Role Summary
The Senior Specialist Hong Kong owns the full spectrum of HR functions in Hong Kong, combining hands-on HR generalist execution with an elevated, advisory level of engagement. This role serves as a key point of contact for employees and managers, provides HR guidance to local leadership, and ensures smooth, compliant HR operations while delivering a positive employee experience.
The position focuses on recruitment, HR operations, employee relations, payroll coordination, and leave management, while ensuring compliance with local labour laws and company policies, and also serves as backup payroll support for the broader APAC region as needed.
This position will also play a key role in maintaining a healthy and thriving organizational culture that prioritizes taking care of the Rand team. This role works closely with the Regional People & Culture Manager (APAC) and the global People & Culture team based in the US to support regional HR strategy and initiatives.
Essential Functions
HR Business Partnership & Strategic Support
- Act as a trusted HR advisor to Hong Kong leadership and team members, providing guidance on HR policy, people matter, and workplace issues.
- Support the implementation of regional and P&C strategies and initiatives within the Hong Kong office.
- Analyze local HR metrics and data (headcount, turnover, recruiting pipeline, leave trends) to inform decision-making and highlight areas for improvement.
- Support change management and organizational development efforts locally, in partnership with the Regional P&C Manager and Global Director, P&C.
- Drive cultural initiatives that foster a positive, engaged and high-performing workplace.
- Serve as backup support for payroll processing across the APAC region during team leave or peak periods, in coordination with the Regional P&C Manager.
Recruitment & Talent Acquisition
- Manage end-to-end recruitment for Hong Kong, including job postings, sourcing, screening, interview coordination, and offer management
- Partners with hiring managers to understand hiring needs and provide market insights
- Coordinate onboarding processes to ensure a smooth new hire experience.
HR Operations
- Prepare employment contracts, letters, and HR documentation in compliance with Hong Kong regulations.
- Maintain and ensure that employee records in HRIS are accurate and kept confidential.
- Support day-to-day HR operations, policies, and procedures.
- Oversee employee leave management (annual leave, sick leave, statutory leave, etc. in accordance with Hong Kong Employment Ordinance.
Payroll & Benefits Administration
- Coordinate monthly payroll processing with external payroll vendors, ensuring accuracy and timeliness
- Manage payroll-related matters including salary changes, bonuses, commissions, and final payments
- Support benefits administration and renewal processes
Employee Relations
- Act as a trusted point of contact for employee queries and concerns
- Provide guidance on HR policies, performance issues, and workplace matters
- Support disciplinary processes, investigations, and conflict resolution where required
Compliance & Reporting
- Ensure compliance with Hong Kong Employment Ordinance and other relevant labour laws
- Maintain proper HR documentation and audit readiness
Employee Engagement & Culture
- Support employee engagement initiatives, recognition programs, and company events
- Promote a positive, inclusive, and high-performing workplace culture
Others
· Any other ad-hoc duties / projects assigned.
Core Competencies
- Strong knowledge of Hong Kong Employment Ordinance and HR practices
- Good understanding of payroll processes and statutory requirements (e.g., MPF)
- Strong interpersonal and communication skills
- Ability to handle sensitive matters with professionalism and confidentiality
- Strong organizational skills with the ability to multitask and prioritize
- Proactive, hands-on, and solutions-oriented mindset
- Proficiency in Microsoft Office (Excel, Word, Outlook, Teams)
- Demonstrated ability to combine hands-on HR execution with sound, advisory-level judgment in a multicultural, fast-paced environment
- Strong analytical and problem-solving skills
- Ability to work independently and manage multiple priorities with minimal supervision
- Fluent in English; proficiency in Cantonese and/or Mandarin strongly preferred
- Familiarity with AI tools plus
Education and Requirements
- Bachelor’s degree in human resources, Business Administration, or related field
- 5–7 years of progressive HR generalist / HR business partner experience, with hands-on experience supporting the Hong Kong market
- Experience in full cycle recruitment, payroll coordination, and employee relations
- Familiarity with HRIS systems (e.g., Paylocity or similar) is an advantage
- Prior exposure to multi-country or regional HR/payroll support across APAC is a strong advantage
- Ability to travel within the APAC region
