MSB Analytics is seeking a full-time Shipping and Receiving Clerk to support the Naval Medical Research Command in Silver Spring, Maryland. The contract labor category for this position is Administrative Receiving Clerk. The selected candidate will receive, inspect, document, research, track, and deliver packages, supplies, materials, and equipment supporting NMRC facilities and personnel.
The successful candidate must be dependable, safety-conscious, physically capable of performing regular receiving duties, and committed to providing responsive customer service. Accuracy is essential because the position is responsible for matching shipments to purchasing documentation, completing receiving records, resolving missing information, and ensuring items reach the proper NMRC location.
This is a fully on-site position. Telework is not a regular component of the role and may occur only when specifically authorized by the Government.
Key responsibilities- Receive, sort, count, inspect, unpack, log, and distribute incoming packages, supplies, materials, and equipment.
- Match incoming and outgoing shipments with purchase orders, packing slips, invoices, labels, and other supporting documents.
- Prepare and complete DD250 receiving documentation and other required receipt-and-acceptance records.
- Verify that receiving documentation is complete, accurate, and properly routed to the appropriate procurement or administrative office.
- Research packages that arrive with missing or incomplete purchase-order, recipient, department, laboratory, or location information.
- Communicate professionally with vendors, cardholders, purchasing personnel, customers, and other stakeholders to resolve shipment questions.
- Inspect shipments for visible damage, defects, shortages, or discrepancies.
- Record shipment discrepancies or damage and notify the appropriate supervisor or purchasing personnel.
- Deliver packages, supplies, and equipment to authorized NMRC departments and facilities.
- Obtain required signatures or other proof that deliveries were received and accepted.
- Ensure packages and shipments are appropriately opened and inspected before delivery to end users.
- Trace delayed or missing shipments and assist in responding to customer claims involving undelivered items.
- Maintain receiving databases, logs, delivery records, supporting documentation, and organized electronic and physical files.
- Prepare routine receiving reports, statistics, and supporting information for monthly contract reports.
- Safely use dollies, pallet jacks, forklifts, and other approved material-handling equipment.
- Assist with the authorized movement, pickup, delivery, transfer, or disposition of Government equipment.
- Maintain proper care of Government equipment, tools, supplies, and work areas.
- Follow applicable safety, environmental, infection-control, security, and operating procedures.
- Identify opportunities to improve receiving accuracy, customer service, workplace safety, and delivery efficiency.
- Complete required Government and company training and remain current on applicable procedures.
- Perform other shipping, receiving, delivery, and administrative duties within the scope of the contract.
- High school diploma or GED.
- At least three years of experience as a receiving clerk or in closely related shipping and receiving work.
- Ability to read, understand, and accurately complete shipping, receiving, purchasing, and delivery documentation.
- Ability to receive, track, inspect, document, and distribute materials, supplies, packages, and equipment.
- Ability to understand and follow established safety procedures.
- Knowledge of the safe operation and basic care of light material-handling equipment.
- Ability to maintain applicable quality, safety, environmental, and infection-control standards.
- Ability to regularly bend, squat, reach, push, pull, stand, walk, and lift packages or equipment weighing up to 60 pounds, with or without reasonable accommodation.
- Ability to regularly operate a dolly and pallet jack when loading, unloading, and delivering supplies and equipment.
- Forklift certification or ability to obtain the required certification before independently operating a forklift in support of the contract.
- Strong organizational, documentation, data-entry, and customer-service skills.
- Demonstrated dependability, attention to detail, and ability to work independently and collaboratively as part of a team.
- Ability to communicate professionally with vendors, customers, purchasing personnel, and Government stakeholders.
- Basic proficiency with email, databases, data entry, and Microsoft Office applications.
- U.S. citizenship.
- Ability to obtain and maintain a favorably adjudicated Tier 2 federal background investigation and Common Access Card.
- Ability to work full-time on-site at NMRC in Silver Spring, Maryland.
- Current forklift certification.
- Experience completing DD250s or other Government receipt-and-acceptance documentation.
- Experience matching shipments with purchase orders, packing slips, invoices, or procurement records.
- Experience researching packages with missing recipient, laboratory, location, or purchase-order information.
- Experience supporting the Department of Defense, Department of the Navy, or another federal agency.
- Experience working in a military, medical-research, laboratory, warehouse, or controlled-access environment.
- Experience using Government procurement, receiving, logistics, or property-management systems.
- Experience handling and delivering laboratory equipment, refrigerators, freezers, information-technology equipment, or other sensitive assets.
- Experience maintaining accurate and auditable shipment, delivery, and receiving records.
- Valid driver’s license and satisfactory driving record.
- Current CAC or favorably adjudicated federal background investigation.
The employee must be able to perform routine shipping and receiving work on a regular and continuing basis. Essential physical requirements include:
- Lifting and carrying packages, materials, supplies, or equipment weighing up to 60 pounds, with or without reasonable accommodation.
- Regularly bending, squatting, reaching, pushing, pulling, standing, and walking.
- Operating dollies, pallet jacks, forklifts, and other approved material-handling equipment.
- Loading, unloading, sorting, inspecting, and delivering packages and equipment.
- Moving between receiving areas, offices, laboratories, and other designated NMRC facilities.
This position is performed on-site at the Naval Medical Research Command, 503 Robert Grant Avenue, Silver Spring, Maryland.
The employee will generally work eight hours per day, Monday through Friday, excluding federal holidays. The work schedule must fall within the command’s operating hours of 6:00 a.m. through 6:00 p.m.
This position requires an average of 40 regular hours per workweek. Occasional travel to another Government or equipment location may be required in support of authorized pickup, delivery, or disposition activities.
Compensation and benefitsSalary: $50,000–$55,000 annually, based on relevant experience and qualifications.
This is a non-exempt position and is eligible for overtime compensation in accordance with applicable law and company policy. Overtime must be authorized in advance.
