annually.
- Perform other duties as assigned, consistent with the approved grant.
Required Qualifications
Education
- Master's degree from a regionally accredited institution in education, higher education administration, counseling, social work, public administration, workforce development, or a related field.
Experience
- At least five years of progressively responsible experience in TRIO, postsecondary access, adult education, or workforce development programs.
- At least three years of supervisory experience.
- Demonstrated experience administering federal grants under 2 CFR Part 200.
- Demonstrated experience working with low-income, first-generation, and disconnected adult populations.
Knowledge
- TRIO EOC regulations (34 CFR Part 644); FAFSA and Title IV financial aid; WIOA; Workforce Pell; the Florida postsecondary system; FERPA.
- Budget management, staff supervision, partnership development, and data-driven program management.
Preferred Qualifications
- Doctoral degree (Ed.D., Ph.D., or equivalent).
- Prior experience as a TRIO Project Director or Assistant Director.
- Bilingual English/Spanish or English/Haitian Creole.
- Experience with W3C Verifiable Credentials, Credential Engine, or comparable learning-and-employment-record infrastructure.
- Experience administering apprenticeship-aligned grant programs.
- Lived experience similar to the target population (for example, first-generation college graduate, low-income background, former TRIO participant, or adult re-entry learner); the hiring rubric weighs this equally with graduate coursework.
Knowledge, Skills & Abilities
- Leads and motivates a small team toward measurable targets.
- Builds and sustains relationships with colleges, school districts, workforce boards, employers, and community organizations.
- Writes clear federal reports, policies, and correspondence.
- Uses data dashboards to spot problems early and act on them.
- Exercises sound judgment with confidential participant information.
- Proficient in Microsoft 365, Zoom, and case-management software.
Physical & Travel Requirements
- Regular local travel across the four target ZIP codes, satellite sites, and partner institutions; valid Florida driver's license and reliable transportation.
- Annual out-of-town travel to the COE and FAEOPP conferences.
- Evening and weekend work for community events and FAFSA Completion Days.
- Ability to lift up to 25 pounds when setting up events.
Background Check & Required Training
- Florida Level II background check before start.
- Annual training: FERPA; Title IX, Section 504, and ADA; NIST AI Risk Management Framework (delivered by AI Guys); Uniform Guidance refresher.
Grant-Funded Position
This position is funded by a U.S. Department of Education grant. Continued employment depends on annual continuation funding and satisfactory performance. The Project Director is designated key personnel; changes require notice to the Department under 2 CFR 200.308.
