Job Description
The Information Technology Analyst is a journey level class responsible for ensuring the accessibility and security of the City's local and wide area networks and communication systems. The incumbent is expected to independently perform the full scope of assigned duties. The classification is distinguished from the next higher classification of Network Administrator in that the latter is expected to independently perform the full scope of assigned duties with only general supervision.
• Coordinates the City's computer local and wide area network and system activities to ensure hardware/software compatibility and compliance with policies, goals, and objectives.
• Assists in supporting the phone system and voice mail system; maintains servers, cabling, wiring, printers, scanners, and copiers.
• Installs new equipment, systems, programs, and software upgrades; interfaces computers to peripheral equipment; administers computer systems, usage, and programs.
• Meets with users and/or IT Project Manager to obtain and analyze various types user requirements; researches and analyzes system, user and programming requirements; performs program, system and data analysis; defines project scope; makes changes to existing specifications; prepares program implementation documentation; designs and develops new applications and re-writes , updates, enhances and/or modifies existing applications based on established specifications; performs quality assurance to ensure applications meet user needs and requirements.
• Assists in providing support for existing applications and systems software; provides technical answers to client requests for information on system use; responds to trouble calls and requests for minor software modifications; troubleshoots and resolves application software problems; assesses , reviews and researches system operational problems and functionality.
• Assists and/or participates in the evaluation and development of new and enhanced systems and applications; meets with users to determine project objectives and goals, determine feasibility, discuss system design and maintenance and identify future system needs and allowances for new technology; determines hardware and software needs; identifies detailed project requirements and develops system designs; develops or assists in developing specifications; develops and/or modifies and implements computer systems to meet user requirements.
• Develops and executes test plans; creates test data; performs thorough program and system testing according to test requirements.• Provides technical information and advice about the various City information systems; assists computer users through instruction and training.
• Participates in the design and development of City and departmental websites; may serve as webmaster for City websites, including future sites the City may manage or create; may create design standards and guidelines for same.
• Evaluates, troubleshoots, diagnoses, and resolves computer hardware, software, network, related equipment, and communication connectivity problems and coordinates resolution with vendors; determines when service calls are needed.
• Identifies opportunities for improving service delivery methods and procedures; analyzes and evaluates new applications.
• Consults with users to develop required network services for the future; monitors existing programs to improve performance; confers with vendors and recommends procurement of network and communication products and services; assists end-users and provides instruction concerning computer systems and applications.
• Creates reports, presentations and other special documents through database and report writing tools.
• Performs technical writing duties in the development and production of system documentation, instructional and procedural manuals.• Coordinates and conducts training for client users on assigned systems or applications.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.
OTHER DUTIES: (include but are not limited to the following)
• Assists with budgets for special projects as assigned.
• May respond to after hours calls as required, and attend Council or Commission meetings, or other City events to provide audio/visual/Wi-Fi technical support.
• Performs other related duties as required.
MINIMUM QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)
Education:
The required qualification is to possess a Bachelor's degree from an accredited college or university in Computer Science, Information Technology, or a related field.
Experience:
The required qualification is to possess three years of increasingly responsible professional experience in information technology, including experience in local- and/or wide-area network management and administration.
License/Certificate:
Possession of a valid Class C California driver's license;

Modern principles, practices, and techniques of information technology including Microsoft Windows Networking environment, Naviline Java-based financials, IBM E Series server with AS 400 operating system, and HTE financial software; organization and management practices as applied to the analysis and evaluation of local- and wide-area network and communication system programs, policies, and operational needs; methods, materials, and equipment used in installing, maintaining, testing, and repairing communication systems, PCs, peripheral equipment, and security cameras; security; integrity, and functionality of data applications; various network software packages and data processing applications and programs; computer operating systems; methods and techniques of program development, implementation, operation, and evaluation; basic principles of mathematics; applicable federal, state, and local laws, codes, and regulations; methods and techniques of scheduling work assignments; standard office procedures, practices, and equipment; modern office practices, methods, and equipment, including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling, and grammar; occupational hazards and standard safety practices
Skill to:
Operate an office computer and a variety office and financial software applications; operate various equipment, communication, and network systems.
Ability to:
