The San Diego County Water Authority is an independent public agency that serves as San Diego County's regional water wholesaler. The mission of the Water Authority is to provide a safe and reliable water supply to its 22 member agencies serving the region's $268 billion economy and 3.3 million residents.

The Water Authority is executing a long-term strategy to diversify the region's supplies, make major investments in the region's water delivery and storage system, and improve water use efficiency. Through dynamic leadership, thoughtful planning, and prudent fiscal policies, the Water Authority is cost effectively managing the region's water portfolio, while continuing to diversify supplies to enhance current and future reliability.

The Operations & Maintenance Department
The Operations and Maintenance (O&M) Department is responsible for operating the Water Authority's aqueduct delivery system; ensuring facility security and emergency preparedness; and maintaining and managing the fleet and various other assets. Specifically, the department controls water deliveries to meet member agency demands; manages dam and reservoir operations; ensures water quality; oversees water treatment plant and power generation operations; maintains all vehicles and heavy equipment; provides electro-mechanical support; implements the Asset Management Program (AMP); complies with all applicable environmental regulations; and develops and manages computerized Supervisory Control and Data Acquisition (SCADA) and system maintenance programs.

The Fleet Maintenance Division
The Fleet Maintenance Division is responsible for maintaining and repairing light and heavy-duty vehicles, managing vehicle and equipment acquisition and disposal, overseeing mobile bridge crane operations, fabricating equipment, and conducting vehicle accident investigations.

We’re looking for someone who has:

  • Hands-on mechanical experience, including working on vehicles or construction equipment (trade school or military experience also considered).
  • A strong interest in learning about a variety of vehicles, including gasoline, diesel, and alternatively fueled types, or a good understanding of how they operate.
  • Familiarity with tools and diagnostics, including hand/power tools, welding equipment, and computerized systems.

The Fleet Mechanic I is responsible for diagnosing, maintaining, repairing, and overhauling a wide range of vehicles and equipment, including diesel, gasoline, and alternatively fueled heavy and light trucks, construction equipment, and automobiles. This position also involves operating various hand, power, and shop tools, and performing related duties as assigned.

Distinguishing Characteristics
The Fleet Mechanic I is the entry-level class in the Fleet Mechanic series. Initially under direct supervision, incumbents learn and perform a variety of semi-skilled and skilled duties in the maintenance, repair and servicing of a wide variety of motorized vehicles and equipment. This class is alternately staffed with Fleet Mechanic II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications for the higher level class.

Representative Duties
The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the class.
  • Diagnoses and performs major and minor repairs and overhauls to engines, involving inspection and replacement of broken or worn parts such as pistons, piston rings, valves, bearings, fittings, wrist pins, gaskets, etc.; inspects, troubleshoots, diagnoses, repairs, cleans, adjusts and installs fuel, ignition, electrical and cooling systems involving repair and replacement of such parts as carburetors, fuel pumps, spark plugs, starter motors, distributors, generators, voltage regulators, wiring switches, batteries, radiators, thermostats, water pumps, etc.
  • Diagnoses, repairs and adjusts steering mechanisms and other controls, checking and aligning wheels.
  • Inspects, services and repairs vehicle braking systems.
  • Repairs vehicle body and chassis parts, using hand and power tools, electric arc and oxyacetylene welding equipment; prepares, paints and maintains vehicle body surfaces.
  • Road tests vehicles; drives truck or equipment as required; inspects vehicles in the shop and field.
  • Services and repairs vehicle air conditioning and heating systems.
  • Diagnoses vehicle electronic computer systems using computerized diagnostic equipment.
  • Tests, inspects, services and adjusts vehicle smog control systems.
  • Diagnoses and performs major and minor repairs to transmissions, transfer cases and differentials.
  • Diagnoses and performs electrical, hydraulic and other repairs in the field.
  • Performs preventive maintenance work on construction equipment, heavy trucks, back-hoes, automobiles, light trucks and other equipment.
  • Reads and interprets manuals, drawings, specifications and wiring diagrams.
  • Installs vehicle and equipment glass.
  • Estimates labor, material and equipment required to complete assignments.
  • Diagnoses, repairs and maintains vehicle air brakes, hydraulic systems and associated power take-off equipment.
  • Modifies and fabricates new parts for truck bodies and similar equipment; performs skilled electric and oxyacetylene welding tasks in repairing and modifying vehicles.
  • Installs and repairs power take-off equipment such as electric cranes, hoists and hydraulic lift equipment.
  • Repairs, balances, mounts and installs vehicle tires.
  • Inspects, services, maintains and repairs a wide variety of small engines on motorized equipment.
  • Installs, services, maintains and repairs vehicle voice radios and telephones.
  • Reads and interprets blueprints, sketches and rough drawings.
  • Performs preventive maintenance and service work, including tune-ups, checking and replenishing fluid levels, replacing hoses, belts, batteries, wiper blades, bulbs, lamps; may clean vehicles.
  • Designs, modifies and fabricates specialized tools and equipment from drawings, blueprints and verbal instructions.
  • Operates and/or inspects a variety of vehicles and equipment including forklifts, backhoes, and cranes; delivers heavy equipment to job sites as necessary.
  • Makes oral and written reports of work performed; completes forms and keeps accurate manual and computerized maintenance records.
  • Ensures proper safety precautions are observed.
  • Assists in system shutdowns as necessary.

Working Hours and Schedule: Employees assigned to work at the Escondido office work a 4/10 schedule, Monday – Thursday, during normal business hours. Normal business hours are 6:00 a.m. to 4:30 p.m.

24-Hour Call Out: Employees in this classification are subject to 24-hour call out.
The qualification guidelines generally describe the knowledge and ability required to enter the job in order to successfully perform the assigned duties. Any combination of experience and training that would provide the required knowledge, skills and abilities will be considered.

Equivalent to the completion of the twelfth grade; and two years of journey level experience in the maintenance and repair of vehicles or construction equipment.

A Fleet Mechanic I may be considered for advancement to Fleet Mechanic II after demonstrating proficiency to perform the full range of duties of the latter class. Proficiency criteria and the process for demonstrating performance at the levels established in the criteria are established jointly by hiring authorities and the Human Resources Manager and are described in a separate document.

Licenses and Other Requirements
A valid California driver's license, Class A, or the ability to obtain one within six months of date of hire, and the ability to maintain insurability under the Water Authority's Vehicle Insurance Policy.
