Job Description
Position Description: Multiple Roles Supporting Full-Spectrum IT Lifecycle & Portfolio Management
The Contractor shall provide best effort support based on a Firm Fixed Price-Level of Effort (FFP-LOE). The Government Task Manager (GTM) will provide schedule and priorities and will monitor hours at the overall STAR level. The Contractor shall provide ample warnings to the GTM when resource utilization approaches annual, hourly maximums. Contractor personnel serving in designated High-Risk Roles (HRR) are required to comply with the Sponsor’s screening program, whereby completion of a medical screening process to obtain a medical clearance is required. The Sponsor will determine the appropriate level of medical screening based on the High-Risk Roles specifically identified by the GTM.
INTRODUCTION
The Contractor shall provide IT resources to support the Sponsor's software development lifecycle, from requirements elicitation through project management, accreditation, and deployment, to Operations and Maintenance (O&M), as dictated by the application portfolio. As a Business Enterprise (BE) within a Working Capital Fund (WCF), the Sponsor provides services to Mission Partners through Service Level Agreements (SLAs). These SLAs serve as binding agreements that outline the specific products and services to be provided, as well as the associated costs. Maintaining BE solvency is crucial, and the Sponsor relies on these SLAs to ensure fiscal responsibility and full cost recovery for services. The Sponsor’s portfolio includes services to internal Mission Partners and externally to agencies in the IC. The Sponsor’s current development efforts consist of approximately (8) systems; current O&M efforts consists of approximately twenty-eight (15) systems. The portfolio of projects constantly change, with new agreements negotiated or reduced at any time.
WORK REQUIREMENTS
- The Contractor shall work in a team-based Agile environment utilizing tools provided by the Sponsor.
- The Contractor shall work with Sponsor to ensure customer-approved projects comply with technical architecture guidelines, are properly executed and technical progress and expenses are tracked.
- The Contractor shall ensure accuracy and quality for all project documents (to include but not limited to ROMs, CSAs, Project Plans, Technical Architectures, and SLAs) prior to submission for Sponsor’s approval.
- The Contractor shall provide necessary resources/skills (system engineering, application development, etc.) for Commercial Off-the-Shelf (COTS) integrations, and newly developed or customized applications as defined by Mission Partner requirements.
- The Contractor shall provide necessary resources/skills to support system maintenance and troubleshooting of software components to maintain performance SLA compliance, sustainability and reliability of the Sponsor’s systems and applications. These systems shall meet Sponsor approved timelines for modifications/new requirements.
- The Contractor shall utilize the Sponsor’s suite of system monitoring tools and ensure programs are included in the Sponsor’s continuous audit monitoring program, with any deviations requiring prior approval via the Sponsor-approved waiver process.
- The Contractor shall provide requirements analysis to meet resource section, and requirements tracking across the Sponsor’s portfolio of systems.
- The Contractor shall communicate and work collaboratively across organizational boundaries with other staff and contractor personnel teams supporting service delivery which includes: Government and Commercial Cloud Service Providers (CSP’s) holding contracts or service level agreements with the Sponsor that provide the IaaS, PaaS and SaaS capabilities required toimplement technical solutions. The Sponsor will ensure that the Contractor has sufficient access to the CSP’s performance metrics and environments in order for the Contractor to provide recommendations to the Sponsor on effective cost and capacity management.
- Systems engineering and architecture contractors that support architecture definition, user requirements analysis and allocation, and system prototyping.
- The Contractor shall comply with all Sponsor’s regulations and policies. Compliance standards include security accreditation, program management control gates, integration with external services (e.g., access control, auditing), patching and maintaining current versions of software, outage/after-action reporting, accessibility requirements, internal-use software reporting, auditing, logging, solution reconstitution testing, and technical directives.
- The Contractor shall provide a Monthly Report (MR) (CDRL 001) that provides a timely and accurate overview of the technical, schedule, and financial performance; staffing; risk/issues; and security.
- The Contractor shall conduct a monthly Program Management Review (PMR) that provides a forum for reviewing actual performance against the goals (see Addendum for details).
