POSITION OVERVIEW:
Under the leadership of the Executive Vice President and Chief Operations Officer (EVP/COO), the Risk Manager is responsible for developing plans for the response to and preparedness for incidents and events at VIP Community Services (VIP). The Manager also conducts training and exercise, along with program development and outreach functions. This position updates and maintains agency-wide plans for preparedness, responses, and Business Continuity Planning (BCP), mitigation and recovery.
Under general supervision of the EVP/COO, the Risk Manager coordinates all activities and functions of the emergency and risk management program to ensure that goals and objectives specified for the program are accomplished in accordance with established priorities, time limitations, funding limitations or other specifications.
POSITON DESCRIPTION:
• Implement the Risk Management Program to identify safety and security risks to the organization
• Develop, review and implement risk management policies and standards while fostering a culture of safety, accountability, and proactive risk identification across the agency
• Monitor trends in claims, incidents, and near misses to identify systemic risks and implement agency-wide improvements
• Conducts risk assessments and develops relevant risk strategies
• Develop, coordinate and maintain VIP’s Emergency Management (EM) Plan and ensure that the plan meets all standards set by the Federal, State and Regulatory agencies
• Act as primary contact by representing VIP on county, state and federal workshops, state working groups, funding committees, and conferences focusing on emergency management, public safety, and emergency communications
• Communicate and coordinates external Emergency Preparedness training opportunities offered by state and federal agencies to senior leadership. Assists local jurisdictional agencies with coordinating trainings and Emergency Management drills with VIP facilities. Serves in a leadership role during all emergency drills and emergency situations as is appropriate.
• Develop and maintain productive working and cooperative relationships with community emergency management partners at local, county, and state levels
• Assist in the development and implementation of safety training programs, compliance with OSHA regulations and other federal, state and local requirements
• Convene a critique of each drill and record lessons learned, and assist in the development of improvement plans to address identified shortfalls
• Participate in fire drills with a multi-disciplinary team on/off-site locations as required
• Co-Chair the agency’s Environment of Care Committee; contributes ideas and monitors the planning process. Identify inconsistencies among plans and processes and monitors corrective measures.
• Assist with the development and delivery of emergency management training and education to VIP staff regarding emergency preparedness, mitigation, and business continuity and disaster response procedures
• Assist in recommendation for purchase of supplies and equipment to support emergency preparedness as necessary to staff and facilities
• Respond to incidents as requested by VIP
• Assure safeguarding and confidentiality of all documents that are part of risk management proceedings, reports, and records as defined in state peer review and quality statutes
• Facilitate prompt identification and response to patient safety and risk issues
• Coordinates risks and patient safety activities in the organization
• As directed by the EVP/COO, monitor, evaluate and report risks to appropriate stakeholders
• Conduct in-depth risk assessments of the agency on a routine basis
• Identify areas of risk and implement and monitor effective plans to reduce risk to the agency
• Provide assistance and guidance to departments regarding liability, risk issues and contract administration
• Serves as liaison and educator to all Agency staff regarding areas of safety and risk
• Perform other job duties as assigned
Requirements:QUALIFICATIONS FOR THE EMERGENCY PLANNING AND RISK MANAGER:
A Master’s Degree in Business Management, Emergency and Disaster Management, Public Health or Public Administration is strongly preferred. Candidates with a Bachelor’s Degree will be considered depending on experience, e.g., 5 years of progressively responsible risk management experience, including one year of supervisory experience, or a similar combination of education, training and experience.
