We are seeking a senior infrastructure leader with strong regional market experience, established public agency relationships, and the ability to lead multiple practice areas through trusted local leads. This is a seller-doer executive leadership role for someone who can grow the practice, strengthen client relationships, mentor senior regional leaders, and help position LiRo-Hill for larger and more strategic infrastructure opportunities across the Northeast.

Responsibilities

  • Lead the growth, coordination, and strategic direction of LiRo-Hill’s infrastructure engineering practice across NYC, New York State, New Jersey, and New England.
  • Serve as a senior client-facing leader for infrastructure opportunities with agencies, authorities, municipalities, and public-sector clients across the greater New York, New Jersey, and Northeast markets.
  • Provide leadership across transportation and infrastructure service areas, including bridge, roadway/highway, traffic, hydrology and hydraulics, bridge inspection, load rating, rehabilitation, and related civil/structural infrastructure work.
  • Support and guide regional infrastructure leads, including local bridge and transportation leaders, while maintaining accountability for growth, quality, staffing, and financial performance.
  • Lead and support business development efforts, including client engagement, pursuit strategy, teaming, proposal development, interviews, and industry participation.
  • Oversee project delivery performance for infrastructure assignments, including scope, schedule, budget, staffing, quality, risk management, and client communication.
  • Coordinate multidisciplinary resources across LiRo-Hill’s civil, structural, transportation, architecture, MEP, environmental, and construction management teams.
  • Strengthen internal standards, technical delivery practices, QA/QC processes, and resource sharing across offices and regions.
  • Mentor, develop, and recruit senior technical and project management staff to support continued growth of the infrastructure practice.
  • Monitor and manage utilization, project financial performance, backlog, forecasting, and staffing needs in coordination with department and regional leadership.
  • Represent LiRo-Hill at industry events, professional organizations, agency meetings, and strategic client engagements.

Qualifications
  • Bachelor of Science in Civil Engineering, Structural Engineering, or a related engineering discipline; Master’s degree preferred.
  • 15+ years of progressive infrastructure engineering experience, with significant leadership responsibility in transportation, bridge, roadway, or related public infrastructure markets.
  • Professional Engineer (PE) license required; New York PE strongly preferred. Additional licensure in New Jersey, Massachusetts, or other Northeast states is a plus.
  • Strong experience in the New York, New Jersey, or broader Northeast infrastructure market, with established relationships and credibility with relevant city, state, authority, and regional public agency clients.
  • Demonstrated success leading business development, client relationships, major pursuits, and growth of engineering services or practice areas.
  • Strong understanding of bridge, roadway, transportation, inspection, rehabilitation, and related civil/structural infrastructure delivery.
  • Proven ability to lead senior professionals, manage through regional leads, and develop high-performing technical and project delivery teams.
  • Strong project management and operational background, including staffing, financial performance, risk management, and quality oversight.
  • Excellent written, verbal, presentation, leadership, and organizational skills.
