Senior Manager, Skills Strategy & Enablement

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Manager, Skills Strategy & Enablement based in the United States.

This role is a strategic leadership position responsible for shaping and operationalizing an enterprise-wide skills framework across talent, learning, and workforce systems.
You will translate skills strategy into scalable, practical solutions that influence how employees are hired, developed, and mobilized across the organization.
The position plays a critical role in embedding skills data into core HR platforms and enabling leaders to make more informed workforce decisions.
You will partner closely with HR, business leaders, and technology teams to activate skills-based practices at scale.
This is a high-impact role focused on governance, transformation, and adoption of skills as a core business capability.
You will also lead efforts to ensure learning experiences are aligned to measurable skill development outcomes.

Accountabilities:
  • Lead the activation and execution of the enterprise skills strategy, ensuring consistent implementation of skills frameworks, taxonomy, and proficiency models across the organization.
  • Translate enterprise skills vision into scalable solutions embedded in talent management, learning systems, and workforce processes.
  • Partner with HR, Talent COEs, HR technology teams, and business stakeholders to integrate skills into job architecture, career development, mobility, and workforce planning.
  • Establish and maintain skills governance structures, ensuring data quality, standardization, and alignment between enterprise and business unit needs.
  • Leverage skills data and insights to identify capability gaps and inform decisions related to learning investments, hiring, and internal mobility.
  • Oversee integration of skills within learning platforms (LMS/LXP), ensuring learning pathways are aligned with measurable skill development and proficiency outcomes.
  • Ensure learning content and programs are designed to build and validate skills, in partnership with internal teams and external vendors.
  • Lead learning technology and operations teams, providing oversight of platform performance, program execution, and operational effectiveness.
  • Manage learning and skills-related budgets, optimizing investments across platforms, vendors, and delivery resources.
  • Drive adoption of skills-based practices through enterprise communities of practice, governance forums, and change management initiatives.
  • Establish measurement frameworks to evaluate the effectiveness of skills enablement and continuously improve outcomes.
  • Provide leadership, coaching, and development for teams responsible for learning operations and skills enablement.
Requirements:
  • 10+ years of experience in learning, talent management, workforce strategy, organizational development, or related HR disciplines.
  • Strong background in skills-based transformation initiatives, including integration with recruitment, career pathing, internal mobility, or talent management.
  • 3+ years of people leadership experience, including managing managers or senior-level professionals.
  • Proven ability to translate enterprise strategy into practical, scalable execution plans.
  • Experience with learning technologies (LMS/LXP), skills platforms, and learning operations in complex organizations.
  • Strong stakeholder management skills with the ability to influence across HR, business, and technology teams.
  • Experience in program and project management within enterprise or matrixed environments.
  • Strong analytical thinking and ability to use data to drive workforce and learning decisions.
  • Familiarity with skills taxonomy frameworks, workforce planning, or talent marketplace models is highly desirable.
  • Excellent communication, change leadership, and organizational influencing skills.
  • Experience in HR Business Partner roles or exposure to talent and learning strategy is a plus.
