The Building Plan Review & Compliance Officer performs specialized administrative, regulatory, and documentation tracking duties to ensure the Planning, Zoning & Building Department (PZB) complies with statutory building-permit, inspection, private provider, documentation, and reporting requirements. This position is responsible for monitoring statutory timelines, reviewing compliance documentation, updating workflows within the Enterprise Permit & Licensing (EPL) system, coordinating fee adjustments, maintaining internal controls, supporting private provider oversight, and ensuring audit readiness associated with legislative changes mandated by HB 803 and SB 1234.
Works as a member of the Permit Intake Team, under direct supervision of the Business Services Supervisor, following approved departmental policies and procedures. It supports the Town’s goal of improving permit turnaround times, enhancing internal compliance controls, maintaining audit readiness, and ensuring continued high-quality service to the community as private provider activity expands.
  • Monitors statutory timelines and compliance checkpoints required under Florida Statutes, including HB 803 and SB 1234.
  • Reviews and audits all permit documentation, including private provider submissions and compliance records.
  • Updates and maintains EPL workflows and compliance fields per statutory requirements.
  • Ensures Town compliance with statewide uniform permit application forms.
  • Tracks fee reductions and maintains controls for administrative fees.
  • Supports oversight of private provider registration and statewide registry requirements.
  • Reviews incoming permits for completeness, accuracy, and statutory alignment.
  • Prepares compliance documentation for audits and statutory reporting.
  • Provides administrative and technical support to the Permit Intake Team.
  • Serves as a compliance resource for staff on updated procedures and reporting requirements.
  • Maintains organized digital and physical records for audit readiness.
  • Coordinates compliance-related communication with Town staff and private providers.
  • Identifies workflow discrepancies and recommends improvements.
  • Ensures completion and accuracy of statutory notices and correspondence.
  • Assists with preparation of recurring compliance reports.
  • Provides other analysis and reviews as requested by the Director and Assistant Director of PZB.

  • Must possess a High School diploma or GED equivalent, Associate's Degree preferred.
  • Requires a minimum of five years of responsible technical or office support work experience in a professional office setting.
  • Customer service experience required.
  • Certified Permit Technician designation preferred.
  • Must have valid State of Florida Driver's License or the ability to obtain one within 30 days of appointment.

  • Knowledge of Florida building permit statutes, timelines, inspection authority, and private provider requirements.
  • Ability to understand and apply statutory definitions, required notices, revised permitting timelines, and reporting obligations.
  • Knowledge of compliance tracking, document auditing, and records management principles.
  • Ability to learn and utilize structured EPL workflows and compliance modules.
  • Strong organizational and multitasking skills to support high-volume permitting operations.
  • Effective written and verbal communication skills for interactions with applicants, private providers, and staff.
  • Ability to follow established departmental procedures while recommending improvements within approved guidelines.
