Job Description

About the role

Imagineeer is seeking a senior Acquisition Subject Matter Expert, ideally a former federal Contracting Officer, to validate findings and set priorities on an acquisition transformation engagement for a federal civilian department. You will make sure every recommendation respects statutory, regulatory, and reporting obligations while the FAR itself is being rewritten.

You will own two checkpoints in the firm's decision methodology: regulatory and policy alignment, and cost and benefit. You will also help build the case for which commercial tools are worth piloting.


Key Responsibilities:

  • Validate current-state findings against current FAR and agency supplement practice.
  • Lead redundancy, gap, and cost-benefit analysis, protecting capabilities that must be retained despite apparent overlap, such as statutory reporting.
  • Prioritize improvement opportunities by mission impact, feasibility, risk, cost, and implementation complexity, and apply the same criteria to the Continuation Roadmap.
  • Sequence Continuation Roadmap priorities across enterprise scale-out, integration and automation maturity, and sustainment, with rough-order-of-magnitude cost and benefit estimates.
  • Score candidate tools with the Chief Architect and require license assignability and production usability as shortlist criteria.
  • Support implementation planning and finalize SOPs, templates, and workflows with the Policy and Business Process Lead and Technical Writer.
  • Validate regulatory, policy, and cost-and-benefit content in every deliverable, and mentor the Junior Acquisition SME.
  • Work with AMS/PRISM, the client's contract writing and acquisition management environment
  • Acquisition systems of record: FPDS-NG, SAM.gov, and CPARS
  • Acquisition reporting: the Service Contract Inventory and FAIR Act Inventory

Qualifications and Skills:

  • Bachelor's degree.
  • 12 or more years of federal acquisition experience, including service as a federal Contracting Officer.
  • FAC-C Professional or DAWIA Contracting Level III (or legacy equivalent) certification.
  • Deep knowledge of the FAR and agency supplements across the full acquisition lifecycle.
  • Experience shaping procurement strategies for large or complex acquisitions.
  • Hands-on experience with a federal contract writing system and with FPDS-NG, SAM.gov, and CPARS.
  • Ability to pass the client's contractor security vetting and obtain and maintain a PIV credential.

Desired Skills and Competencies:
• Experience with the U.S. Department of Education, such as service in or support to its acquisition organization, familiarity with its acquisition policies and procedures, or use of its AMS/PRISM environment.

• Experience with PRISM as a contract writing system.

• Experience with an unlimited or high-dollar warrant.

• Experience designing or deploying a federal acquisition platform or contract writing system.

• Familiarity with the Revolutionary FAR Overhaul and Executive Order 14275.

• Master's degree or JD.

The pay range for this role is:
190,000 - 200,000 USD per year(Hybrid)