- The Contractor shall provide a customer-specific financial summary as part of the monthly status reports for each customer and/or service identified by the Sponsor.
- The Contractor shall execute work schedules to ensure that necessary planning, coordination, approvals, negotiations, and other contract requirements are completed in a timely manner so as not to negatively impact the program.
- The core hours for all positions not otherwise identified shall be 9:00AM – 3:00PM.
- For the database and system administration functions, some staff must be on-site by 7:00AM and some personnel must be on-site until 4:00PM.
Agile Optimization Services
The Sponsor offers Agile coaching, training and strategic planning services to Mission Partners. The Contractor Team shall:
a. Manage and deliver Agile consulting engagements to Sponsor Mission Partners.
b. Promote and use Agile methodologies such as Sprint Planning, Scrum, coaching, training.
c. Provide instructional and mentoring support to Mission Partners project teams as relates to Agiledevelopment methods and technical skills development.
d. Execute customized coaching to Mission Partners and the IC.
e. Provide briefings on using and implementing Agile methodologies to a variety of audiences.
f. Create, update and maintain Agile support documentation in the Sponsor’s document repository
and report portals; and provide status to the Sponsor upon request.
g. Provide Sponsor management monthly metrics on project compliance and trends within the
Sponsor’s approved Agile best practices.
h. Identify opportunities to expand optimization services to Mission Partners and the IC.
Project Management
The Contractor Team shall provide a single point of contact to the Sponsor and/or the Mission Partner for project execution. The Contractor Team shall:
a. Assess Mission Partner requirements, identify dependencies, gaps and develop proactive strategies.
b. Establish and maintain relationships with Mission Partners for the life of the project or services.
c. Ensure follow-up with Mission Partners on potential requirements for new or additional services or support.
d. Manage projects, track schedules and milestones as defined by the Sponsor. Ensure the delivery of projects are on-time, on-budget, and within scope. Notify the Sponsor immediately if projects are at risk of not being delivered on-time, on-budget or within scope. Brief project status as required.
e. With Sponsor oversight, develop scope, schedule, and perform cost estimates against new and
existing projects.
f. Create Rough Order of Magnitude (ROM) estimates for new and existing projects for Sponsor’s
approval.
g. With Sponsor oversight, create and maintain Customer Service Agreements (CSA) and Service Level Agreements (SLAs).
h. Provide the Sponsor with routine written progress reports of the project in accordance to a
predefined cadence.
i. Create, update and maintain project and service support documentation in the Sponsor’s document repository for the lifespan of the product.
j. Support other project management functions as required by the Sponsor.
k. Resolve potential risks/issues.
l. Provide risk assessment, impacts and forecast to assigned projects.
m. Provide status of assigned projects and programs weekly or as defined by the Sponsor (CDRL 001).
Requirements Management
The Contractor shall coordinate and facilitate requirements capture meetings with Mission Partners.
a. Capture, document, track, report and archive products and services requested from Mission Partner to the Sponsor.
b. Work in close partnership with project managers, software.
c. teams, architects, security in interpreting and vetting product and service requests to the Sponsor.
d. Establish and maintain close relationships with Mission Partners to understand and anticipate
requirements and business opportunities for the Sponsor.
Project Integration
The Contractor shall:
a. Support the day-to-day activities of the Sponsor.
b. Provide support to the Sponsor in the development and coordination of organizational policies,
standards, processes, and procedures.
c. At the request of the Sponsor, develop milestones and detailed schedule for complex stories
d. With CAM Team, provide QA reviews for CSAs and SLAs, ensuring timeliness and quality of the Sponsor’s agreements for project and services.
e. Develop and maintain documentation that captures the Sponsor’s business processes supporting the Sponsor's software build and support services.
f. Support data calls as requested by the Sponsor.
g. Support release and configuration management.
h. Work closely with the Sponsor and stakeholders to ensure the Product Backlog, stored in Sponsor provided tool, is continually and regularly maintained in alignment with the Agile cadence to ensure the necessary Release and Sprint Backlog items (epics and user stories) are defined with acceptance criteria and prioritized by the Mission Partners prior to the start of each release and sprint. The Contractor shall prioritize development in accordance with the Program Backlog.
