GENERAL STATEMENT OF DUTIES
Works under the direction of the Chief Financial Officer. The primary function of this position is to oversee countywide grant compliance by providing technical expertise and coordinating the planning, development, oversite, and implementation of grant policies and procedures. Advises Chief Financial Officer of any grant-related issues, including new compliance standards, and ensures county policies and procedures are updated to comply with those standards.May also assist in compiling the annual county budget from initial budget adoption through the various budget amendments. Provide budget and financial analysis as needed and advises Budget Team on budget issues and recommendations.
SUPERVISION RECEIVED
Work under the general supervision of the Chief Financial Officer, who establishes goals and reviews results for conformance to department standards and legal requirements.
SUPERVISION EXERCISED
Provide supervision, direction, and leadership for technical and professional staff. Selects, trains, and evaluates personnel; provides for staff training and professional development; works with employees to correct performance deficiencies; and implements disciplinary procedures as needed.
- Oversees the American Rescue Plan Act (ARPA) federal grant funds for the county and manages compliance with quarterly and annual reporting requirements. Develops process and procedures for compliance with federal requirements. Monitors Subawards and Disbursement process to ensure compliance with allowable use of grant funds. Creates and maintains public website on project and expenditure status of grant award. Monitors Subrecipients and compliance with 2 CFR 200 Uniform Guidance requirements. Provides training and technical guidance to subrecipients and departments in order to adhere to ARPA federal guidelines. Reports regularly to Board of Commissioners, Chief Administrative Officer, and Chief Financial Officer regarding status of ARPA awards and projects. Works with Treasurer to monitor and project cash flow impact over ARPA grant performance period. Maintains proper documentation and supporting workpapers for Single Audit Requirements.
- Provides direction and technical assistance with grants administration, including oversight of the grant application process, grant contracts and awards, as well as establishing policies and procedures to ensure countywide compliance with grant requirements. Provides oversight of the subrecipient monitoring process and ensures departments are complying with federal monitoring requirements. Develops or updates policies and procedures to ensure county compliance with various federal, state, and local laws and regulations.
- Oversees preparation of the Schedule of Expenditures of Federal Awards and assists external auditors in the annual Single Audit and submission of the Data Collection Form to the Federal Audit Clearinghouse. May assist with development of the annual county budget (and any subsequent budget processes throughout the year) by providing analysis of budget assumptions, reviewing department budget requests, formulating budget recommendations and providing support to the Budget Officer, Budget Team and Budget Committee.
- May be asked to assist with financial forecasting, trend analysis, economic outlooks, etc. to assist in the budget process and labor negotiations.
- Analyzes, interprets, applies, and makes recommendations regarding new and revised state and federal statutes, rules and regulations that effect county budget or grant administration. Coordinates with county Risk, Legal and Board's office to minimize the county’s liability exposure.
- Supervise, train, develop, and mentor staff daily. Review staff work and conduct regular performance reviews.

EXPERIENCE AND TRAINING
- Bachelor's degree in business or public administration, finance, accounting, economics or related field; AND
- Five years of responsible experience in the field of budgeting and grant management or administration; OR
- Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County.
SPECIAL REQUIREMENTS:
- Must pass a criminal history background investigation; however, conviction of a crime may not necessarily disqualify an individual for this classification.
- This is a full-time salaried position, which is not eligible for overtime.
- This position is not represented by a union.
- Typical schedule: Monday - Friday, days, with flexibility depending upon the needs of the department.
KNOWLEDGE, SKILLS, AND ABILITIES
Thorough knowledge of creating and managing a large budget, preferably budgets that adhere to Oregon Local budget law. Knowledge of financial economics and statistical analysis techniques, knowledge of management practices and procedures.
Possess the ability to analyze historical data and interpret economic trends. Understanding of grant compliance concepts and practices. Knowledge of generally accepted accounting principles and auditing standards and practices. Knowledge of federal and state laws and regulations pertaining to the administration of and compliance with federal grants and contracts. Demonstrate knowledge of Uniform Grant Guidance, Code of Federal Regulations, and other federal procurement and cost principles, working knowledge of federal, state, and local statutes. Knowledge of financial auditing and practices, including grant administration and Single Audit reporting requirements.
Skill and ability to plan, organize and direct operations of professional staff, communicate effectively both orally and in writing; establish and maintain cooperative working relationships with individuals from diverse groups and backgrounds, whether members of the public, management, or coworkers.
