Regulatory Policy Manager

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Regulatory Policy Manager based in the United States.

This role sits at the intersection of energy policy, regulatory advocacy, and clean electrification strategy, focused on accelerating residential electrification through impactful engagement with public utility commissions across priority states. You will lead end-to-end regulatory campaigns that shape how utilities design rates, programs, and planning processes that affect electrification adoption. Working in a mission-driven and highly collaborative environment, you will develop filings, testimony, and policy analysis that directly influence regulatory outcomes. The role requires close coordination with advocacy partners, consultants, and internal stakeholders to build and execute high-impact regulatory strategies. You will also represent the organization in regulatory proceedings, stakeholder forums, and industry coalitions. This is a fast-paced, independent role where analytical rigor, strong writing, and strategic thinking directly translate into policy impact at scale.

Accountabilities:

This role is responsible for leading regulatory policy campaigns and advancing strategic engagement with utility commissions and energy stakeholders. You will drive policy analysis, regulatory filings, and cross-functional coordination to influence electrification-related outcomes across priority markets.

  • Lead regulatory policy campaigns across assigned states and policy areas, from strategy development through execution
  • Draft and prepare regulatory filings including comments, testimony, policy briefs, and technical analyses
  • Conduct regulatory research and policy analysis to support advocacy strategy and organizational positioning
  • Monitor utility regulatory trends, rate design developments, and electrification-related proceedings
  • Coordinate cross-functional campaign teams and manage external consultants and advocacy partners
  • Engage directly with regulators, utilities, and stakeholders through proceedings, coalitions, and policy forums
  • Maintain systems for docket tracking, regulatory intelligence, and internal knowledge management
  • Contribute to strategic planning for regulatory campaigns and long-term policy initiatives
Requirements:

This role requires strong expertise in utility regulation and energy policy, combined with the ability to independently manage complex advocacy campaigns. The ideal candidate is an excellent communicator and writer with deep analytical capability and experience navigating regulatory environments.

  • 6+ years of experience in utility regulation, energy policy, regulatory advocacy, or related fields (or advanced degree with 4+ years of experience)
  • Strong understanding of utility regulatory frameworks including rate design, energy planning, electrification, and energy affordability
  • Proven experience preparing regulatory filings, testimony, and policy analysis in formal proceedings
  • Excellent writing, analytical, and communication skills with attention to detail and clarity
  • Ability to independently manage multiple high-priority projects in fast-paced environments
  • Experience engaging with public utility commissions, utilities, or regulatory stakeholders preferred
  • Familiarity with advocacy organizations, coalitions, or public-interest policy work is a plus
  • Strong collaboration skills with the ability to work effectively across distributed teams and partners
Benefits:
  • 100% employer-paid medical, dental, and vision insurance for employees and dependents
  • Fully employer-paid life insurance and short- and long-term disability coverage
  • 6% employer contribution to 401(k), regardless of employee contribution
  • Generous paid time off, including vacation, sick leave, volunteer days, and holidays
  • Paid parental leave for birth, adoption, or foster placement (available from day one)
  • Annual professional development stipend (up to $2,000)
  • Pre-tax transportation benefits
  • Additional paid holidays and seasonal office closure periods
  • Mission-driven work focused on national electrification and climate impact
