Description:

The Senior Information Technology Project Manager provides leadership and oversight for the planning, coordination, and execution of software development, application enhancement, and IT operations activities for the Department of State (DOS). This individual serves as the primary management focal point for the project team, ensuring that technical activities, project schedules, deliverables, and performance requirements are effectively managed and aligned with customer objectives. The Project Manager will work closely with the Contracting Officer’s Representative (COR), Government Technical Manager, technical personnel, and other stakeholders to identify and resolve issues, maintain project accountability, and ensure the timely delivery of high-quality IT services and solutions.

Key Responsibilities:

  • Program Leadership & Accountability:
  • Serve as the single management focal point and maintain responsibility for the execution of all project tasks.
  • Provide strategic guidance, vision, and direction to the project team.
  • Manage project plans and schedules to ensure all tasks are completed and meet cost, schedule, quality, and performance requirements.
  • Drive effective teamwork, communication, collaboration, and commitment to the completion of tasks among team members.
  • Government & Stakeholder Engagement:
  • Appraise the COR and Government Technical Manager of all significant issues in a timely manner.
  • Maintain effective client-facing and internal communications.
  • Coordinate with government stakeholders and technical personnel to support issue resolution and project execution.
  • Agile Project Management:
  • Manage IT projects within agile development and Scrum team environments.
  • Coordinate project activities, schedules, resources, and deliverables across technical and business stakeholders.
  • Business and Technical Alignment:
  • Bridge gaps between business processes and technical solutions.
  • Facilitate collaboration between business stakeholders and technical personnel to ensure project activities address operational and mission requirements.
Requirements:

Required Skills:

  • Bachelor’s degree or higher in statistics, computer science, mathematics, information technology, business, or a related discipline.
  • Minimum 5 years, 10 years preferred, of experience planning, managing, and executing software development or information technology projects.
  • Experience managing Agile development teams and facilitating Scrum ceremonies.
  • Experience managing project schedules, deliverables, costs, quality, risks, and performance.
  • Knowledge of IT operations, software development life cycle processes, and project management best practices.
  • Ability to translate business requirements into technical solutions and coordinate activities across business and technical teams.
  • Experience managing customer relationships and communicating with government stakeholders, technical personnel, and senior leadership.
  • Experience supporting the Department of State (DOS) is preferred.
  • Experience supporting federal government customers or mission-focused IT programs is preferred.
  • Ability to obtain and maintain a Secret security clearance and meet DOS system-access and badging requirements.
