Position Summary:

The Data & Enrollment Specialist (DES) is responsible for managing and monitoring child and family data across the program ensuring Head Start standards are met and maintained at all MHEL and partnership sites. The DES will ensure accountability to timelines and requirements to Head Start Program Performance Standards, and organizational tracking and reporting frameworks. The DES will analyze and interpret data and provide reports and reporting dashboards for the diverse internal and external constituencies. The DES will maintain enrollment records and support billing services. This position will be a primary contact for the child and family data management system.

Essential Job Functions:

  • Maintains accountability and quality control for all family and child data systems utilized by the Agency to assure compliance with program performance standards, regulations and requirements within the agency’s mission, vision, values, philosophy, and business operations
  • Establishes data quality standards and collaborates with team leads across departments to ensure standards are met
  • Develops expertise and utilizes all program software systems with accuracy and assures timely completion of data entry for all required program elements
  • Develops, coordinates and produces monthly, quarterly, and annual reports as needed by the program for management, state and federal reporting requirements
  • Enters a variety of program related data in program data management systems; data, child files, credentials upload and monitored on a spreadsheet.
  • Ensure compliance of enrollment with selected Head Start Performance Standards and Agency policy and procedures
  • Maintains integrity of family & child data information system by troubleshooting, problem solving and applying current updates
  • Streamlines record-keeping, tracking and monitoring systems to ensure appropriate use of data management systems (makes recommendations for improvements to systems as needed)
  • Creates new staff user access and trains staff on database systems as identified by individual departments
  • Formulates, implements and enforces proper data collection tools, instructions and procedures
  • Enter data, verify accuracy and maintain enrollments in computer system and household file including household information, authorizations, attendance, transfers and terminations,
  • Enroll children into Colorado Universal Preschool (UPreK) according to program requirements; process and reconcile pupil counts monthly
  • Enroll children into Denver Preschool Program (DPP) according to program requirements also submit and reconcile attendance reports monthly
  • Review, process and maintain childcare program income eligibility forms; process eligibility re-determinations for DPP; UPreK;
  • Provide feedback and trend data necessary for long range planning; to include the use of database search criteria for reports
  • Assist with audits as needed
  • Complete forms and reports accurately and on a timely basis
  • Maintain professional and effective working relationships with co-workers and Agency staff
  • Other duties as assigned

Position Qualifications/Certificates/Licenses (Preferred) :

  • Associate’s degree in information management, or related field
  • Two years proven working experience providing data accountability to various constituencies
  • Proficiency with computer-based software including Word, Excel, and Windows and the ability to learn various computer software
  • Adept at queries, report writing, and presenting findings
  • Ability to communicate effectively in both oral and written communications
  • Ability to work individually and as a team member

Essential Physical Requirements:

· Conduct activities involving standing, walking and a majority of sitting

· Lift, carry, push, and/or pull a burden weighing up to 50lbs

· Understand and manipulate office equipment and similar other tools and materials

· Work with hands above shoulder height with a weight up to 5lbs

· Work with arms extended at shoulder height with a weight up to 5lbs

· Participate in routine conversation in person or via telephone and distinguish telephone, radio/pager signals, alarms and other auditory tones