Software Development
The Contractor shall:
a. Provide full software build to include front and back-end system and sub-system components.
b. Use Agile methodologies to include user stories and requirements backlog captured in an enterprise provided tool and managed in no more than 2–3-week sprints. The Contractor is responsible for the coordination of all activities required to complete each story.
c. Perform development activities in accordance with the Sponsor’s regulations and policies to include but not limited to delivering work in increments during each sprint, with regular demonstrations and feedback sessions to validate progress.
d. Apply knowledge of usability and accessibility standards, user research, and user-centered design principles to optimize application interface designs.
e. Perform development activities in accordance with the Sponsor’s regulations regarding accessibility standards for Information Technology as codified by the Accessibility Standards and Accessibility Test Criteria.
f. Create, update and maintain engineering and support documentation, as approved by the Sponsor, for assigned projects and programs for the lifespan of all projects and services.
g. Monitor and take responsive actions on application and support environment level alarms and audit events.
h. Assess mission partner requirements, identify dependencies, gaps, and develop responsive project
plans approved by the Sponsor.
i. Support other software development functions as required by the Sponsor.
Systems Engineering/Architecture
The Contractor shall:
a. Develop and conduct prototypes to demonstrate proposed products and services will meet the
requirements.
b. In conjunction with the Sponsor’s software architect, Technical Director (TD) or designee, develop design guidance for applications developers, define target platforms, interface designs, research, test and recommend software and tools.
c. Provide architectural guidance and recommendations.
d. Provide business and technical consolation to the Sponsor on defining and meeting strategic
objectives and roadmaps.
e. Provide complete assessments of the technical characteristics of proposals and alternatives
considered in applications design.
f. Provide a process for evaluating new technologies and provide cost benefit analysis and
recommendations to the Sponsor for technology insertion.
g. Identify and assess integration and interoperability (I&I) challenges in system and service
development plans, considering technical, programmatic, and mission dimensions.
Database Administration
The Contractor shall:
a. Provide database support for the development, integration, configuration, deployment,
optimization and O&M to the Sponsor’s projects and services.
b. Provide development, test and production database server support to the Sponsor’s projects and services.
c. Provide O&M database support to include database patches, installations, data and database
migrations, and backup/recovery database maintenance.
d. Work with architects on capacity planning for application and database servers.
Systems Administration
The Contractor shall:
a. Manage the Sponsor’s Research and Development (R&D) environment in the Sponsor’s cloud
environments.
b. Provide level O&M services, troubleshooting, system backup and restore, and software upgrades.
c. Provide technical support for integration and deployment of applications into the Sponsor’s cloud production environment.
d. Provide hardware and virtual server build, installation, troubleshooting, O&M, system backups and restoral for the Sponsor and Mission Partners.
e. Provide guidance, recommendations, and technical assistance on cloud, hardware platforms and operational system software.
f. Monitor and take responsive actions on system alarms and audit events.
g. Provide system hardening to hosting platforms operating systems (like Linux and Windows).
h. Plan, develop, and implement system security procedures to include implementing firewalls, SSL, x509, PKI certificates and system hardening (like Linux and Windows).
i. Ensure patch compliance and version updates on all software up to and including middleware
required by Sponsor applications.
j. P/O PM responsibilities via Application release notes
k. Manage system access control and security in accordance with Sponsor security requirements.
l. Support other system administration functions as required by the Sponsor.
