About This Position

The Frederick County Aging and Independence Division (formerly known as Senior Services Division) provides services and programs to older adults, individuals with disabilities, caregivers, veterans, and their families. Our mission is to enrich the lives of those we serve through community connections to services, programs, and resources, with a goal of ensuring that Frederick County residents are empowered, engaged, and equipped to live their best life.


The Division seeks a dynamic and dedicated visionary leader to manage the departments and functions of the Division of Aging & Independence; perform complex and varied administrative and analytical tasks to initiate, plan and implement projects, programs, and special assignments; provide high level programmatic support; serve as liaison between the Division Director, department heads, other County divisions and Frederick County’s citizens and stakeholders to promote maximum efficiency and effective communications for the Division. This individual will manage and supervise the senior-related program departments: Area Agency on Aging/Operations and Resource & Service Navigation, other program departments may be shifted and/or assigned as needed. Supervision is given to professional and administrative staff; supervision is received from the Division Director.

Exempt; full-time; 40 hours per week; Monday - Friday; 8:00 a.m. - 5:00 p.m.; full-benefits

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy.

  • Provide leadership, guidance and coordination to advance the mission of the Division of Aging & Independence and promote the growth and sustainability of its activities, services and programs
  • Provide oversight of the Division of Aging & Independence long and short-term division-wide strategic plan
  • Manage and supervise the senior-related program departments: Area Agency on Aging/Operations and Resource & Service Navigation, or other departments as needed or assigned
  • Oversee the development and monitoring of the Operating and Capital Budgets for the Division and present the budget to the County Executive and County Council in conjunction with the Division Director
  • Promote diversity, equity, inclusion and belonging practices within the Division of Aging & Independence; identify and execute strategies to ensure that all programs and services are designed and delivered using equitable practices; communicate values and expectations to management staff through policy creation, practice, and guidance; identify mechanism to monitor and evaluate efforts
  • Create, update and implement Division specific policies and procedures that are in alignment with Frederick County Government directives
  • Provide guidance to staff regarding current trends and issues
  • Oversee the development of quality assurance policies and procedures for the Division, evaluating the efficiency and effectiveness of Division operations, processes, procedures and methodology and recommending improvements for continuous quality improvement
  • Monitor statewide and local legislative activities that impact seniors, individuals with disabilities, veterans and caregivers and work with County Executive leadership on advocacy efforts
  • Supervise, train, direct, evaluate and discipline Division staff in accordance with Frederick County Government Human Resources
  • Manage the Human Resources/NeoGov functions in accordance with Frederick County Government policies
  • Respond and resolve complaints and inquiries from constituents, family members, and the community members; as needed recommend changes in policies and programs mitigate future issues
  • Analyze data to determine trends, challenges and opportunities for the Division, report findings, interpret results and recommend changes
  • Manage projects and studies from inception to completion; establish project schedules and ensure projects stay on schedule
  • Serve as a member of the Division’s senior leadership team, contribute to strategic direction and goal implementation
  • Develop and foster innovation in program planning, service delivery, and collaboration
  • Represent the interests of the Division by participating on committees/panels, attend meetings and conferences locally, regionally, nationally, and present information to local leaders, business and other stakeholders, including community outreach events, networking and professional events
  • Identify training needs and develop training resources, plan events and schedule presentations; make presentation to various groups on programs, services or information to public
  • Participate in the County Emergency Management functions as noted in the Continuity of Operations
  • As needed drive a County vehicle to meetings, senior centers, etc.
  • Serve in the absence of the Division Director, Aging & Independence
  • Perform other duties as assigned

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.


  • Bachelor’s degree in Human Services, Gerontology, Education, Social Work, Public Administration, Human Services, Management, Business Administration or a related field
  • Minimum 9 years of progressively responsible human services management work experience that includes all of the following (items may be concurrent):
    • Minimum 3 years work experience providing services to the seniors, veterans and individuals with disabilities
    • Minimum 2 years budgeting work experience
    • Minimum 2 years supervisory work experience
  • Possession of a valid automobile operator’s license
  • Intermediate skills with MS Office Suite
  • NOTE: A combination of relevant work experience, certifications, and education specific to human service programs may be counted towards the requirements of this position.

KNOWLEDGE / SKILLS / ABILITIES:
  • Ability to maintain County Authorized Driver privileges
  • Extensive knowledge of gerontology, seniors, veterans, aging, and disability populations
  • Extensive knowledge and understanding of best/promising practices related to senior services, disability services, caregiver services and veteran services at local, state and national levels
  • Considerable knowledge of programs related to seniors, disability services, veterans and caregiver related issues, challenges, needs and interests
  • Considerable knowledge of County's fiscal policies and procedures, County Executive’s Transition Report and Livable Frederick, Older Americans Act nomenclature: Title III B, Title III C1, Title III C2, etc.
  • Ability to lead collaborative efforts with community stakeholders to identify gaps and build service delivery mechanisms to address the needs of seniors and those with disabilities.
  • Strong and effective spoken and written (English) communication skills including the ability to speak effectively before groups
  • Ability to effectively supervise, direct and evaluate the work of others
  • Ability to effectively multi-task and to organize work, establish priorities, make decisions and complete assigned duties with minimal supervision
  • Ability to develop and maintain effective working relationships with co-workers, vendors, clients, and the general public, with the ability to successfully interact with members of the media
  • Ability to leverage professional relationships with community organizations, non-profits and foundations to support the work of the Aging & Independence Division
  • Ability to develop and lead teams toward achieving division objectives
  • Ability to think strategically and critically while prioritizing goals and objectives
  • Strong and effective spoken and written (English) communication skills including the ability to speak effectively before groups and the ability to prepare clear and concise written reports
  • Discretion and good judgment in dealing with confidential and sensitive information
  • Strong organizational skills with the ability to multi-task and prioritize work to meet on-going deadlines

PREFERENCE MAY BE GIVEN FOR:
  • Local government work experience
  • Master’s degree earned in a related field

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
  • While working in this position, the employee is required to constantly sit, walk, reach and perform repetitive motions; frequently drive.
  • While working in this position, the employee is required to constantly work indoors.
  • During outreach programs and events, the employee is frequently working outdoors, which may include inclement weather (extreme temperatures and conditions such as hot/cold/rain/snow) and walking on uneven ground.

  • Available for evening meetings, other working hours as needed to accommodate meetings and other divisions commitments
  • This position is considered essential personnel in the event of a public emergency
