Job Description

Manager – Cost Reimbursement Review
Hybrid | California Preferred (Remote Flexible)
Full-Time | Municipal + District Finance

Are you an engineer who doesn’t love traditional engineering work?
If you enjoy the business side of infrastructure more than design.
If you’d rather analyze costs, challenge assumptions, and advise clients.
If you like being in the room where decisions are made, not just producing plans.
This role might be exactly what you’ve been looking for.

Who We Are
Harris & Associates is a 100% employee-owned firm helping public agencies plan, fund, and deliver infrastructure that shapes communities across the West Coast.
Our Municipal + District Finance (MDF) team sits at the intersection of:
  • Engineering
  • Finance
  • Development
  • Public infrastructure
We don’t just design projects. We help determine what gets built, how it’s funded, and how costs are validated and reimbursed.

The Opportunity
We’re looking for a Manager to lead and grow our Cost Reimbursement Review practice. This role includes:
  • Overseeing large, complex infrastructure cost reviews
  • Evaluating developer-submitted costs and determining reimbursement eligibility
  • Leading client engagements with agencies, developers, and stakeholders
  • Managing and mentoring a team
  • Helping expand and shape a growing service line
This is not a design role. This is not a back-office role.

This is a role for someone who wants to apply their engineering background in a strategic, analytical way and influence real financial decisions.

What You’ll Be Doing
  • Lead multiple large-scale cost reimbursement and infrastructure finance projects
  • Review and evaluate construction costs, change orders, and supporting documentation
  • Make and defend recommendations on cost eligibility and reimbursement
  • Serve as the primary client contact and trusted advisor
  • Present findings to agencies, boards, and stakeholders
  • Manage, mentor, and develop staff
  • Oversee QA/QC and ensure high-quality deliverables
  • Support business development and client growth
  • Help build and scale this practice area
  • Assist with other public finance projects serving as the Assessment Engineer
What We’re Looking For
  • 15+ years of experience
  • Bachelor’s in Civil Engineering or related field
  • PE preferred
  • Project management and 5+ years of team management experience
  • Detail oriented
  • Enjoy working on multiple projects with tight deadlines
Relevant experience may include:
  • Public works / infrastructure project management
  • Construction management or PM/CM
  • Project controls / cost management
  • Land development (infrastructure-focused)
  • Cost reimbursement or construction cost analysis
  • Assessment District Formation, CFD Formation, Water and Sewer Rate Development.
You Might Be a Great Fit If You:
  • Prefer analysis, strategy, and client interaction
  • Have experience reviewing costs, budgets, or change orders
  • Have led client relationships
  • Enjoy digging into details and asking tough questions
  • Are comfortable leading teams and making decisions
  • Enjoy working on multiple concurrent projects with tight deadlines
Work Environment
  • Flexible hybrid / remote model
  • California preferred, open to remote candidates
  • Occasional travel within CA/NV as needed
Compensation & Benefits
The annual salary for this position is $160-190K. This will be dependent on the experience and expertise of the incoming candidate.

In addition to base salary, we also offer:
• Medical, dental, vision, and life insurance
• ESOP (employee stock ownership program)
• 401K Match
• PTO, 8 Paid Holidays + "1 WorkAversary" paid holiday to celebrate you!
• Health & Well-Being Allowance
• Tuition reimbursement
• Flexible hybrid/remote work plans
• Paid Leave Programs such as maternity, parentally, and family medical leave
