Job Description
- Conduct assigned third party observations involving electrical transmission, distribution, substations, utility construction and
maintenance, underground systems, line clearance, storm response, fleet, equipment, lifting, excavation, and related work
within the approved scope.
• Prepare for each visit by reviewing the assigned crew, observation purpose, priority drivers, active task, previous eSORs,
open actions, access requirements, and relevant Client expectations.
• Observe work as it is actually performed, including prejob planning, work sequence, energy sources, worker positioning,
equipment, leadership engagement, communication, environmental conditions, and response to change.
• Engage workers, foremen, supervisors, project leaders, safety personnel, contractors, and other designated representatives
through respectful questions, listening, clarification, coaching, and feed/b/ack.
• Verify applicable high energy critical controls through direct observation, appropriate questions, and available evidence.
Record uncertainty honestly when a control cannot be confirmed.
• Identify and document positive capacity, including effective planning, reliable controls, leadership actions, teamwork,
communication, worker participation, and practices that should be sustained or shared.
• Identify critical control vulnerabilities, recurring patterns, system barriers, human performance conditions, and practical
improvement opportunities without relying only on a checklist or personal preference.
• Use the approved safe pause or stop work process and immediately notify field leadership and the Program Manager when
an imminent danger, serious exposure, injury, illness, regulatory concern, or conflicting instruction is observed.
• Conduct all observations from a safe and authorized position and comply with Client access, PPE, security, photography,
driving, weather, emergency, and critical infrastructure requirements.
• Provide clear field feed/b/ack before leaving when practical, including a validated strength, the most important improvement
opportunity, any immediate action, and the expected reporting or follow up path.
