Job Summary

The Facilities & Maintenance Manager is responsible for the safe, reliable, and cost-effective operation, maintenance, modernization, and continuous improvement of all facility infrastructure, utilities, production equipment, tooling support systems, and maintenance personnel at QCCCF. This position serves as a key member of the site leadership team and is responsible for establishing a world-class reliability and asset management program supporting cartridge case production and future manufacturing expansion.

Primary Responsibilities:

• Ensure compliance on all relevant laws, regulations, and policies affecting defense contracts and procurement.
• Coordinate with intercompany leadership, contractors, suppliers and other stakeholders to ensure compliance with program requirements, quality and deadlines.
• Lead all maintenance, facilities, and utility operations across the QCCCF campus.
• Develop and execute preventive, predictive, and corrective maintenance programs.
• Manage maintenance personnel, contractors, and service providers.
• Support production operations through high equipment availability and reliability.
• Develop annual operating and capital budgets.
• Establish reliability-centered maintenance and asset management practices.
• Lead modernization and facility improvement initiatives.

Manufacturing Systems Supported:
o Deep draw and transfer presses.
o Heat treat furnaces and quench systems.
o Plating and phosphate coating systems.
o Material handling systems and cranes.
o Compressed air systems.
o Electrical distribution systems.
o HVAC and environmental systems.
o Water and wastewater systems.
• Reliability & Asset Management.
• Implement CMMS-based maintenance planning and scheduling.
• Develop critical asset rankings and lifecycle management plans.
• Track MTBF, MTTR, PM completion rates, and equipment uptime.
• Lead root cause corrective action investigations.
• Implement predictive maintenance technologies including vibration analysis and thermography.

Safety, Environmental & Compliance:
o Ensure compliance with OSHA, environmental permits, Army regulations, and contract requirements.
o Lead Lockout/Tagout and maintenance safety programs.
o Support emergency response planning and incident investigations.
o Participate in government audits and inspections.

Capital Projects & Modernization:
o Develop and manage facility modernization roadmaps.
o Support installation and commissioning of new production equipment.
o Manage facility upgrades and infrastructure projects.
o Provide technical leadership for industrial base expansion initiatives.

Performance Metrics:
o Equipment uptime.
o Preventive maintenance completion rate.
o MTBF and MTTR performance.
o Maintenance budget adherence.
o Safety performance.
o Utility cost reduction.
o Facility condition index improvements.

Other projects and assignments supporting this or other programs as needed by Management.

Qualifications
• Candidates must be considered ITAR Authorized US Persons as defined under 22 CFR 120.62.
• Candidates must be lawfully permitted and comfortable working in facilities with access to firearms and munitions.
• This facility is located inside a military installation; candidates must be lawfully eligible to enter a military installation.
• Bachelor’s degree in Engineering, Facilities Management, Engineering Technology, or related discipline.
• 10+ years industrial maintenance experience.
• 5+ years maintenance leadership experience.
• Experience with heavy industrial manufacturing environments.
• Strong knowledge of reliability engineering and maintenance management.

Preferred Qualifications:
• Experience in ammunition, defense, aerospace, metals, or heavy manufacturing.
• GOCO facility experience.
• CMRP certification.
• PMP certification
• Lean Six Sigma certification Quality Systems experience preferred, ISO 9001:2015 experience strongly preferred.

Physical Demands & Abilities:
• This position reports onsite in Quad Cities Iowa.
• Regularly spend long hours sitting and using office equipment and computers.
• Regularly move from sitting to standing positions effortlessly, being able to walk the facility, climb stairs, exert or lift upwards of 25lbs regularly.
• Frequently work on projects that require deadlines, this may require working evenings or occasional weekends to meet deadlines.
• Occasional domestic travel will be required.

Working Conditions:
• Work will be completed in a climate-controlled manufacturing environment and may require some business travel to Department of War sites, trade shows & conferences, customers and suppliers will be required as business conditions need.
