This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior/Staff Product Manager (CMS) based in the United States.

This role sits at the intersection of public-sector transformation, product strategy, and complex multi-stakeholder coordination, supporting mission-critical initiatives tied to federal and state compliance requirements. You will lead discovery and definition efforts for CMS-related programs, helping states interpret new regulatory obligations and translate them into clear, actionable product and implementation strategies. Rather than managing a traditional product backlog, you will operate in a highly ambiguous environment where priorities shift quickly and outcomes are defined by real-world policy deadlines. The work requires constant alignment across government agencies, technical teams, and delivery partners to ensure progress toward compliance goals. You will be expected to create structure in uncertainty, drive clarity across competing needs, and ensure execution stays focused on measurable outcomes. This is a high-impact role where product thinking directly supports public services that affect millions of people.

You will join a mission-driven digital consultancy—Skylight—that partners with government agencies to modernize how public services are designed and delivered, with a strong emphasis on human-centered design and outcomes-driven product development.

Accountabilities:
  • Coordinate across CMS and multiple state-level stakeholders to align on goals, constraints, and compliance requirements, ensuring shared understanding of priorities and delivery timelines.
  • Lead discovery, requirements gathering, and scoping activities in highly ambiguous environments, translating unclear policy and operational needs into structured, actionable product plans.
  • Define product strategy, including vision, objectives, and success metrics, ensuring alignment between federal guidance and state implementation realities.
  • Facilitate cross-functional ceremonies such as planning sessions, stakeholder syncs, and retrospectives to maintain alignment and execution momentum.
  • Partner closely with government teams to support knowledge transfer, helping build long-term product and digital delivery capability within public-sector organizations.
  • Navigate complex bureaucratic environments, identifying practical pathways to implementation while balancing compliance constraints and user needs.
  • Continuously prioritize work in response to evolving regulatory deadlines and stakeholder feedback, ensuring progress toward measurable outcomes.
Requirements:
  • 7–10+ years of experience in product management or related roles, with strong exposure to cross-functional delivery in complex, multi-stakeholder environments.
  • Proven ability to define product strategy, translate ambiguous problems into structured roadmaps, and focus on outcomes over feature delivery.
  • Strong experience working in lean, agile, or iterative product development environments, including discovery, validation, and MVP-driven approaches.
  • Demonstrated ability to manage stakeholders and clients effectively, building trust and alignment across technical and non-technical audiences.
  • Experience collaborating with engineers, designers, researchers, and operational teams to deliver end-to-end solutions.
  • Strong communication skills with the ability to simplify complex systems and maintain alignment across distributed teams.
  • Experience working in government, regulated industries, or public-benefit technology environments is strongly preferred.