Testing
The Contractor shall provide testing support:
a. Work in close partnership with project managers, software developers, architects, security
engineers and designated Sponsor teams in developing test plans, procedures, and scenarios for
unit, process, function, system integration, and acceptance testing.
b. Ensure and validate software builds fully comply with product and service requirements and align with the Sponsor’s approved standards.
c. Test each product or procedure to verify that it provides the desired functionality/outcome, and to validate its performance in accordance with the acceptance criteria for that functionality.
d. Create and maintain automated test scripts, test existing applications for compliance with best
practices and Sponsor directives.
e. Perform regression testing, execute and/or work with mission partners on unit and acceptance
testing (UAT).
f. Perform testing activities in accordance with the Sponsor’s regulations and policies.
g. Support the self-evaluation of the IT capabilities and report the Accessibility Score.
h. Create, update and maintain test support documentation, as approved by the Sponsor, for the
lifespan of the product in the Sponsor’s document repository.
i. Maintain validation reports for the life of the Sponsor’s software build products and services.
Information System Security Engineering
The Contractor shall:
a. Provide INFOSEC guidance and direction to projects from inception through the project life cycle.
b. Actively manage and maintain security Accreditation & Authorization (A&A) on all Sponsor systems.
c. Perform analysis of system vulnerability scans and recommend necessary remediation based on scan result analysis.
d. Assist in evaluating and ensuring the compliance of systems/services, assessing vulnerabilities, and providing appropriate security countermeasures.
e. Support the implementation of Sponsor’s security architecture in compliance with Sponsor’s
enterprise-level security architecture.
Operations and Maintenance
The Contractor shall
a. Perform all Operations and Maintenance support to the Sponsor portfolio. These O&M activities may include maintaining system descriptions and specifications, technical SLA compliance, system administration, compliance management routine operations, database administration, knowledge management, configuration management, systems engineering and architecture, deployment support, monitoring and metrics, bug fixes, change request and auditing. This support includes but is not limited to:
• Implementing and monitoring the cloud-based environment for applications to optimize
cost, performance, and security; Troubleshooting applications issues; Pre-deployment
communication and coordination with users and Mission Partners; Interaction between
other Contractors and this effort in performing Operations activities; Providing ad hoc and
recurring operations metrics; Providing desk side assistance as well as e-mail assistance on
solving users’ day-to-day issues.
b. Ensure the interoperability of current and future operating systems and software releases for all
supported applications.
c. Be responsible for managing all incidents of application outages, degraded performance, and
reported problems in application functions and/or provided services.
Configuration and Change Control Management
The Contractor shall
a. Support a Configuration Change Management process for the systems and applications in the
Sponsor’s portfolio.
b. Capture baseline change requests for the systems, software and services in the SLA and submit it to the Sponsor for inclusion in the appropriate governance process for adjudication.
c. Maintain configuration control of each software delivery. Each delivery shall be baselined at the
time of delivery and shall be approved by the Sponsor.
d. Ensure version control is properly maintained on all documentation and software baselines.
e. Adherence to the Sponsor’s release management process to include the creation of release plans for all software deployments to include release notes, testing results and back-out plans, which shall be approved by the Sponsor before implementation.
REQUIRED SKILLS AND DEMONSTRATED EXPERIENCE
The Contractor Team shall have the following required skills, certifications and demonstrated
experience:
• Demonstrated experience identifying and validating requirements for SharePoint sites service now, saves and custom applications.
• Demonstrated experience as a SharePoint Designer.
• Demonstrated experience leading matrixed technical resources to deliver solutions.
• Demonstrated experience adding new features, optimizing, scaling, or improving stability and
performance of Applications.
• Demonstrated experience using JavaScript (JS).
• Demonstrated experience developing on low-code, no-code platforms (i.e., ServiceNow, Salesforce, and Sharepoint)
• Demonstrated experience automating configuration and provisioning of cloud resources.
• Demonstrated experience configuring and administrating Amazon Linux, and Windows OS.
• Demonstrated experience automating and scripting using Bash and Terraform.
• Demonstrated experience installing and managing Apache, Tomcat and Express servers.
• Demonstrated experience administering databases like MySQL.
• Demonstrated experience administering no-SQL databases like MongoDB.
• Demonstrated experience providing instruction, and mentoring as relates to Agile development
methods and technical skills development.
• Demonstrated experience managing projects, tracking schedules and milestones.
