DEPUTY CHIEF FINANCIAL OFFICER FOR FINANCIAL OPERATIONS

Reports to: Chief Financial Officer | Direct report: Cash and Budget Operations Analyst

Position Summary: Serves as the senior financial operations officer and principal partner to the CFO, leading budgeting, multi-year planning, treasury, debt compliance, external reporting, and rating-agency activities while contributing to the institution's strategic financial direction.

Budget Development & Financial Planning

  • Lead annual operating and capital budgets, including assumptions, revenue and expense modeling, consolidation, mid-year reforecasts, and internal communications.
  • Maintain the multi-year financial plan and net tuition revenue model, integrating enrollment, pricing, financial aid, capital needs, cash requirements, and debt service.
  • Analyze monthly budget-to-actual results and prepare financial materials for the Budget Development Committee, Cabinet, Finance/Audit/Compliance Committee, and Board of Trustees.
  • Maintain financial operating policies and lead budget, planning, and treasury work for the Jenzabar One implementation and Casino-to-Health-Sciences project.
  • Treasury & Cash Management

  • Oversee daily cash position, the 13-week cash forecast, weekly variances, and the rolling 12-month cash forecast reconciled to the operating budget.
  • Manage banking relationships and short-term operating investments; identify and address cash and treasury risks within approved policy.
  • Coordinate receivables cash-conversion planning and provide cash and liquidity reporting to the CFO and Board.
  • Debt Compliance & External Reporting

  • Monitor bond covenants, prepare compliance certificates and continuing disclosures, perform additional-bonds tests, and liaise with trustees, paying agents, counsel, advisors, and NJEFA.
  • Project the Department of Education Composite Financial Responsibility Score and recommend actions to protect or improve institutional results.
  • Provide projections and budget inputs supporting NJ OSHE FARM and IRS Form 990 reporting.
  • Rating Agency Management

  • Manage the Moody's relationship, scorecard inputs, annual surveillance materials, material-event notifications, and surveillance meeting logistics under CFO direction.
  • Forecast key credit metrics, monitor peer rating actions, and recommend measurable strategies to improve the institution's rating.
  • Internal Controls

  • Maintain segregation between authorization and recording functions and participate in periodic control reviews with the Controller, CFO, and external auditor.
  • Authorize transactions and transfers within established thresholds; review and document reconciliations for budgets, cash, and debt service.
  • Evaluate financial practices and champion appropriate policy, process, and system improvements.
  • Staff Supervision

  • Hire, supervise, develop, and evaluate the Cash and Budget Operations Analyst, including quarterly performance reviews and documented development plans.
  • Ensure continuity of operations across budgeting, planning, treasury, and related functions.
  • Required Qualifications

  • Bachelor's degree in finance, accounting, business, economics, or a related field; advanced degree or CPA strongly preferred.
  • Ten years of progressively responsible financial leadership experience, including senior-level experience in higher education finance; Catholic or mission-driven nonprofit experience preferred.
  • Demonstrated expertise in budgeting, multi-year and tuition-revenue modeling, treasury and cash forecasting, bond compliance, continuing disclosure, rating-agency surveillance, and staff supervision.
  • Exceptional analytical, written, verbal, and executive presentation skills, with unimpeachable personal and professional integrity.
  • Key Performance Expectations

  • Deliver accurate budgets, forecasts, financial plans, reporting, ERP implementation milestones, and policy updates on schedule.
  • Maintain effective cash forecasting, treasury operations, covenant compliance, disclosure obligations, rating-agency readiness, internal controls, cross-functional coordination, and staff performance.
