About This Position

The Broward County Board of County Commissioners is seeking qualified candidates for two Library Regional Manager positions in the Libraries Division’s Collection Management section and Central Cluster, who are dynamic, innovative, and passionate about public libraries and providing high quality (SUNsational) public service to a culturally rich and diverse community. Additional vacancies may be filled from this recruitment. This position may be assigned to any location within the Libraries Division based on operational needs.

The purpose of this position is to perform highly responsible professional work at the administrative level of the library system while leading a major operational unit of the Libraries Division. This position works under administrative supervision, developing and implementing innovative programs within organizational policies and reports major activities to executive level administrators through conferences and reports. Specifically, there are seven Regional Managers that direct the function of the Libraries Division in the following County-wide service sections: Collection Management, Community Engagement, and flagship libraries. Additionally, the Regional Library Manager position is responsible for either the North, Central, or South cluster of the Libraries Division. The Library Regional Manager provides a highly visible leadership presence for a major unit and is responsible for developing the professional skills of personnel, creative problem solving, contributing to the successful completion of the Division’s mission, vision, and objectives, and developing collaborative relationships with a variety of stakeholders.

This position must be able to demonstrate strategic problem solving, effective collaboration skills and model inclusive leadership abilities. They must also demonstrate the following competencies:
• manage budgets, resource allocation, and contract adherence, particularly as it relates to grants
• enhance public service delivery to improve the customer experience
• identify and develop effective strategies to address public service challenges
• communicate skillfully to positively influence others and outcomes
• lead or participate in effective work groups
• contribute to a positive library environment that supports outreach to non-traditional library users
• represent the Libraries Division’s objectives when collaborating with local community organizations, other governmental entities, and educational partners
• provide guidance to managers and supervisors in addressing operational and performance management concerns
• develop, interpret, and implement County and library policies and procedures

This position must be able to:

This position will also perform related work as assigned and may be assigned to work at any library location based on operational needs.

Minimum Education and Experience Requirements

Requires a Master's degree accredited by the American Library Association or an equivalent international degree related to library services, or a Master's degree in a field relevant to area of assignment.

Requires five (5) years of professional library experience or experience relevant to area of assignment; including four (4) years of relevant supervisory experience.

  • Master's degree or higher in Education or related field that is separate but relevant from the Minimum Qualifications. (i.e. Public Administration, Social Work, Business Administration).
  • Doctorate relevant to area of assignment

  • Post Master Certificates in related fields
  • Certificate in Library Leadership and Management
  • Four (4) or more years' experience in project planning and management, including operational and logistical experience for new service delivery
  • Four (4) or more years' experience managing and/or developing a system-wide plan of service for programs and services
  • Four (4) or more years' experience designing large scale services for low-literacy, disadvantaged, marginalized, and special populations delivery
  • Four (4) or more years' experience forming and maintaining partnerships or relationships with community groups, vendors, donors, educational partners, and other stakeholder agencies to further organizational goals
  • Four (4) or more years' experience in establishing effective relationships with vendors, donors, organizations, educational institutions to further organizational goals
  • Four (4) or more years' experience in grant writing and implementation
  • Four (4) or more years' experience managing a system-wide collection development plan for a multimillion dollar budget, and experience with vendors for procurement, digital records, and shelf ready materials
  • Three (3) or more years or more purchasing and budget management experience with system-wide library materials.

General Description

Performs highly responsible professional work at the administrative level of the library system.

Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

Duties and Responsibilities:

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Manages overall planning and supervision of the provision of service in one or more branch libraries and programming activities in the region; supervises and evaluates a number of subordinate employees and serves as next in charge for staff they supervise; counsels staff and provides appropriate disciplinary actions to various staffing levels in accordance with corresponding collective bargaining agreements and county procedures.

Supervises subordinate employees in handling cluster customer complaints and concerns, and resolving customer complaints and concerns effectively and quickly; answers similar customer concerns referred by customer service.

Plans and implements regular cluster and section supervisors meetings, as well as regional Friends of the Library meetings; presents to meeting attendees information on library policies and services, and responds to their requests and concerns.

Oversees large programs and projects and works with library staff to support project initiatives; develops or assists in developing policies, procedures, and library plans of service.

Represents Broward County Library Division to customers, library partners, Friends of the Library and other library professionals and government agency personnel for the resolution of customer and staff concerns, development of partnerships and community contacts.

Serves as Library representative on Human Resources Division panels for qualifying/selecting candidates for library positions; participates in the interviewing, selection and training of staff for the library.

Maintains an active Friends of the Library group and serves as liaison to ensure adherence to proper procedures; works closely with the President and Board for the Friends of the Library.

Implements and monitors operation of special projects, programs, and grants; represents the library to the public, other divisions, government officials, state agencies, and non-profit groups.

Performs related work as assigned.
