Position Overview
CRI is seeking a highly experienced Acquisition Management Analyst to provide comprehensive acquisition lifecycle support to federal program offices. This role supports contracting and acquisition operations by assisting with requirements development, pre-solicitation documentation, proposal evaluation support, process improvement initiatives, and acquisition knowledge sharing. The ideal candidate will possess deep expertise in federal acquisition regulations, strong analytical skills, and the ability to collaborate effectively with contracting officers, program offices, and technical experts.
Key Responsibilities
Requirements Documentation Support
- Assist federal program office in defining, refining, and articulating acquisition requirements with clarity, precision, and compliance.
- Review and validate requirements documentation to ensure completeness, accuracy, and lack of ambiguity.
- Participate in pre-proposal conferences as required.
- Coordinate with technical subject matter experts to incorporate input into solicitation development.
Pre-Solicitation Documentation Development
- Collaborate closely with program offices and Contracting Officers to develop complete and compliant pre-solicitation packages.
- Prepare and support acquisition documentation, including but not limited to:
- Acquisition Plans (AP)
- Independent Government Cost Estimates (IGCE)
- Market Research Reports
- Sole Source and Limited Source Justifications
- Statements of Work (SOW)
- Statements of Objectives (SOO)
- Performance Work Statements (PWS)
- Quality Assurance Surveillance Plans (QASP)
- Evaluation Criteria
- Justifications & Approvals (J&A)
- Ensure all documentation aligns with FAR requirements and agency policies.
Proposal Evaluation Advisory Support
- Under the direction of the Contracting Officer, provide advisory and analytical support to program offices and Source Evaluation Teams (SET).
- Assist with proposal reviews and evaluation activities in accordance with approved evaluation plans and procurement regulations.
Procurement Activity Tracking & Reporting
- Support program offices in tracking acquisition milestones and procurement activities throughout the acquisition lifecycle.
- Provide regular updates, status reports, and visibility into procurement progress to stakeholders.
Knowledge Sharing & Training
- Develop and deliver acquisition-focused knowledge sharing and training sessions.
- Conduct training in group or one-on-one settings, both on-site and via video teleconference.
- Cover all phases of the acquisition lifecycle to enhance agency acquisition capability and understanding.
Process Improvement Initiatives
- Identify opportunities to improve efficiency, effectiveness, and compliance within acquisition and contracting processes.
- Provide actionable recommendations and support implementation of approved process improvements.
Data Collection & Management
- Gather, validate, and maintain acquisition-related data from multiple sources.
- Consolidate information into centralized repositories to support reporting, analysis, and informed decision-making.
Required Qualifications
- Bachelor’s Degree and 8+ years of relevant experience (Federal Government, DoD procurement, or acquisition experience preferred).
- Expert-level knowledge of the Federal Acquisition Regulation (FAR).
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Ability to obtain and maintain a Public Trust clearance.
Preferred Qualifications
- Master’s Degree.
- One or more professional certifications:
- DAWIA Level II or III
- FAC-C Level II
- CFCM, CPCM
- PMP
