About the role

Peregrine Solutions, Inc. is seeking a Senior Construction Project Manager to serve as an Owner's Representative providing oversight of assigned construction projects and activities, including large-scale new federal construction on campus environments. The Senior Project Manager is responsible for managing change order activity, RFIs, pay application reviews, project schedules, and cost controls, while coordinating closely with contractors, designers, and internal project teams. This role requires strong organizational skills, deep technical knowledge of building systems, and the ability to manage multiple concurrent workstreams — including projects that are still in active design while construction is underway — with accuracy and clear, consistent communication.

Program & Project Management

• Serve as the Owner's primary representative across all active construction phases of a large-scale, secure government campus program through post-construction and activation
• Provide integrated oversight and coordination of the full program, ensuring alignment among all participating parties including: Owner, designer, contractor, and stakeholders.
• Maintain and enforce program-wide management plans, protocols, and communication standards consistent with CMAA Standards of Practice
• Facilitate and document all Owner-level meetings and program governance activities; ensure decisions and action items are clearly recorded and followed through

Cost Management

• Monitor and track program budget status across all active construction phases; analyze cost trends and variances and communicate findings to the Owner on a regular basis
• Advise the Owner on potential cost risks, opportunities, and emerging budget pressures before they become critical
• Facilitate review and evaluation of cost-related submittals, change events, and pay applications on behalf of the Owner; present findings and recommendations to support informed Owner decision-making
• Maintain a forward-looking cost forecast; keep the Owner apprised of projected expenditures relative to program budget at all times

Schedule Management

• Monitor overall program schedule performance and analyze schedule submissions for accuracy, logic, and alignment with program milestones
• Identify potential schedule risks and delays early; communicate concerns to the Owner proactively and facilitate look-ahead planning sessions to keep the program on track
• Coordinate schedule interdependencies across multiple concurrent active construction packages; facilitate resolution of sequencing conflicts through communication and coordination with all parties
• Review and present regular schedule status reports to the Owner, including critical path analysis and recommended courses of action when variances are identified

Quality Management

• Oversee the implementation and effectiveness of the Program Quality Management Plan; monitor compliance with quality requirements throughout construction and into closeout and activation
• Monitor quality assurance activities, inspection reports, and non-conformance documentation; keep the Owner informed of quality trends, outstanding issues, and resolution status
• Facilitate coordination among the Owner, design team, and construction team to resolve quality issues in a timely manner; track open items through to resolution
• Coordinate commissioning and closeout activities on behalf of the Owner; ensure all systems and spaces meet Owner requirements prior to acceptance

Safety Management

• Monitor safety program implementation across the program; review safety plans, incident reports, and trend data and communicate findings to the Owner
• Facilitate and support a safety-conscious culture across all program participants by keeping the Owner informed of safety performance and emerging concerns
• Coordinate safety management requirements with the security and operational requirements unique to the sensitive campus environment
• Ensure safety-related documentation is maintained, tracked, and reported to the Owner in a consistent and timely manner

Contract Administration

• Facilitate the administration of Owner contracts with design professionals, consultants, and contractor; monitor compliance with contractual requirements and communicate issues to the Owner
• Oversee timeliness of submittals, RFIs , and correspondence on behalf of the Owner; ensure organized and complete project records are maintained through PMIS
• Coordinate and facilitate resolution of claims, disputes, and contract issues; present options and recommendations to the Owner for informed decision-making
• Ensure all contract documentation, modifications, and formal communications are properly executed, tracked, and archived

Risk Management

• Maintain and update the program risk register; facilitate regular risk review sessions with the Owner and key stakeholders throughout construction
• Identify, assess, and communicate potential risks across all program areas — schedule, cost, quality, safety, and operations — before they become issues
• Facilitate the development of risk mitigation and contingency plans; coordinate response strategies with the Owner and relevant parties
• Monitor risk trends throughout the construction phase and provide the Owner with clear, actionable information to support proactive decision-making

Stakeholder Communication & Reporting

• Serve as the primary point of coordination and communication between the Owner and all program participants including design professionals, contractor, stakeholders and consultants.
• Prepare and deliver clear, accurate, and timely executive-level program status reports covering schedule, cost, quality, safety, and risk
• Facilitate open and transparent communication across all parties; surface concerns proactively before they escalate keeping the Owner fully informed at all times
• Coordinate with security, IT, facilities, and operational stakeholders to align construction milestones with campus readiness and activation requirements

Qualifications

• Bachelor’s degree in construction management, engineering, or BA in architecture is required.
• 8+ years of Federal experience.
• Experience with $150M+ new federal (GSA, DoD) construction projects required.
• Experience with P-100 (Facilities Standards for the Public Buildings Service) required.
• Experience with campus projects, preferably historic campuses, strongly preferred.
• CCM certification or professional licensure (e.g., AIA, PE, PMP) preferred but not required.
• Proficiency in Microsoft Office Suite and Microsoft Project; familiarity with Revit, AutoCAD, MicroStation, or similar design/documentation software is a plus.
• Excellent written and verbal communication skills, with the ability to interact effectively with clients, stakeholders, and team members, and to produce clear, detailed status reporting.
• Ability to manage multiple concurrent priorities in a fast-paced environment, including projects that are still in active design.
• Must have US person status with the ability to obtain/maintain federal government site and systems access.
